Young Judaea National Drug and Alchol Policy
Illegal drugs of any kind, including alcohol have no place in this t'nua (movement) because they are destructive to the t'nua (movement) and the individual. The very concept of the use or presence of illegal drugs stands in direct contradiction to the core set of Jewish and Zionist values upon which this t'nua is based. Therefore, any chaver/et (member/participant)who is caught or admits to using, possessing or distributing such substances will be dealt with in accordance with the following policy:
1) Upon the determination that a violation has been committed, the chaver/a will be IMMEDIATELY sent home at his/her own expense and suspended from all movement events for a period of one year from the date of the decision.
2) In the event that a violation occurs, the most localized director (i.e. at Tel Yehudah, the director; at a junior camp, the camp director; at a regional event, the regional director) will report the violation to the national director and the national mazkirut, and together they will be responsible for administering the policy.
3) While hearsay alone CANNOT lead to immediate suspension, it WILL lead to an investigation.
4) A second offense will result in permanent expulsion from the movement.
5) If the term of suspension exceeds one's senior year, the suspension continues to apply to both Hamagshimim and Young Judaea activities.
6) If a violation occurs during any Young Judaea summer program, the suspension carries through until the end of the following summer's National Convention.
7) In the event that a chaver/et t'nua is knowingly found to be or admits to having been in the presence of a chaver/a in violation of the above stated policy, disciplinary action will be taken at the discretion of the presiding regional or camp director in consultaion with the national director and national mazkirut.
8) It is important that this process be implemented with the UTMOST efficiency.
9) Before any Bogrim convention or summer program this policy will be stated verbatim in a disclaimer to be signed by the chaver/a and his/her parent/guardian before that chanich/a (member/participant) is allowed to attend that event. In addition, at the beginning of any YJ Bogrim convention or summer program, this policy must be read verbatim in front of the entire attending body.
10) The policy of reinstatement involved the chaver/et t'nua applying in writing to the national mazkirut, including two corroborating letters from his/her community, explaining what steps the chaver/a has taken to deserve reinstatement. Reinstatement will be approved in writing only after the chaver/a submits an application, even if said application is not submitted until after the original year expires. Reinstatement will only occur after consultation with the national director.
11) If a violation occurs in the period beginning with the summer before one's senior year in high school or continuing on through the year, application for Year Course will not be considered.
