History of BCC College Library
Binalbagan Catholic College is as Catholic institution founded and administered
by the Columban Fathers in 1957 until 1978 and was later taken over by the
Presentation Sisters in 1978.In order to accommodate the higher educational needs
of its high school graduates,the College Department was opened in 1961.
By that time,the College Library occupied the second storey of the First College
Building(St.Columban's Building)until 1970.It was transferred to the first floor
of the Kennedy Building in 1970 until 1980,which at present serves as a
classrooms and computer laboratories.In 1980,further developments happened to the College Department with its
increasing number of student.The three elementary department first occupied its
ground floor and the second level was used to college classrooms,now Accounting
and Speech Laboratories.
The College Library occupied the third level(now our main library)of the Sabas
Locsin Building to accommodate the increasing number of library collections and
clienteles.In May 2005,the ground floor of the said building accommodates the
Applied Science,the Arts,Literature,Geography and History,and Periodical
collections.
The Science And Mathematics Library was established in the second level of the
Administration building(Locsin Mansion)in February 2000.

As the heart of the institution of learning,the BCC College Library helps translate the School Mission Statement.
Objectives of the Library:
1.To serve as the reservoir of the ideas of the wise and great men and women.
2. To collect and organize books and non-book material.
3.To preserve and make them available for use.

by guiding the students in the proper and convenient use and selection of books

Services Offered For Faculty and Staff
Members and Students
1.Library Orientations and Instruction
Every semester just after the opening of classes,the Library
Staff in coordination with the English area teachers through their Education
Department Dean conducts library orientation and instruction to all new
students(freshers and transferees)and new members of the academe.
2.Book Display
A book display(one of the regular library features)is
found in a designated area of the main library.A list of new books is posted in
the library's bulletin board,faculty room,and the dean's bulletin board near the
Bundy Block.
3.Photocopy
Photocopier machines are available at the school level of the
St.Columban's Building.
4.Recall/Reservation
After exhausting time and efforts in looking a book and it
still cannot be located,fill out a call slip(found at the top of the card
catalog)with complete call number,author's name,title of the book,and its
location and submit to the library aides on duty.
5.Term Paper Clinic
Intended for research,the library provides bibliographic
assistance to students.
6.Current Awareness
The library carries out Selective Dissemination of
information where relevant articles from recent periodicals acquired are gathered
together and dissemination to the respective deans of the college department and
faculty.
7.Table of Content
Tables of content of recent professional journals and
magazines are photocopied and sent to the different subject representative and
deans to update the latest articles in their field of specialization.
8.Vertical File Materials
This includes clippings,pamphlets,brochures,and
booklet that are arranged in alphabetical order by subject.
9.Internet and CD-ROM Searching
The library only offers a stand-alone computer searching
through Internet CD-ROM resources.It caters to the library users at first come
first serve basis for free.The user will only pay the printing charges with the
duration of thirty minutes only to accomodate other researchers.Extention is
granted if there is no one in the waiting list.It is strictly for research
purposes only.The user is allowed to research for the duration of thirty
minutes.
Library Rules and Regulations
General Rules:
1.1 Students should leave their bag,attache
cases,large envelopes,folders,and personal books on the baggage counter provided
for before entering the library.If the student wants to read his/her personal
book inside he/she should show the material to the appropriate person at the
entrance.
1.2 Eating,smoking,and sleeping are not allowed in the library.
1.3 Talk softly.Idle conversation,loud laughter and other unnecessary noise
disturb the clientele;such must therefore be avoided.
1.4 Tone down/mute cellphones while in the library.
1.5 Newspaper,magazines non-books materials,and books belonging to a set,such as
encyclopedia,should be returned to their proper places.
1.6 Books in the open shelves shall be placed and put in the designated shelves
o0f reading areas.We are happy to return them for you to their assigned shelves.
1.7 No books,periodicals,and other library materials shall be taken out from the
library without proper authorization.
1.8 No library item should be clipped,marked or otherwise mutilated.If
caught,the offender will be sanctioned based on the gravity of the offense as
may be imposed by the Dean of Student Welfare.
1.9 Library user who wants to photocopy any library materials is given a
photocopy control number for duration of fifteen minutes.Photocopier machines
are available at the second level of St.Columban's Building.
Rules in Borrowing
Materials:
2.1 Those who wish to borrow books for
overnight or home reading should use a Student Borrower's Card(can be secured
form the librarian by filling-up the application card with 1x1 recent photo
picture).
2.2 Reserve books are issued for one hour at a time in the library
only.Extension for additional hours may be granted only if there is no prior
demand by another reader.
2.3 General reference(like encyclopedias,dictionaries,almanacs,atlases,etc.),art
collection books,rare books,Filipiniana collections,theses,periodicals,and other
similar books are not circulated for home use.
2.4 For home reading,a student is allowed to borrow one book in the reserve
section and two books from the shelves of reference at a time.
2.5 Books title of one copy(considered rare & valuable are review books are for
library use only.
2.6 Student who lost his/her Library Borrower's Card(LBC)will pay P20.00 to the
cashier.
2.7 Library Borrower's Card(LBC)is revalidated each semester upon enrollment in
case it has not been filled in.Any student whose Library Borrower's Card is
already filled in simply presents the used LBC to the librarian to be given a
new one.
Fines and
Other Penalties:
3.1 The privilege to borrow books shall be suspended after three overdues.
3.2 Lost Books.The borrower should immediately
report the lost book to the librarian.If the book becomes overdue,the borrower
will have to pay the overdue fine incurred until the day the loss is reported,in
addition to paying for the current replacement cost of the book.If ever the
declared lost book will be returned during the signing of clearance,the borrower
will charged of overdue fines from the date he/she declared the lost book until
the date he/she returns the book.
3.3 Damaged Materials/Mutation of Library Materials.Library
materials damaged or mutilated beyond the normal depreciation must be replaced
by the same title plus a processing fee of P50.00;or be paid according to the
value determined by the librarian.In addition,library privileges will be
suspended for the rest of the semester.The case will also be referred to the
Dean of Student Welfare for proper action.Missing pages in any borrowed library
material must be reported immediately.
3.4 Stealing.Anyone found guilty of stealing any
library material will be made to pay a fine plus the current cost of the
material and will be subject for appropriate disciplinary action imposed by the
librarian and the Dean of Student Welfare.
3.5
Discipline.Students who fail to observe library rules and regulations
will be referred to the Committee of Discipline for appropriate action.
3.6 Student assistant/working scholars found violating library rules and
regulations would be denied their school privileges.
3.7 Forgery.The penalty for a student who has
forged librarian's signature for the purpose of settling account from the
library is suspension of library privileges for the next school term.The erring
party will also be referred to the Dean of the Student Welfare.

Other Privileges Extended
to Faculty Members Only
1.Periodicals
Faculty members may be allowed to borrow periodicals
for a maximum period of five days,non-renewable.This is to give other faculty
members a chance to browse and borrow the periodicals.
2.On Reservation
2.1 A faculty member may place books in the reserve
section to be used for his/her student.
2.2 Reservation covers only one semester.If the teacher wishes to extend the
time span/she must inform the librarian;otherwise,the books will be returned to
their respective shelves.
2.3 Faculty members should check first the availability of materials before
assigning a book to student.Books in the faculty member's possession should be
returned first before they are assigned as readings.
3.Acquisition Policy
3.1 A faculty member may make a request through the Deans for
the acquisition of new books and this should then be addressed to the librarian.
3.2 Faculty members through their deans are informed of the new acquisitions.On
the other hand,faculty members through their Deans can request the librarian for
acquisition of certain references and materials.
3.3 A faculty member can buy books for his/her personal use through the
library,the cost of which will be deducted from his/her salary.
4.Letter of Introduction
The library is pleased to give letter of introduction for
faculty member who wishes to avail of the materials of other libraries.
5.Borrowing Privileges
Faculty members may borrow library materials related to
subjects taught for a period of one(1) month at the beginning of classes in
order to give them ample time to prepare their syllabi.After a period of one
month,the books borrowed must be returned.If the books are still needed,the
faculty members may renew them subject to the rules and regulations of the
library,otherwise the cost of the book(s) will be charged to the faculty.
Stand Alone CD-ROM and Internet Searching
Any library user can avail the CD-ROM & Internet recourses in
the library.Before using this,a user must follow the following policies:
1.Write first your name,course and year in their logbook provided.
2.Indicate what topic to be searched and time and date when you so your
research.
3.Ask the person-in-charge to operate the computer for you if you do not
know.She/He will also teach you some search strategies on how to arrive at your
topic.
4.Printing charge-P10.00/page.
AUDIO-VISUAL ROOM
The Audio-Visual Room is an academic support unit,which
provides a wide variety of audio-visual materials,facilities and services to
complement and to improve the teaching-learning process.It also enriches
students' learning skills through the different AVR materials and facilities.It
is under the supervision of the librarian and the property custodian.
1.Any club/organization recognized by the administration can avail to use
audio-visual facilities for its activities e.g. film showing provided they would
pay a certain amount for each day used,which is determined by the librarian and
the property custodian in coordination with the accounting personnel.Payment
should be paid to their cashier.
2.Any AVR user is expected to follow our AVR policies:
2.1 Reservation must be applied five(5) days before the date of activity and
shall be confirmed by the requesting party or representative a day before the
scheduled date,otherwise canceled in favor of other interested users.(On the
spot reservation will be treated on a case-to-case basis.No reservation will be
done on Sundays and holidays.
2.2 The AVR in-charge reserves the right to preview the materials not owned by
the AVR;as provided by the requesting party.
2.3 The AVR in-charge has the authority to approved/cancel/stop any showing of
the film/tapes that violate the school's mission,vision and goals.
2.4 Instructional videotapes and VCDs of the AVR cannot be loaned out for "Home
Viewing".
2.5 AVR hardware(s) and software(s) are not be used outside the AVR.
Only portable items can be
brought out for classroom/big venue use and do not require the attendance of the
AVR in-charge and/or on call technician.(It is presumed that the borrower/user
knows the mechanics of operation and returned the same in good condition).
2.5.1. In any instances the borrower/user can request the AVR in-charge and/or
call Scthe technician for his/her services,provided that it does not hamper
his/her work in the AVR.
2.5.2. In cases where the attendance of AVR in-charge and/or on call technician
is necessary(the borrower does not know how to operate),proper arrangement with
him/her should be done.
2.5.3. In all instances the said hardware(s)/software(s) should be picked up
from the AVR at least one hour before using and should be returned immediately
after the activity.
2.5.4. In cases where classes are suspended on the day of the scheduled use of
the AVR,the user may only reschedule the date of his/her reservation.
2.5.5. AVR materials and facilities damaged/destroyed due to carelessness are to
be charge against the borrower.
