The eastern terminus of I-64 is not its easternmost point. After passing through the western edge of Virginia Beach, the highway loops around the southern edge of Norfolk and ends at Bowers Hill, VA. By that time, if you're going "east" on I-64, you're actually traveling west, and to get on "westbound" I-64, you have to go east on the loop.
I-64 is planned to extend to I-70 in Wentzville, MO, outside of St. Louis.
