The World
Umbar is an earth-sized planet orbited by a single moon. It is surprisingly earth-like, probably the reason why humans tried to colonize the planet. The planet consists to 75% of oceans and lakes and is covered with large forests, mountain ranges and deserts, as well as polar regions.
There are 13 technological advanced cities on Umbar, named January to December for the twelve months, with a younger city named 'Prosperity' which has been founded a few years later.
Inside these cities technology has been advanced greatly, people use flying cars, beam weapons and cybernetic limbs.
Each city is an independent state with ten to a hundred million inhabitants. Corporations hold great power, both economically and politically, and great parts of the police force are corrupt. Crime is rampant, but is fought by the police and several groups.
These cities are covered by an energy forcefield which protect them from all outside threats. People can leave and enter the city, however, few do.
Since these cities are based on High Technology very few people have any understanding of magic, never mind the ability to use it.
Surrounding the 13 cities are the Burbs, small towns similar to those of 20th century Earth. Here technology is present at a much lower level and magic exists in small forms. The towns resemble 20th century earth, but can have architecture of all kinds, from Japanese to Mexican to Australian.
People living here sometimes visit the Countryside or the Cities, some of them even work there.
Beyond the Burbs is the Countryside, a highly magical world dotted with small villages and cottages, with deep and dark forests and all kinds of mystical beasts. It is a fantasy world where powerful magicians duke it out with dragons, where swordmasters battle monsters of evil (or just hunt them for their shiny pelts).
The Countryside is the largest part of Umbar, dangerous and unpredictable, and hence the people from the Cities do not like to go there except on guided tours.
The People
The people of Umbar resemble in many ways normal humans. Most of them have no special powers to speak of and are just trying to get by. There are humans of all colours and shapes, racism is largely unknown but speciesm is not (black and white join together to beat up the three legged freaks).
There are also a large number of hybrids. Cat girls are a common sign, as are other people with animal ears or features.
They are possibly a result of genetic experiments, or came to be due to magical influx, but people are used to them.
Humans are not the only people on this world, however. There are elves, orcs, trolls, dwarves and other folk.
While most people have no exceptional powers (although quite a few have a few handy tricks up their sleeve) there are those who have potential. Not every girl is a Magical Girl, but there are plenty of them around. Every school has at least one, sometimes every class has one or more Magical Girls. Martial artists abound and people are used to superhuman feats.
The Anime Influence
The people of Umbar are not just Toons, they are Anime people. Death is not unknown, but it can be a lot harder to achieve.
People survive painful experiences that would kill normal humans (such as being hit by a car). An accelerated healing rate means that wounds can be healed over night (unless they are relevant for the story, in which case they may not heal at all) although limbs can only be regrown via magic or high tech.
Combat involving guns tends to lead to a lot of collateral damage. Even when the shooter is capable of blowing off a fly's head at sixty paces, the moment he gets into a firefight with others of his calibre a lot of the scenery will get broken, especially when they are using automatic weapons.
This is helped by the fact that nobody ever seems to run out of ammo, unless they are cornered, outnumbered, outclassed and unconscious.
It is possible for people to carry enough weaponry for a small army on their body without anyone noticing (until the schoolgirl pulls out her bazooka from underneath her skirt).
