I,_________________________________,  do hereby voluntarily and of my own free will, make the following statement without having been subjected to any coercion, unlawful influence, or unlawful inducement.

Michael Lynn Mincy



It was about  10:30 pm,  on Saturday night, of November 5, 1988. I had 
just parked my car, after a long drive around the Northeast Tarrant 
County area. I stayed in the car, just listening to a local radio 
station, when at exactly 10:35pm, I looked up ahead of me, and saw a 
police car, with ALL lights "off", coming down the streets toward me. At the time, this did not bother me, since I had no problems with them before. But as I continued to watch, I saw "another" police car turn off the highway, at a very fast race, and pulled immediately behind me, with ALL lights "flashing"! When that happened, the police car that I saw coming down the opposite way directly towards me, then turned on ALL of his lights, and then BOTH police cars then turned their "spot" lights as well on me, and were then joined by a "third" police car, which also turned it's "spot" lights on me.

     One fairly young looking officer approached me from the car that was "creeping" down the road earlier. He demaned my drivers license; then the insurance papers,; asked me if I was "smoking" marijuana, which I never have in my life. And then "finally" he asked "what" I was doing sitting in that car! I told him I had just arrived from driving around, and was sitting there just listening to the music. He then asked me how long I had been doing that, and I said, "Since 1970....When I got my drivers license". He didn't seem to like that. Finally, "after" I demanded to know "what" that was all about, he said "We got a complaint about you sitting out here in your car".  Then, after a few more questions, and answers from me (I "stayed" as "calm" as anyone could ...under the cirmustances) , he "laughed" out loud! Then, turned and left. They ALL left after this officer left.

That's about all I can remember about that "incident", except I was kind of "stupid", in that I was so "angry", and in all "honesty" embarrased about the whole thing, that I didn't even tell my parents about it

untill several days later. I told them , I "think", AFTER I talked to the man from the ACLU, and when I 
did, my father was actually able to get "one" of the officers to tell him "who" the person was, who "allegedly" made this "complaint". Actually, the "officer" only gave the address, and it was an address of a woman just two blocks away from our house, on "this" SAME street. I "think" that address was 5208 Mallory Drive, and the residence of a Mrs. Colleen Elliott.  Whether they made that up, or if the person did make such a complaint, I still don't know.
