WITNESS STATEMENT

PART TWO

I,_________________________________, do hereby voluntarily and of my own free will, make the following statement without having been subjected to any coercion, unlawful influence, or unlawful inducement.

Statement
Michael Lynn Mincy 8/20/1998

The first "clear" rememberance I have of "police harassment", "surveillance", and even "physical detention" ocurred on or about October 12, 1978. I was working at Montgomery Wards, Hurst, Texas (North East Mall), and the "incident" below occured after finishing my "sack lunch" in my car, parked
in the Montgomery Ward parking lot, from 12pm to 12:30pm on that day. I had been working there at Montgomery Wards (Hurst) since the preceeding Friday, October 6, 1978.

After I finished my lunch, and got out of the car, and as I was standing beside my 1968 Blue Pontiac
Bonneville, a Hurst Police car, that had been driving around me for several minutes, stopped behind my car, and the Hurst police officer turned on his "color" lights. And then, as I stood there for several minutes, I watched as this Hurst police officer talked into his radio. The Hurst police officer's name
is "still" UNKNOWN to me, but he was a short white male, stocky in build, about 25 years old, medium height, with thinning short dark color hair, and had only a very sparse, thin mustache that was barely
perceptible, and had a very broad, round plain face.

This Hurst police officer got out of his car, walked over to my car, still parked in the Montgomery Wards parking lot, and then the Hurst police officer demanded to know "what are you doing here?" I stood in front of him, dresssed in a sport coat, tie and dress slacks, and wearing my "official Wards "id" name tag, with my name "fully" displayed. I said, "I work at Montgomery Wards!" I was very angry at this.
He then said "I have been following you ALL year long....." I then watched the expression on his face change dramatically, and then he simply stopped talking, walked very fast back to his Hurst police car, and drove away.

                                                                                                                           Page of Pages

As soon as this Hurst police officer left, I walked quickly and angrily to the West entrance to Wards, and
immediately reported this incident to my "department" manager, who then "laughed" out loud, and told me to "forget it!" I was angry with "his" decision, but since the store manager was very "hostile" to me in this period of time, I knew it was useless to pursue it further. I simply felt "forced" to drop the matter.
