Dear Sen. Hatch:

I am most disappointed with you, both as a member
of the US Senate Judiciary Committee, but also
as a person. I received your letter to me today,
February 6, 1998, and dated Janury 12, 1998. 
In it, you "claim" you can do nothing to help me 
for these reasons:

     1. You, as a "general matter" are "unable to
        intercede in individual cases or in ongoing
        investigations, and routinely decline to
        do so."
      2. "Unfortunately, your case [meaning 'my' case]
         falls under the jurisdiction of 'local authorities'...."
         [ my emphasis ]

In regard to point number 1. 

I "could" accept that, if Senator Kennedy had not 
"intervened" in a much more "serious" case here in Fort 
Worth, invloving a man accused of being an "Irish 
Republican Army" gun runner, back in 1979. This is NOT
an accusation against Sen. Kennedy. I, to this point
in time at least, still have a measure of respect for him.
But I simply want to point out, that Sen. Kennedy DID in
"fact" intervene in that case. That sort of sets a 
"precedent", doesn't it ? 

Of course, you have every right not to "intervene" as an 
individual Senator, but please don't insult me by claiming 
that you "cannot" do so, when it pleases you to do so, especially 
when there is so much talk these days about "impeachment". "Clearly"
this "is" a case "before" you where you "are" intervening! 
This is to me, a situation where you have simply "chosen"
which "cases" to intervene in, and which cases "not" to 
intervene. A "personal" choice, and one you are "free" to make.
But spare me those words, claiming that you simply 
"cannot" do so!

In regard to point number 2.

ALL lawyers in America, know, far better than I, that ALL
civil lawsuits and criminal charges alleging violation
of US civil rights, ARE most CERTAINLY a matter of FEDERAL
JURISDICTION!  NOT "local" JURISDICTION. I hope I can at least
make that part "clear" to you!! I have for TWELVE MONTHS
tried in "vain" to get ALL of you in the US Senate to 
understand that!! Obviously I have failed! 
BUT I will continue to try to "pound" the "simple" reality
into your "heads", that "US CIVIL RIGHTS" ARE a matter of
'US JURISDICTION" !! Again, "any" lawyer will tell you that!
And, further, that ALL such "actions" are "specifically"
brought by way of UNITED STATES CODE 42 SECTIONS 1981, 1983,
1985 (CIVIL LAW), and US CODE 18 SECTIONS 241, and 242 (US 
CRIMINAL LAW). Also, ALL of these UNITED STATES LAWS are 
"implimentations" of the 14th AMENDMENT of the UNITED STATES
CONSTITUTION !! I think you "may" have heard of that document
from time-to-time!  And this is simply "how it is", NOT
a "fanciful" wish or desire of mine. I must also refer you
to the UNITED STATES SENATE WEB SITE, which describes the 
"duties" of the US SENATE's JUDICIARY COMMITTEE, partly, as 
".....civil rights...." !! That is "one" of the "most" important
AND "sacred" of ALL duties entrusted to the SENATE of the UNITED STATES. 
I hope that "faith" and "trust" has not been "misplaced".

PS: I "did" receive your "first" letter, on November
    22, 1997, dated November 8, 1997, in which you
    stated "most" of the above, BUT then you "also"
    urged me to "work with private counsel." I have
    tried that, and found that the US Judicial System,
    such as it seems to be, simply does NOT work, unless
    a person is incredibly wealthy, as to afford the "insane"
    and "obscene" cost, needed to aquire the services of 
    said "legal counsel".
