Dear Sirs:

It is my understanding, after visiting your web site on the
INTERNET, that your office is entrusted with the enforcement of
"...conspiracies to interfere with federally protected rights,
deprivation of rights under color of law, the use or threat
of force to injure or intimidate someone on their enjoyment of
'specific rights'...."

I wish to make a complaint against the Police Departments of Haltom City, 
Fort Worth, Watauga, and "possibly" the City of North Richland Hills, 
Texas, Police Departments for what I believe, are violations 
of 18 USC $ 241, and $ 242, and, 42 USC $1983. These are:

  1. One or more UNKNOWN officers of the Police Departments of the
     cities of Haltom City, Fort Worth, the city of Watauga, Texas, 
     and possibly the city of North Richland Hills, Texas, have at least 
     three times conducted illegal surveillances of me while I was driving 
     a car around the cities of Haltom  City, Watauga, North Richland Hills,
     and Fort Worth, Texas, occuring on August 1st, 3rd, and 8th
     2000. 
     

In support of these accusations, I enclose below, several
statements which I have prepared.  Please let me know if 
these would be serious enough to warrant any action on your
part, on my behalf. These harrasments and threats to me from
these police departments have continued for several years.
These below are only the latest and seems to me, most serious.

1. August 2, 2000 - Haltom City

I arrived at "Papa G's" sports bar & grill at 9:51pm, 8/1/00.
"Immediately" on returning to Haltom City from "Papa G's"
sports bar (leaving at 1:39am) in North Richland Hills, Texas, 
I drove "South" on Highway 377 (Denton) from I-820, and as I reached 
the intersection of 377 and Glenview Drive, I passed by a Haltom
City Police car racing "North" and "away" from me at exactly 1:44am.
I arrived at home at exactly 1:45am, and "as" I came to a stop at
5425 Mallory Drive (my place of residence, and only "two" houses
"off" Highway 377), this SAME Haltom City Police car drove "by" 
Mallory Drive very, very slowly, "now" traveling "South" by "this time" 
(1:45am) although staying "on" the Denton Highway.

2. August 3, 2000 - Haltom City; Watauga; Fort Worth

I left my parents home (my current place of residence) at 10:22pm,
August 3, 2000, and traveled North on Highway 377 to the "Winn-Dixie"
grocery store at the intersection of 377 and Glenview Drive. I arrived
there at 10:25pm. I left that store at 10:32pm, and returned home about
10:35pm (est). I left home a second time, this time heading for several 
stores in Fort Worth. I left at 11:00pm (est). I drove "again" North on
Highway 377, driving north of I-820, arriving at the City of Watauga 
City limits at 11:06pm, where I saw a "white", marked,  Watauga Police
car, as it sat (with the officer "clearly" visible) in a parking lot
of a closed store, just a feet away from the highway. "At the time",
I thought nothing "more" of that, "untill" I drove West "on" Western-
Center Blvd., and "only" 1/4 to 1/2 miles West of the intersection of
377 and Western Center, I passed (at 11:07pm - est) the "first" of two 
Haltom City police cars I would see that night. I arrived at the "Kroger 
Food Store" at Western Center and Beach streets at about 11:11pm. I left 
there at 11:17pm, and drove across the street to the "Taco Cabana" restaraunt, 
in the "same" area of the "Albertson's Food Store", in which I watched as an 
UNKNOWN Fort Worth Police car drove "recklessly", and "zig-zaged" many times,
in and around many "parked" cars and trucks for NO "appearant reason" 
at all. This "same" police car had "raced" ahead of me "into" the parking
lot, from the "north" side of Western-Center Blvd, "just as" I arrived at 
that same parking lot. It then began it's "bizarre" behavoir after entering 
the parking lot. I "backed" my car up a little, enough to see "where" this
UNKNOWN officer had gone, since he disappeared from my view for a short
time, due to his driving behind a closed "Mc Donald's" store. I finally
saw this officer parked "side-by-side" with a "second" UNKNOWN Fort Worth
Police officer. At his time (11:20pm - est) I drove away from this "Taco
Cabana" restaraunt, driving South on Beach Street to a "Taco Bueno" 
restaruant located near the intersection of Beach Street and Sandy Lane,
on the East side of Beach Street, arriving here at 11:20 to 11:25pm - est.
I left there about 11:25, then driving North from there  a short distance 
to I-820, on which I drove back to 377 (Haltom City), turning South on 377, 
and arriving back home at 11:29pm. Then at 11:33pm, the "second" of "two"
Haltom City police cars drove past Mallory Drive, traveling South "on"
Highway 377. This accounts for "my" surveillance by a total of "five" 
police cars, from "three" different police departments, in excatly 
1 hour and 11 minutes.   

3. August 9, 2000

I arrived at "Papa G's" sports bar & grill at 9:15pm, 8/8/00.
I left "Papa G's" sports bar & grill at 1:45am, 8/9/00. I drove
north on Rufe Snow Drive to the "Albertson's Food Store" at the
intersection of Rufe Snow Drive and Watauga Road. At this location,
the store is actually "in" Watauga City limits. But as I entered,
there were three (3) North Richland Hills Police "vehicles"; one(1)
police car; and two (2) police trucks, just "parked" in the north-east
part of the parking lot, again, for "no appearant reason whatever."
Literally just sitting there. Again, "at the time", I thought no more
about this. But on entering the store (at 1:48am - est), the "check out" 
girl, named "Michelle G.", seemed very, very, "nervous". I left the store
at 2:06am (receipt time), and "all" three police "vehicles" were still
there, again, for "no appearant reason", BUT they did NOT "pursue" me.
This is why I say they "may" have participated in a surveillance of me.

I left at 2:06am, and drove South on Rufe Snow Drive to I-820, turning
West and driving West "on" I-820 the short distance to Haltom City.
I turned off of I-820, and reached Highway 377 (Denton Highway) at 2:10am,
8/9/00. "As" I did, a well marked Haltom City Police car came to a halt
from my "right", traveling South "on" 377. I was still on the "off ramp"
of I-820 at 377 at this point. I had to stop for a "red" light,
as did the UNKNOWN officer in the Haltom City Police car. 
This UNKNOWN officer's "light" turned "green first, BUT he drove very, 
very, slowly still South on 377. Only a few seconds later "my" light
turned "green", amd I turned "left", and "also" South onto 377, just
one to two "car length's" behind this Haltom City officer, this because
he drove only about 25 mph by the time I completed my turn south.
He was driving "as if" he was desperately trying to find a way to let
me pass him, so as to manuever in behind me. 
 
After we both arrived at the intersection of 377 and Springlake Drive,
this UNKNOWN Haltom City police officer quickly sped his car up from
about 35 to 45 mph, the "established" speed for this part of 377.
While passing through the intersection of 377 & Springlake, I saw
and recoreded his car's license munber as "TX Exempt; # 759-906".
This is the UNKNOWN Haltom City's car license number. This officer
"constantly" and "recklessly" manuevered his car from right to left
and back again time after time, in "exgagerrated" movements, in and 
out of the lane he and I were driving in. I reached Mallory Drive
at about 2:15am, 8/9/00. But I stopped as soon as I entered Mallory,
so I could "back" the car up, to see what this UNKNOWN officer would 
do next, and I watched as he raced away, "literally" unitll he disappeared
over the "horizon"(as he reached the intersection of 377 and Webster
Street). I "thought" that would be the last of that, but at 3:09am 8/9/00,
as I was taking trash out to the street, he appeared again, traveling
slowly South to North "on" highway 377. And once again at 3:15am 8/9/00,
he drove by Mallory Drive, still "on" highway 377.  

There could be "any" number of reasons "why" the North Richland Hills
Police were where they were, but there is in "my" mind, no "doubt" that 
the UNKNOWN Haltom City Police officer was conducting an "illegal" surveillance"
of me, after I "observed" all the "strange" driving on the part of this
UNKNOWN Haltom City officer.
