Dear Sirs:

It is my understanding, after visiting your web site on the
INTERNET, that your office is entrusted with the enforcement of
"...conspiracies to interfere with federally protected rights,
deprivation of rights under color of law, the use or threat
of force to injure or intimidate someone on their enjoyment of
'specific rights'...."

I wish to make a complaint against one police department
for what I believe, are violations of 18 USC $ 241, and $ 242,
and, 42 USC $1983. This is:

  1. City of North Richland Hills Police Department,
     North Richland Hills, TX


In support of these accusations, I enclose below, a statement
which I have prepared.  Please let me know if this would be 
serious enough to warrant any action on your part, on my behalf. 
These harrasments and threats to me from this police department has
continued for several years. This below is only the latest and seems 
to me, serious.

STATEMENT OF EVENTS OF 11/5/1999



At 12:50am, November 5, 1999, "immediately" after I left "PAPA G's
Sports Bar" at 5600 Rufe Snow Drive, North Richalnd Hills, Texas,
76180, I stopped breifly at the entrance to Rufe Snow Drive at that 
point. When I did, a "Black/Blue" North Richland Hills Police Truck,
"clearly" marked with the letters and name "North Richland Hills Police",
literally "raced" across in front of the car I was driving (a 1986
Gray Chrysler Fifth Avenue).  I turned to my right (northward) to follow
it, and because I was headed in that direction to buy gasoline and
other personal items from an "Exxon" service station and food mart
further north at 7100 Rufe Snow Drive. As I drove north on Rufe Snow
drive, and still "behind" this "first" (1st) of four  NRH police trucks,
I watched as this "first" (1st) police truck ran a "red" light at the 
intersection of Rufe Snow Drive and Industrial Blvd. This same police 
truck continued traveling north "away" from me at well "above" the 
"legal" speed of 40 mph.

As I continued to observe, this "first" (1st) police truck, it stopped completely
in the middle of this four (4) lane road just yards short of the 
intersection of Rufe Snow and Watauga Roads. Then it made an "illegal 
U-turn, and headed back "south" on Rufe Snow Drive, and in so doing, 
drove past me yet a "second" time, and as it did I took one (1) photo 
of it as it past me. It did all of these things "without" using its"
"emergency lights" and without using it's "emergency sirens".

I continued traveling North on Rufe Snow Drive, to the "Exxon" service
station/food mart located there at the northeast quadrant of the 
intersection of Rufe Snow Drive and Hightower Roads (7100 Rufe Snow Drive, 
North Richland Hills, Texas, 76180). At 1:03AM, "immediately" after returning 
to the car after paying for the gasoline and personal items I bought there,
I saw a "second" (2nd) North Richland Hills Police truck as it "raced" westward
along the road on the south side of the gas station (Hightower Drive), 
and I could clearly see that the officer was starring "straight" at me.
This North Richland Hills police officer had to stop at the "red" light
at the intersection of Hightower and Rufe Snow Drives. I tried to "exit"
the parking lot of the "Exxon" station, to enter onto Hightower and
follow this "second" (2nd) police truck, but just as I arrived at the intersction,
the light turned "red", and I stopped at that intersection, just as
the police truck made it's turn left and traveled "southward" on Rufe Snow
Drive away from me. 

At 1:04AM, "as" I was stopped there "at" this intersection, still a "third"
(3rd) North Richland Hills police truck "raced" across in front of me, in 
"full view", and "without" the use of "emergency lights" or "emergency
sirens", it then turned "right", and east into the "exact" same "Exxon"
station I had just left. I watched, this police truck as it "raced" 
into the parking lot of the "Exxon" station, slowed to drive past 
the front entrance to the "Exxon" station, then "still" following the 
"exact" path I had taken away from the station, this "third" (3rd) North 
Richland Hills police officer stopped at the south side of the "Exxon"
building, as it stopped there, I continued to "observe" it. 
 
I continued to watch this "third" (3rd)North Richland Hills police truck
untill the signal light I was at,  turned "green", and I turned left,
and began traveling "south" on Rufe Snow Drive, and away from the 
third police truck. But "immediately" on making this turn (about 1:05AM),
there was a "fourth" (4th) North Richland Hills Police truck "racing" 
"north" towards me, on Rufe Snow Drive, as I was then traveling "south"
on Rufe Snow Drive, and away from the intersection of Rufe Snow Drive
and Hightower Drives. And "as" this fourth police truck was passing me,
I took one (1) photo of it. 
 
It was at this time (about 1:05AM CST), "exactly" four "months" 
to the "day" since I "first" sent a "fax" to "this" office of the DOJ,
complaining of years of "constant" and "illegal" surveillance and harassment
by the local police departments, here in Tarrant County, Texas. 
I do NOT believe these "activities" are "mere coincidences". Below is
a copy of the "fax" I sent to this office on 5 July 1999, and the complaints
I made "then" (7/5/99). 

I now make "this" complaint: That the "activities" of these "four 
UNKNOWN" North Richland Hills Police Officers, were a "classic" example 
of a "loose, mobile surveillance", conducted and maintained against me, 
for "reasons" which are "totally without" any "reasonable" justification. 
And because of the "severity" and "persistance" they exhibited in this 
"extreme" and "unwarranted" "show of force/authority", I believe their 
"actions" violates "my right" to be "free from the abuse of an 'unresonable' 
"show of force/authority" by the North Richland Hills Police Officers as cited
above, which as I understand, is a violation os 18 USC Section 242, and 42 USC
Section 1983.

Report on Haltom City Police


     On 17 April 1996, at about 9:30pm, I was stopped behind the stop sign at the intersection of Denton Highway and Mallory Drive, Haltom City. I had the right turn signal indicator of the the car turned on in the '76 Plymouth I was in at the time.
     As I began my entrance onto the Denton Highway, heading Southward, a Haltom City Police car passed by me heading in exactly the opposite direction, Northward. Immediately after it passed, I looked into the rearview mirror and watched as the police car slowed down, and made a "U" turn behind me, in the middle of the highway, after which it increased in speed untill it matched my speed at about 30 miles per/hour. 
     After seeing this, I noticed the police car was deliberately keeping pace with me, but was in the far right hand lane, and I was in the inside left lane. I shifted "down" into a lower gear to slow my car down to allow the police car to pass on by me. I did this to avoid being followed again, as another Haltom city police car had done on Saturday night, 13 April 1996.
     As I slowed down on the night of 17 April 1996, the police car also slowed, and continued to follow behind me in the far right lane. This police car finally moved directly behind me, and followed me all the way to the intersection of Denton highway and Broadway Avenue. As I approached this intersection, I turned on my left signal indicator. I was attempting to turn left from Denton highway onto Broadway, and I did so when the street light turned  "green". The police car was still following me, even as I began turning into the parking lot of the Kroger Food Store at that location.
     As I proceeded into the Kroger parking lot, this time the police car continued  easterly on Broadway, but traveled slowly and I could see the face of the policeman clearly, starring straight at me constantly as he drove on, parallel with me as I traveled slowly easterly through the parking lot, but close to the street, and the police car was never more than about thirty to forty feet away. I finally parked the car I was driving, and proceeded to walk to the entrance to the Kroger store, when as I arrived at the store entrance,
I stopped and turned  to look around the parking lot.
     When I did turn around, I saw the "same" police car "zig-zagging" around in the parking lot. Several times the officer tried to hide behind sevearl parked cars. And as I watched this, I walked back from the entranceto the Kroger store, and stood by the side of my car, while I waited for the chance to talk to the police officer, and all the while he continued to do nothing but travel around in circles in the parking lot, untill finally he drove out of the parking lot at about 9:35 to 9:40 pm. At that point I thought the whole incident was over, and I entered the Kroger Food Store.
     I left the Kroger  store at about 9:40 pm, and I started the car and drove from the Kroger parking lot to the K-Mart parking lot where it borders the Denton Highway. As I usually do, I turned my head to look to my left for "on-coming" traffic. When I did this, I saw this SAME policeman, hiding in the parking lot of the Exxon gas station at the Northeast corner of Denton Highway and Broadway.  
     I waited at that point for about a minute or two, then fearful that he intended to wait untill I got onto the highway, I instead drove toward him, while I was still in the parking lot of K-Mart, and then back awayfrom him, as I was trying to decide whether or not to take the chance on being followed again by this police officer, and I womndered what he would do if I got back onto the highway.
      I decided to try to make it home safely, and then I entered onto the Denton Highway from the K-Mart parking lot. As soon as I did this, I saw in my rearview mirror the same police car immediately enter onto the Denton Highway from the Exxon parking lot, and he quickly raced up behind me, and turned on his "color" lights without a siren on, at about the intersection of Webster Street and Denton Highway.
     I continued to drive Nothward toward Mallory Drive at exactly 40 miles per/hour, the "legal" speed limit there. When I reached Mallory Drive, I immediately turned left onto Mallory, then I entered the driveway of my parents house at 5425 Mallory Drive,  the second house from the highway. 
     As soon as I stopped the car in the driveway, I began "sounding" the car's horn, to attract the attention of  my parents, who later told me they heard nothing. At that point, the police officer who had been following all this time, stopped his car immediately behind mine, out in the street, with his lights still "flashing". He also turned his "spot light" on me, at which time I held up my watch to see what time it was, and it was exactly 9:45 pm.
     Then the officer approached my car from behind and from the driver's side, and then yelled out, "Hey,
Lay off the horn!" I stopped the horn at that point. It was then that this officer "ordered" me "out" of the car, and I told him that I was NOT coming out . I also told him, "You KNOW I have done nothing wrong AND I will NOT get out!"
     At some point during all of this, the officer said that he was "suspicious of DWI", and I told him, "I DON'T DRINK AT ALL!" , and that, again, "I WON'T GET OUT!" Finally, at some point after this, the officer told me that under "TEXAS STATE LAW", HE had a "right" to arrest me then and there. I "demanded" to know from him "what it was that I had done wrong" AND I "reminded" him that he had been following me since I had first left Mallory Drive to begin with. I also told him, I was "tired" of being constantly followed and harassed by him and "other" Haltom City police officers for years. He said that he knew nothing about me and wasn't trying to "harass" me.
     Following this, at some point in time, this officer finally asked for my drivers license and the insurance papers for the car. After retreating back to his police car and to a second police car behind me, he told me then, that I could sign the "traffic ticket" OR face being "arrested". Under pressure of arrest AND fearing physical harm, I signed the "traffic ticket". 
     Then after that, he left, and no further action was taken against me. So the ONLY "crime" I had committed was "failure to use signal indicator" while he was "chasing" me down the Denton Highway on my way home. The time the ticket was issued as recorded by this officer was 22:00 hrs (10:00 pm),
which was about the time I also saw on my watch, and the time when this incident ended.

At about 11:20pm on Friday, July 28, 1995, I entered the Win-Dixie Food Store in Haltom City, Texas to buy a can of  "Coca-Cola" soft drink . After that and just before I started to leave, my niece Amanda Gail MINCY (12 years old then, now 15 years old) and her friend Dana GRIFFIN (15 years old at the time, now 18 years old) approached me as I stood there in the store, and began a conversation with me. All three of us continued talking to each other from about 11:30pm to about 11:45pm, and at about 11:45pm,  I left the store and after only a few minutes of driving around the city, I went home.

On Sunday July 30, 1995, my brother Randal Jack MINCY (Amanda Gail MINCY's father) came to visit and told me that his daughter Amanda had "something to tell me". When I asked what it was she wanted to tell me, Amanda told me then, that immediately after I had left the Winn-Dixie Store on the night of July 28, 1995, some of the store personell and the store manger ran over to my niece and  her friend Dana,
and "demanded" to know "what" we had been talking about, who "I" was, who "I" was in relation to them,"what" and "how much information" did "they" (Amanda and her friend Dana) know about me.
They told them I (Michael Lynn MINCY) was Amanda's uncle, but they said they did "not" believe them.
The store personell and store manager then "detained" them both, and also called the Haltom City Police Department. 

Very shortly after that,  a Haltom City Police woman arrived and "also" detained them both, and proceeded to interrogate them about me also, and "demanded" to know "what" they "knew about
me", then told them that I was "always driving up and down streets". Then the Haltom Policewoman
"warned" them to "stay away" from me. After some time of this type of interrogation, this policewoman let them go, and they both returned to Amanda's home, at 4108 Doeline Street, Haltom City, Texas, only a few blocks and a few minutes from both their homes. Dana GRIFFIN at that time, lived at 5232 Caroldean in Haltom City, only  about one block from Amanda's home.

No "charges" were brought against either my niece or her friend, and there was "never" any contact
between the Haltom City Police and myself over this incident on July 28, 1995.

On Monday,  July 31, 1995, at the suggestion of   Brenda, a member of the law firm of Jerry Loftin, Attorney at Law in Fort Worth, I called the "Internal Affairs Office" of the Haltom City Police Department, which then consisted of a single person, Sgt. HANSON. Sgt. HANSON was not there at first, but later that day Sgt. HANSON returned my phone call, and after I had explained and "complained" about the incident on Friday July 28, 1995, he began to argue with me, saying that "No!....you are not
making a complaint!" That I was "only telling him what happened".  At that point I told him I "was"
making a "complaint" !  Finally, he told me he would have the "patrol officer" (the UNKNOWN Haltom
City policewoman) call me that night. But she "never" did. And, after three years, I have "never" been
given an "explaination" for those actions of the Haltom City Police Department on that night of  
July 28, 1995.

3. [[  KELLER  ]]

At exactly  5:55pm, Sunday, July 4, 1999, I was driving to my brother's home in Keller, Texas.
I was at that time (5:55pm) traveling in an automobile on US 377 (Denton Highway) . As I
Reached the intersection of US 377 and Price Street (FM 1709), I saw a Keller Police
Car race towards me from the north (traveling southward). I was traveling northward at the time, and as I reached this intersection, I turned right (Eastward), and proceeded on FM 1709 (Price Street). As I continued, the signal light at that intersection changed, and I watched (in my rear-view mirror) as the UNKNOWN Keller Police officer's car raced towards me. I was, as I had been since entering the Keller City limits, still traveling at 35 mph. The Keller Police car "must" have greatly exceeded that in order to catch up with me, and "tailgate" me at his arrival behind me shortly thereafter. There was "No" other car within 100 yards and more of me, ahead  nor behind me at this point. This UNKNOWN City of Keller Police officer "must" have know "who" I was, since this  I saw on his face, as I turned onto FM 1709 (Price Street) a look of  "recognition". And this was followed by his deliberate decision to race up to me, after maneuvering his car in and out of heavy traffic behind me, to begin a "pursuit" of me. His "surveillance" began "immediately" on "sight" of  me, at the intersection of US 377 and FM 1709 (Price Street).

After a minute or so of this "show of authority" and "pursuit", he broke off his "pursuit", and turned into a side road, called Cindy Street, just west of a street simply called, Navajo. I continued
about a quarter of a mile, then in "anger", made a "U" turn, raced back to where I had last seen the UNKNOWN officer, located him as he attempted to "hide" his car in the parking lot of a bank there,
I then slowed my car down and took several "more" photos" of this officer. I had taken several even
as I had approached the intersection and "sighted" the Keller police car back at the intersection of
US 377 and Price Street. I continued to take several more photos as he approached me from behind.

After I took the last photos of this Keller police car, I proceeded back in the direction of my brother's home (Eastward).  On my return trip, I could see "no" sign of this officer, and in fact, I did "not" see any Police car from "any" of the several cites through which I passed on my way home, in Haltom City, Texas.

4.  [[ NORTH RICHLAND HILLS &  HURST POLICE  ]]

I left home ( 5425 Mallory Drive, Haltom City, Texas) at exactly 10:43pm, Saturday night, 19 June 1999. As I drove northward on Denton Highway (US 377) at Glenview Drive at 10:45pm, I passed by two (2)
Haltom City Police cars, both heading in the opposite direction and traveling southward, as I was traveling northward. One car was a new "white" police car, the other the older color of very dark blue. Both were clearly marked with the words "Haltom City Police", and had the color lights on the tops  of their cars.
There was no incident here.

I continued traveling north on Denton highway to the intersection of  820 and Denton, where I turned right (eastward) on drove onto the freeway there ( 820), traveled at 55 mph to Rufe Drive, North  Richland Hills.
At Rufe Snow Drive, I turned northward, drove across the freeway there, and as I passed by the 
"Mc Donald's" restaurant there at 11:01 PM,  a North Richland Hills Police car suddenly appeared in the entrance to the restaurant, and after I passed this UNKNOWN North Richland Hills Police officer, he began an immediate "pursuit" of me, and maintained a close and constant surveillance of me. At first, he drove behind and to my right side, then, as we approached the intersection of Rufe Snow Drive and Industrial Blvd (about 1/2 miles from the Mc Donalds restaurant) , he very quickly raced up to my right side, and at that point, I took at least one "photo" of him. It was "after" I took that photo, that he very quickly broke off his pursuit, and turned off onto Industrial Blvd, driving eastward on it, and away from me. This was at 11:05 PM. I then proceeded to the Albertson's Food Store at the intersection of Rufe Snow Drive and Watauga Roads (in Watauga city limits). This was 11:06 PM.   I left that store at 11:28 PM, and traveled acrosss the street to the Kroger Food Store, in the North Richland Hills city limits, arriving there at 11:30 PM, and I left there at 11:40 PM. I then proceeded to the "Papa G's" sports bar, at 5600 Rufe Snow Drive, arriving there at abut 11:45 PM.

I left "Papa G's" at 1:45 AM ( 20 June 1999), drove onto Rufe Snow Drive to the freeway at 820, then on Interstate 820 eastward, to an "Albertsons Food Store" at 820 and Pipeline Sreet in Hurst, Texas, arriving there at exactly 2:00 AM.  As I approached the  parking lot, I
saw a  Texas State police car parked near the entrance. 

As I arrived in the store, there was a  Texas State Trooper in line at the only open check-out stand in the store. He was a black male officer, about  5' 11" tall, and did not take notice of me at all.  When I was ready to make my purchase, and as I stood in line at the check-out stand, both the store's checker and  a black male civilian ahead of me seemed in distress to see outside, the "flashing" color lights of two Hurst Police cars outside. They arrived at about 2:02 AM, or only two (2) minutes "after" I arrived at the store. After I paid the checker, I proceeded to the exit/entrance doors to the store, and as the doors opened, I took Only a few steps, and stopped momentarily. I stopped because immediately in front of  me, and entirely blocking my way to my car,  were two Hurst Police cars, with all lights flashing, one at the front of a private car, the other at the rear of that private car. At "that" point, one of three UNKNOWN Hurst Police officers, fully dressed in a Hurst  police uniform, and armed, began to follow me with his eyes, and kept visual contact, even turning his body to do so, and as I passed by him in order to go between his police car and the front of the private car, he spoke to me saying, "Hi. How are you?", in a completely   unemotional  tone of voice.  I replied something like "Fine!.", and continued to slowly walk, but he continued to maintain his watch of me. As I passed by the two cars, I saw what seemed like the black man I had seen in The store, sitting in the driver's side of the private car. I slowly continued to walk to my car, and saw only A Hurst police officer wearing bicycle gear, in addition to the officer who spoke to me, but there was no Sign of the third officer, who I assumed to be the driver of the second police car. I entered my car, drove A short distance from the three cars ( one civilian and two police cars), then took several photos of them. This was 2:08 AM, 20 June 1999. 

I then drove out of the parking lot, into the access road of the freeway at that point, drove onto the freeway, Proceeding West on it, untill arriving  at Denton Highway in Haltom City, where I turn onto it, and proceeded south on Denton highway, and as I again approached the intersection of Denton Highway and Glenview Drive, there were the same two Haltom City police cars, parked in a parking lot of the "Strip mall" located there, on the north side of the "Block Buster" video store. I continued on my way without Incident, arriving home at 5425 Mallory Drive at 2:19 AM, 
20 June 1999.
