Article I: Name and Purpose
Section I: Name of the organization
The name of the organization shall be American Red Cross Club, herein
known as (ARRC).
Section II:
General Purpose
The purpose of this club is to act as an intermediary for members of the
college community that are interested in learning more about the services
offered by the American Red Cross.
Section III:
Fundamental Principles of the International Red Cross Movement
· Humanity
The International Red Cross Movement, born of a desire to bring assistance
without discrimination to the wounded on the battlefield, endeavors, in
its International and National capacity, to prevent and alleviate human
suffering wherever it may be found. Its purpose is to protect life and
heath and to ensure respect for the human being. It promotes mutual
understanding, friendship, cooperation and lasting peace amongst all
living people.
· Impartiality
It makes no discrimination as to nationality, race, religious beliefs,
class or political opinions. It endeavors to relieve the suffering of
individuals being guided solely by their needs, and to give priority to
the most urgent cases of distress.
· Neutrality
In order to continue to enjoy the confidence of all, the movement may not
take sides in hostilities or engage at any time in controversies of a
political, racial, religious, or ideological nature.
· Independence
The movement is independent. The national societies, while auxiliaries in
the humanitarian services of their governments and subject to the laws of
their respective countries, must always maintain their autonomy so that
they may be able at all times to act in accordance with the principles of
the movement.
· Voluntary service
It is a voluntary relief movement not prompted in any manner by desire for
gain.
· Unity
There can be only one Red Cross Society in any one country. It must be
open to all. It must carry on its humanitarian work throughout its
territory.
· Universality
The International Red Cross Movement, in which all societies have equal
status and share equal responsibilities and duties in helping each other,
is worldwide.
Article II: Membership and
Representation
Section I: Eligibility
All currently enrolled students of Milpitas High School are eligible for
membership in the (ARRC).
Section II: Official Members
Official members are those who have enrolled at Milpitas High School,
signed up for the club, and are current Milpitas High School Benefit Card
holders.
Section III: Qualifications
Only members are allowed to attend closed functions of the (ARRC), and to
represent the club at external activities.
Only those who have been members for at least one (1) month are allowed to
vote.
i) Members are responsible for paying membership fees, if any, on time.
ii) Members are responsible for attending at least one meeting per month.
iii) Members are responsible for assisting and participating in the
activities of the club.
Article III: Executive Board

Section II: Eligibility
Only those who have been members of the
club for at least a semester are eligible for Executive positions.
The President must be a Red Cross Volunteer.
Section III: Responsibilities of
Officers
(A) President
i) The President is the chief spokesperson for the club in dealing with
the College Administration, the American Red Cross, and all other
organizations.
ii) The President is the co-coordinator of all the activities of the club.
(B) Vice President
i) The Vice President is responsible for assisting the President in all
activities of the club. ii) The Vice President is to act in the
President's place in his/her absence.
(C) Treasurer
i) The Treasurer is in charge of planning the budget for the club.
ii) The Treasurer is responsible for fund raising plans.
iii) The Treasurer is in charge of keeping the club's financial records.
iv) The Treasurer is in charge of carrying out financial transactions upon
approval of the executive board.
(D) Secretary
i) The Secretary is in charge of co-coordinating the mailing of the club
memos.
ii) The Secretary is in charge of all other secretarial office work.
iii) The Secretary is responsible for maintaining minutes of all general
and executive committee meetings.
(E) Publicist
i) The Publicist is responsible for maintaining the (ARCC) Web site and
updating it as the need arises.
ii) The Publicist is responsible for publicity for the activities of the (ARRC).
iii) The Publicist is to act as a source of information on the (ARRC) for
all those interested. All decisions shall be upon approval of the
Executive Board.
(F) Event Coordinator
i) The Event Coordinator is responsible
for planning and managing events and fundraisers that the club has

i) The Historian is responsible for
taking pictures at various events.
ii) The Historian is to write down
events and explain what happens and experiences.
All Executive members shall hold
frequent discussion meetings and meet with the Club's Advisor at least
once a month.
Section IV: Election Process
Officers are elected by vote of the
majority of members present, or can be assigned by majority of present
officers including the President.
Section V: Term limits
Each period of service shall be for a period of one (1) year unless
re-elected. No officer, with the exception of the President, shall hold
office for more than three (3) consecutive semesters.
Section VI: Removal from Office
If there is a unanimous decision by the executive committee (excluding
person in question) or if 1/3 of the membership feels that any executive
committee member is not doing his/her job, or is abusing his/her position,
then a general meeting is called. If at the meeting, the Quorum is filled
and a majority of the membership present agrees, then the person is
impeached and the advisor is informed.
Any intentional violation of American Red Cross policy is grounds for
immediate removal from office.
Section VII: Filling Vacant
Positions
Vacant positions will be filled according to the usual voting rules. In
the event of a vacancy in any office of the (ARRC), a new officer shall be
elected by the members of the (ARRC) . In contingencies, this will be done
by the vote of the executive board. Such decisions must be ratified at the
next general meeting. A nomination for the office of the President must be
agreed upon by both the Vice President and the Secretary/ Treasurer.
Article IV: Advisor
Section I: Eligibility of the
Advisor
A member of Faculty or Administration, full time or classified, will be
the advisor.
Section II: Choosing the Advisor
The advisor will be chosen by majority vote of the Executive Committee.
Section III: Qualifications/Responsibilities
The advisor will be available for consultation by the Executive Committee
and is required to attend any and all meetings. The Advisor must attend
all planned (ARRC) events from start to finish.
Article V: Meetings
Section I: Frequency
When the Executive Committee or 1/3 of the members feel a general meeting
is necessary, a meeting is called. Otherwise, one time per month.
Section II: Presiding
The President, Vice President or member of the Executive Board will
preside over all meetings. Any member can elicit minutes of the Executive
Committee meeting. The Executive Committee reserves the right to rule over
any person who is disrupting the meeting. Any person who is disruptive to
the meeting may be asked to leave the meeting.
Section III: Attendance
It is mandatory for all Executive members and members directly
participating in the meeting, to attend. All other members who can must
attend.
Article VI: Amendments to the
Constitution
Section I: Process
If 2/3 of the Executive Committee or 1/3 of the membership feels there is
a need to amend any aspect of the constitution, then they can call a
general meeting to discuss the article.
Section II: Ratification
An amendment is ratified if the Quorum is filled and a majority of the
members present approve the amendment.
Section III:
Unalterable Sections
No portion of Article VI, Section III, Article IX Section I or Article I,
Section III, in whole or in part, shall be altered without the expressed
written consent of the San Diego/Imperial County Chapter of the American
Red Cross.
Section IV: Limitations
Any provision of this constitution is invalid if it conflicts with the
policies of the American Red Cross.
Article VII: Policies
The establishment of any amendments or policies shall comply with the
procedures issued and stated by the American Red Cross Club (ARRC)
Constitution.
<በArticle VIII: Fundraising and
Communications
Section I:
All fundraising activities shall comply with the policies of the American
Red Cross.
Section II:
All organizational club banners used for off campus events must be
approved by the San Diego/ Imperial County Chapter of the American Red
Cross. Any duplication of Red Cross material must be approved by the
American Red Cross.
Article IX: American
Red Cross Code of Conduct
Section I: Code of
Conduct
No volunteer or paid staff member
shall:
a. Authorize the use of or use
for the benefit or advantage of any person, the name, emblem, endorsement,
services, or property of the American Red Cross.
b. Accept or seek, on behalf of
himself or any other person, any financial advantage or gain of other than
nominal value which may be offered as a result of the volunteer or paid
staffs affiliation with the American Red Cross.
c. Publicly utilize an American
Red Cross affiliation in connection with the promotion of partisan
politics, religious matters, or positions on any issue not in conformity
with the official position of the American Red Cross.
d. Disclose any confidential
American Red Cross information that is available solely as a result of the
volunteer or paid staff member affiliation with the American Red Cross to
any person not authorized to receive such information, or use to the
disadvantage of the American Red Cross any such confidential information,
without the express written consent of the American Red Cross.
e. Knowingly take any action or
make any statement intended to influence the conduct of the American Red
Cross in such a way as to confer any financial benefit on any person,
corporation, or entity in which the individual has a significant interest
or affiliation.
f. Operate or act in any manner
that is contrary to the best interest of theŽÄұrican Red Cross.
