Contents
The League will use Out of
the Park Baseball 6.5 (OOTP6.5) as the Game Engine. The Game Engine will be
updated with any patches as soon as released.
Each GM must own or have permanent access to OOTP6.5.
Game Engine
The league will use the Modern Baseball era game engine.
Home field advantage will be enabled.
Basic Setup
There will be 2 Leagues with 3 divisions in each. No division shall have less
then 4 teams in it at any time.
The
AL will use the DH rule,
the NL will not, except when the NL team is visiting an AL park for intra-league
games.
The regular season will consistent of 162 games.
The winner of each division plus 1 wild card team, the
team with the best record that was not a division winner, will move on to the
playoffs. The computer will handle all playoff games, ending with the World
Series.
The League will start with a 2005 MLB roster file with
rosters updated until the start of the 05 season.
The computer will run any Team that has no owner and no
trades will take place with a team in this situation.
League mode will be Career.
The financial system will be enabled.
Coaches and Scouts will be disabled.
The minor leagues will be simulated.
All team markets will start as close to their real 2005
status as possible.

Star ratings will be displayed.
Ratings of > 100 will not be displayed.
Injuries
Injuries will be enabled.
Frequency will be set to low.
Position player fatigue will be enabled.
Promotions
Coors Lite Beer Night - $75,000, raises attendance 75%,
can be used once per year.
Upper Deck Baseball Card Day - $250,000, raises
attendance 50%, can be used once per month.
Louisville
Slugger Bat Day - $150,000, raises attendance 40%, can be used once per month.
Autograph Day - $125,000, raises attendance 30%, can be
used once per month.
New Era Cap Day - $100,000, raises attendance 25%, can
be used once per month.
Other Settings
The All-Star game will decide home field advantage in
the World Series.
Veteran Japanese and Cuban players may enter the league
in the off-season.
2. Owners Responsibility & Restrictions
You can only manage 1 team
in the league. No owner shall be permitted to collude with another owner or
group of owners for the purpose of improving any team or group of teams.
Ownership of the game OOTP6.12 or OOTP6.5 is mandatory,
6.5 is preferred.
It is required that owners have AIM and are responsive
to AIM.
Owners should submit line-ups, player
promotions/demotions and managerial tendencies using the export feature of OOTP
whenever possible.
Each owner is responsible to maintain their team and
keep in touch with their commissioner. Each owner is responsible to submit
lineups or a notice of "no changes" (via e-mail) at a minimum once every week.
Any owner who expects to be away or loses computer
and/or Internet access is expected to post an absence message to the league
forum.
Any owner who becomes inactive (no lineups, contact,
leaving severely injured players in ACTIVE, or any other signs of inactivity)
may be expelled without notice.
Sim Schedule
The Commissioner, or a
designated assistant, will simulate the regular season using the following
schedule:
This is subject to changed by the Commissioner. A 1 week notice will be given
when possible.
Monday:
9 PM EST - 7 days
Tuesday:
9 PM EST - 7 days
Wednesday:
9 PM EST - 7 days
Thursday:
9 PM EST - 7 days
Friday: 9 PM EST - 7 days
The export deadline for each sim will be
8:00 PM EST. Any
exports sent after the deadline may not be imported into the game for the sim
depending on the time in which all team's exports are imported into the sim.
The sim schedule may be modified for holidays and other
events, with prior notice being given when possible.
Sims will be performed off-line. Occasionally, a live
sim may take place depending on the playoffs, etc. Owners will be given notice
of this via the forum, email, or instant messenger.
Each simulation will consist of 7 days worth of games,
unless otherwise stated in a league wide e-mail and/or the Message Forum. Owners
are encouraged to use OOTP 6.5's 7 day lineup for game by game customization of
your batting orders.
Each Round of the playoffs will be conducted in 3 sim’s
(2, 2, 1 or 3, 3, 1) except for the World Series which may be conducted live or
(2, 2, 2, 1).
Trades, free agent signings and waivers will be
processed before the sim starts. Any trade involving a major league player on
either team will be left in DFA unless specific instructions are given. There
will be a 1 day suspension of the sim schedule for the July 31 trading deadline,
unless the last sim was on a Friday.

reviewed after each season, seeing if any changes need to be made.:

Rosters
The active roster is
limited to 25 players, expanding to 40 players in September. In the postseason
the active roster is again limited to 25 players. Roster moves are only allowed
between a series.
There is also a Disabled List for injured players. Major
league players injured more than two weeks (noted by red color) must be placed
on the 15-day or 60 day DL. NOTE: A player must remain on the DL for a minimum
of 15 days dependent upon the duration of the injury as indicated by the
player's name highlighted in red for the injury period and highlighted in white
when eligible to be activated.
Only players who have appeared on the major league
roster during the regular season before September 1st are eligible for the
post-season roster. September call-ups to the 40-man roster are not eligible for
post season play unless they appeared in a game prior to September 1st.
Players with more than 5 years of major league service,
may refuse assignment to the minor leagues, and demand to be kept on the major
league club, or be placed on waivers. All owners are responsible for their
roster management, and it is highly recommended that you take this into account
when signing players to your major league team or promoting them.
Players in the minors who have more than 6 years of service in the minors and who are not on the 40-man roster will become a free agent at the end of the season.
Unlike trades, it will be the owner’s responsibility to place newly signed FA's within your roster. (Active- you will need to make sure you have less than 25 men on your active roster at the time of signing, AAA, AA, A).
Lineups, Rotations & Positions
Owners need to create 4
different lineups: Versus left-handed pitchers, right-handed pitchers and both
including a DH. This is due to the fact that the league will use inter-league
play.
Owners may utilize OOTP 6.5's 7 day lineup feature and
submit lineups for specific games up to 7 days in advance.
Owners have the option of setting their minor league
lineups via the team export feature of OOTP6.5. Minor League lineups can only be
set this way; the Commissioner will set Minor League Rosters otherwise through
computer generation.
Owners can choose to have the computer set their Minor
League lineups.
Pitching Rotations must consist of 4 pitchers throughout
the regular season, no exceptions. Due to stamina, owners are encouraged to use
5 pitchers. During the playoffs, owners are allowed to switch to a 3-man
rotation, if necessary.
Any pitcher may be used as a SP/MR/CL regardless of
endurance. Changing a SP/CL to a MR for the purpose of signing them to a
lesser contract extension is illegal and will not be tolerated. Violators
are subject to dismissal from the league.
Players can start at any position, however, owners are
encouraged to be reasonable with their defensive assignments and not exploit
this feature. This rule may be re-evaluated at a future time.
Each team must have at least 2 catchers on its Major
League roster at all times, or a backup with a defensive rating at Catcher.
The Commissioner will monitor and make changes to a
team's roster if necessary to enforce these rules.
Major League roster players can learn a new position in
Spring Training or play while learning the position in the majors.
Minor league players can learn a new position using the
"teach" function in the game as seen fit by their team’s GM. After a certain
time determined by the game engine, they will be assigned a rating for the new
position.
Trade deadline is July 31st
of each sim year. No trades can or will be processed after the trade deadline
passes.
Trading will begin each season after the league file has
flipped from year to year.
All trades must be reported using the league forum by
both teams involved in the trade.
All trades MUST include player position and FULL Name.
Because of software limitations, each trade must contain
at least one player on each side.
Cash may be included in trades. A team may not exceed
the cash maximum through trade. A team can only give as much cash as it has
(i.e., cannot trade itself negative).
Cash can only be traded during the current year only. No
payments can be stretched into the future (i.e. 1 million per year for the next
4 years).
Draft picks may be included in trades, as long as the
team is not in violation of the Financial System Rules. A team may only trade
draft picks for the next amateur draft. Future draft picks (2 seasons or more
beyond the current sim date) may not be traded. Teams can not trade their first
and second round picks in the same year, also the same round pick can not be
traded 2 years in a row (i.e. a first round pick can not be dealt in the 2006
season if that team dealt it’s first round pick in the 2005 season). There are
no such restrictions on later round picks.
Rule 5 draftees may not be traded the year they were
drafted. Any player selected in the Rule 5 draft must remain on the 25 man major
league roster the entire season or be offered back to his original team. Rule 5
draftees may only be demoted if the original owner refuses to accept the player
back.
Players with No-Trade Clauses may not be traded until
the clause has expired. For more information on No-Trade Clauses, refer to the
Contract Extension and Free Agent Signing rules.
Be sure to follow all trades with a clear indication of
the roster moves you would like to make to accommodate that trade. For example
if you trade your starting LF and 3B for a starting pitcher and SS, be sure to
follow up your trade with where you want each player on your roster and where
you want them in your line-up or rotation. You are expected to send in a lineup
before the next sim if you make any trade, or it will be left to the program to
decide how to fill any open positions for that sim cycle.
Trade Challenges
Trade challenges can be submitted by any member of the league and are to be done in the following manner, show below. They are NOT to be posted on the message board. Violators of this policy will be fined by the commissioner in any manner he deems fitting. Possible fines may include, but are not exclusive to, cash, draft picks and/or restriction from trading for a predetermined period of time. Repeated violators are subject to dismissal from the league. Any trade being challenged will not be processed until it has been cleared.
1. An owner submits his challenge & the reason for the challenge, via an e-mail, to the commissioner, assistant commissioner & the Troika.
2. Within 12 hours of receiving the e-mail, the commissioner & assistant commissioner will review the challenge. If BOTH see no merit to the challenge, it is rejected. Otherwise it goes onto the Troika for their review.
3. Within 12 hours of receiving the approval by the commissioner, the Troika’s member will vote to approve or reject the trade. Part of their review criteria will include looking for collusion and if it hurtful to the league. This includes extremely unfair trades or collusion between two members.
At the completion of each stage, the commissioner will e-mail all parties involved as to the progress of the Challenge. The final e-mail on a challenge will have some comments as to why a certain decision has been reached. These comments may be placed in the message board, by the commissioner, if deemed as having an information benefit for the other members of the league. No names of any of the people involved with the challenge will ever be included with these comments.
The Troika
The Troika will be the final decision makers on any trade challenge they receive.
The Troika will consist of the following, 3 active members & 2 reserves that will step in for any members involved in the challenge. Active members will be excused for voting if they are involved in the trade being challenged or is the owner filing the challenge. Each term is for 1 season.
The Troika will be filled in the following manner:
Year 1: The commissioner will ask 5 owners to assume the various roles.
Year 2 on: Division winners, in the rotation listed below, will assume the 3 active member roles while the wild card winners will become the reserve members. If one of these owners was not the owner the previous season or that owner is the commissioner or assistant commissioner, the commissioner will ask another owner from that division to take over in the Troika.
The Rotation will be. With Year 2 using Rotation 1:
Rotation 1: AL East, NL Central, AL West
Rotation 2: NL East, AL Central, NL West
Free Agent Signing Period
When the season is over and the next season starts the
free agent auction period starts. We will use the in game function to conduct
the FA signing period.
The FA signing period will consist of four 5 day rounds
and one 10 day round (ex. Days 1-5, Days 6-10, Days 11-15, Days 16-20, Days
21-30).
The FA offer process will be conducted by Export By FTP
through the game’s FA system.
FA Signings and results will be posted on the website
and in the league file after each signing period.
The league shall use No Trade Clauses to help police the
free agent signing period into legitimate offers and realistic contracts.
Therefore, owners are expected to understand that they will be held liable for
their signings.
FA’s signed during the off-season period will not be
eligible to be traded until their No Trade Clause has been waived. Trade
restrictions are as follows:
Any player signed to a 1 or 2 year contract extension
for any dollar amount cannot be traded until July 1st of the current season.
Any player signed to a 3 or 4 year contract for
$3,000,000 per year or more cannot be traded until February 1st of the 2nd
season of their deal. This requires these players to spend 1 full season with
the signing team with the only means of leaving the club as waivers or release.
Any player signed to a 5 year contract or greater for
$3,000,000 per year or more cannot be traded until February 1st of the 3rd
season of their deal. This requires these players to spend 2 full seasons with
the signing team with the only means of leaving the club as waivers or release.
In the event a new owner inherits a team, the new owner
shall be permitted to trade a No Trade Clause player in order to build the team
into their style of play. However, the player will resume his No Trade Clause
status on the new team he joins. This helps encourage new owners to join the
league without handcuffing their building process, while still restricting the
owner that is benefiting from the player's performance.
A list of No Trade Clauses will be kept on the forum.
Mid-Season Free Agents
All newly signed FA's (midseason only), will need to be
posted in the forum topic for this category. The message subject must include
the player position, first name, and last name as the Subject for the message on
the forums. The message body must include the amount of your offer.
Negotiations with midseason free agents will be
conducted as an auction. After the initial offer is made, other owners will have
24 hours to bid a higher amount.
New bids must exceed the previous high bid by at least
10% or $100,000, whichever is greater. Bids may not be retracted.
Midseason free agents are only allowed to be offered 1
year contracts.
Teams are limited to offering 2 minor league contracts (MLC)
per sim.
All offers must include a specific monetary amount.
Postings will not be accepted with general amounts or "give him what he wants".
Free agents signed mid-season cannot be traded during
the season. They may only be waived, released, be given a contract extension, or
simply play out the season and become a free agent again in the off-season.
When a player is waived
from a team’s roster he is placed on waivers for a period of a minimum of 24
real-time hours on the league forum. The waiver wire period will be extended
between weekend sims and other sims with more than a 24 hour break between them.
Waivers may not be placed in the game's exports without
posting the waiver to the forums. Violators may be subject to a $500,000 fine
per attempt and warning. Repeat violators will be subject to the release of the
player from their team. This means cheating the league's waiver policy puts a
team at risk for losing the player and paying the entire salary with no
compensation.
During the waiver period teams may make claims on waived
players.
If the waiver is revocable, the owner may pull their
player off waivers if a team makes a claim. If the waiver is irrevocable, the
claim may not be pulled back.
After 24-hours, the player will be awarded to the
claiming team with the highest-rank on the Waiver Priority List. The claiming
team will then inherit the player's contract and be moved to the bottom of the
Waiver Priority List.
The Waiver Priority List will open as the reverse order
of the previous season’s standings.
When the season begins, the Waiver Priority List will be
in reverse order of the current season standings. In the event two teams claim
with the same record, the reverse order of the previous season's standings will
be used as the tie-breaker. Teams may claim as many players from the waiver wire
as they wish per sim.
The order will be reset to reverse order of last year’s
standings upon each new season.
If a player receives no claims on the waivers process,
the player may be demoted, removed from the 40 man roster, etc if the player
agrees. Players with no options remaining may refuse to accept such an
assignment. In such an event, the team must keep the player on the 25 or 40 man
roster or choose to release the player.
All players must be in
their final year of their contract to be eligible for an extension.
Extensions may be offered at any time between May 15th
and September 30th of a season. No offers will be accepted before May 15th or in
the playoffs.
Teams may request to know what the player is asking for
in terms of amount and years. They may give a figure or they may say "make me an
offer." If they give an amount it does not mean that is the only terms they will
accept. It is a negotiation process. Once an agreement has been reached the
player will be signed with no backing out.
Contract extensions must be for major league contracts.
Minor league contracts (MLC) will be not be allowed to be given as an extension.
All contract extension offers with the replies by the
players will be posted on the message board to be valid.
A player may refuses to listen to additional offers and
break off negotiations. It is advised to wait until later in the season to make
another offer. The player still may not want to talk contract at that time also.
If the player refuses after all attempts he will go into the FA pool for next
season or can be traded away before the trade deadline.
A player may refuse to listen to additional offers
because he is unhappy with his playing time. Exceptions to this refusal will be
handled on a case by case basis. Owners may be given the right to offer the
player if the refusal is based upon an extended injury that the game doesn't
account for. The Commissioner will have final say on this exception.
A team may trade for a player that refuses to resign
with the previous team before the trade deadline, however, the new owner is
given no guarantees that the player will be willing to resign with that team
either.

Player Arbitration is
enabled in the league.
Players between 3-5 years of experience are allowed
arbitration.
Contract extensions for players eligible for arbitration
are permitted. If a player is to a contract extension, he is no longer eligible
to receive arbitration during the contracts length.
Arbitration figures are calculated by the game engine,
and cannot be changed. The arbitration number is figured by the player’s
performance.
Arbitration is a 1 year salary only. If you do not care
to pay a player's arbitration amount into the following season, the player may
be non-tendered before the end of the World Series.
Arbitration is controlled by the game engine. There are
no guarantees by the league for awarding arbitration.
The amateur draft will
include 7 rounds.
The draft will be conducted in the off-season.
The draft order will be determined by reverse order of
the previous season's standings with adjustments for traded picks.
Rounds 1 & 2 will be held in the league forum. The
process will continue until after Free Agency ends. If the first 2 rounds are
not completed by the time the Free Agency Period ends, an on-line chat session
will be arranged to conclude the draft.
At this time, all remaining rounds will be conducted by the computer. The owner “on the clock” will have 12 hours to make their pick after the last owners pick (i.e. Seattle has the first pick in the draft. Cincinnati, with the second pick, has 12 hours from the time Seattle posts their pick to post their selection).
If you are unable to make
your selection or can not attend the on-line draft, you will be allowed to email
a list of preference list of players for your picks. If you do not attend the
draft nor send a preference list, your pick will be auto-selected by OOTP 6.5
and you will be fined $500,000 and possible removed from the league if it
becomes a constant issue.
The league will not use signing bonuses.
Every draft class will be automatically generated by
OOTP 6.5.
The AFL will consist of a 40 game schedule, run right after the completion of the World Series.
Player
Eligibility
Each organization is required to supply 5 players to each team (2 batters and 2
pitchers, 5th is your choice). Each division will be one of the 6 teams, with
the Pittsburgh Pirates players joining the AL West players to keep 5 teams each.
Should a player you send get injured, you may replace that player with someone
from your team providing they meet the eligibility requirements. Any team that
does not send a list will be fined $5,000,000 & will receive only half of the
points they earned in the AFL, rounded down. Eligibility requirements are as
follows:
1. Any player that is still considered a rookie, hitters with less than 150
Major League at bats & pitchers with less than 50 innings pitched in the majors,
regardless of their current level in your organization. Just remember, Single-A
players will probably not help the team as much.
2. No players that are hurt at the end of the season (for more than 3 weeks) can
play.
3. A player is allowed to play in the Fall League a MAX of 2 years.
4. The player needs to be 25 years of age and under.
Benefits
There are great benefits for sending a prospect to the Arizona Fall League.
Players sent can improve their ratings, but not their talent. For each win their
Fall League team gets, the teams that form it receive 2 pts to be used to
develop their players. This does not mean each player, but rather you have two
points to use on any of your prospects you send to the AFL. In order to receive
points, the player must be on the roster for 50% of the AFL season or more.
Anything under 75% means you can only use four of the points on him. You can use
the points they accumulate to bolster that player's ratings. However, you are
only allowed to bolster a rating a max of 5 points each season. All points must
be used up before the flip of the Off-season. Here is the ratings you may add

20 points in total ratings increases, 12 points if the player was on the
roster for less than 75% of the games, excluding Bonus Points, and each player
that is on a roster for 50% or more of the AFL games must have at least 10% of
the total points earned, rounded down, assigned to them for ratings development
.

Being voted top hitting prospect (MVP) in the league - 5 bonus points to be used
on him plus $500,000 to his team
Being voted top pitching prospect (Cy Young) in the league - 5 bonus points to
be used on him plus $500,000 to his team
Batting Title: 3 Contact Point Increase (for that player, Vs. Both)
Home Run Title: 3 Power Point Increase (for that player, Vs. Both)
Stolen Bases Title: 1 Stealing Point + Running Instinct Increase (for that
player)
ERA Title: 1 Point Increase for Movement, Stuff, and Control (for that player,
vs Both)
Strikeouts Title: 3 Movement Point Increase (for that player, Vs. Both)
Saves Title: 1 Point Increase for Category of Choice (for that player, Vs. Both)
The team that wins the Arizona Fall League championship will give each team in
that division $1,000,000 cash plus a 3 point increase in fan interest.
The computer will set lineups and rotations.
Injuries will carry over. Player development will not.
If, for some reason, the AFL can not be run, each team will receive 30 points.
Any owner caught tampering
with the financial data for his or her team will be removed from the league
immediately.
Revenue
Teams will earn revenue from National and Location
television contracts, ticket sales, merchandise sales, playoff revenue, gambling
winnings, and article awards.
National television contracts are set to $15,000,000 for
all teams. Local television contracts are determined by the game using team
performance, market size, fan loyalty, and fan interest as factors in the
calculation. Renegotiations for local contracts will take place when the initial
contracts expire.
Ticket prices are subject to the owner's preference. All
teams will begin at the default price of $10. Owners may adjust their ticket
prices between $1 and $20 at any time. The league does not guarantee attendance
rising or falling based on ticket prices. This is dictated by the game engine
only.
If a team makes the playoffs, the team will earn
additional ticket sales for each home game they play.
Promotions may be used to help improve attendance.
Promotions that may be run include:
Coors Lite Beer Night - 75% Increase, $75,000 cost, Once
per year
Upper Deck Baseball Card Day - 50% Increase, $250,000
cost, Once per month
Louisville Slugger Bat Day - 40% Increase, $125,000

month
Cash awards may be given to owners for writing articles
about the league or their team in the league forums.
All player awards will be generated by the game engine.
All-Star appearances will be chosen by the OOTP engine.
A Coach/GM of the year award will be awarded in both
leagues.
Coach/GM of the year award will be voted on by all 30
owners. All owners will vote for both leagues with the voting taking place
during the playoffs.
Money will be awarded to teams for award winners as
follows:
250,000 for All-Star appearance and Gold Glove winners,
per player
500,000 for Rookie of the Year winners
1,000,000 for MVP and Cy Young winners
3,000,000 for Triple Crown winners (both hitting and
pitching)
1,000,000 for Coach/GM of the Year winners
The following events will also cause a change in fan interest:

Expenses
Expenses are limited to player contracts only, including
those players with major league contracts and those that have been released by
the team during the season.
The league does not use a salary cap or revenue sharing,
however, the rules may be adjusted based upon what the owners demand.
All teams are permitted to save up to $25,000,000 cash.
Any profits earned that would send cash above $25,000,000 may be saved in a
"team bank account" in the forums -- NOT in the game's financial system. This
allows teams to save their profits without allowing teams to exploit the game's
free agent and extension flaws. A team may move money from their "team bank
account" on the forums into their cash reserves in the game at any time, except
during the Free Agency Period, as long as this transfer does not bring a team’s
cash reserve above the $25,000,000 limit.
The league commissioner holds the authority to fire an
owner or revoke draft picks based upon a team's financial performance. Such
grounds may include:
1 year of financial losses (-$10,000,000 cash balance or
more) - 1st round pick revoked for following amateur draft and owner may be
subject removal from the league by the Commissioner.
2 consecutive years of financial losses (-$5,000,000
cash balance or more) - 1st round pick revoked for following amateur draft and
owner may be subject removal from the league by the Commissioner.
3 consecutive years of financial losses (-$1,000,000
cash balance or more) - 1st round pick revoked for following amateur draft and
owner may be subject removal from the league by the Commissioner.
Ownership Replacement
The new owner will start with $5,000,000 cash if the
previous owner had less than a $5,000,000 cash balance.
The new owner takes responsibility for all trades of
cash, draft picks, long-term contracts, and any other doings of previous owner
not listed.
If an owner leaves or is expelled in mid-season, the new
owner will be given the opportunity to veto or accept any newly signed contract
extensions or stadium changes.
13. Relocation, Stadium Construction & Stadium Renovation
Relocation
A team must be deemed unable to compete within its division to be considered for relocation. This does not take into account the strengths of the teams within the division, only the team's ability to make enough money to stay competitive. These are the rules for relocation:

If you meet the above criteria you are then permitted to submit an application to be reviewed for your franchise relocation.
Stadium Construction
All teams that have current parks under construction will move into said park when the actual team would. Dimensions and figures will be identical to the real ballpark. Owners will have to pay a one time, flat fee of 5 million for these parks.
Owners should submit their proposals, including wall height and proposed ballpark factors to the Commish prior to the beginning of the desired construction season (i.e. any submission during the season will begin construction opening day the following season).
The proposal should include reasons for desired construction and whether relocation is required.
All requests for construction of new ballparks are subject to denial, depending on some of the following factors.:
The age of the current ballpark
The financial outlook for the requesting ball club
NOTE: Construction of a new stadium is for increasing team income, but at no time will this option be exploited
The Commish will determine the appropriate ballpark factors given the design submitted.
The league may assist in the funding if they deem it necessary.
Proposals shall be submitted in the appropriate forum or by email to the Commish.
New stadiums take 1 season to complete construction so if you want a stadium next season start it by the beginning of the previous season.
Ballparks are paid for over a period of 3 years. Public and private investors will fund 80% of the total construction costs. Team Ownership is responsible for the remaining 20%. 50% of the remaining cost is due from the team for the initial payment. The remaining 50% will be paid over the next 2 seasons in equal payments, unless otherwise stated by the owner.
Stadium Payments are taken at the END of each year the stadium is beginning constructed, after the World Series has been played.
Failure to maintain sufficient funds will result in a tax (5% of total stadium cost) against the team (to be paid in year 4) freezing of any FA signings, trades, or other transactions until the owner brings the payroll within acceptable limits.
New stadium construction increases Team Market and Fan Loyalty. (See below)

Effects of the new stadium:
The effect a new stadium has on the fans and financial status of a team depends on the quality of the new ballpark.
The changes are effective opening day the season the stadium is opened and are locked in for the remaining 2 seasons while the ballpark is paid off.
After the second season in the new stadium, the game is allowed to adjust the market size and fan loyalty.
The determination of these factors in OOTP6 is based on winning.

During the off-season, owners may make modifications to the existing stadiums.
As these effects are seen in either revenue increases (more seats) or game play changes, these changes do NOT affect the Team Market or Fan Loyalty.
Stadium Dimensions
Fence adjustments will be drafted by the owner.
Each modification should include a suggested ballpark effect (within the game) that the change would have then are subject to review by the Commish.

Ballpark factor closer to 100: $100,000 per point
Ballpark factor farther from 100: $250,000 per point
Existing stadiums may increase stadium capacity by blocks of 1,000 seats.
Maximum stadium capacity will be 70,000 seats
