The Agency for Country Reconstruction was founded on April, 1999 by the Presidency of the Federal Republic of Yugoslavia in order to make up for consequences caused by the NATO aggression against our country.The Agency for Country Reconstruction is organized to cover following sectors:
  • Transport infrastructure
  • Buildings and communal infrastructure
  • Industrial facilities
  • Energy, oil and petrochemical industry
  • PTT, telecommunications and radio-television
  • Agriculture
  • The actions aimed at country's reconstruction are scheduled in two phases according to the priorities to the structures which are to be rehabilitated or built a new and these are:
  • Phase I: April 1999 - November 1999
  • Phase II: November 1999 - July 2000 
  • The Phase One, scheduled by the Agency, ends in November 1999 and includes rehabilitation of bridges and new bridge construction on the priority traffic routes in our Republic, construction of buildings and flats for the citizens whose homes have been utterly destroyed or heavily damaged (category VI of damages), repairs to heating plants, health centers and schools. Traffic will be resumed on 26 road bridges, 5 railway bridges and flats will be provided for 520 families. Besides the said activities, through the public enterprises, structures and plants for electricity generation and distribution, petrochemical industry, post, telecommunications and radio television are rehabilitated according to the list of priorities defined by public enterprises.

    The Phase Two of the country's reconstruction includes rehabilitation of flats of lower category and amount of damage and other buildings not yet completed. Works will commence on the remainder of projects in traffic infrastructure not covered in Phase I. A certain number of structures contracted to be completed in Phase I after November 1999 will be finished in Phase II. This phase will also be a transition to Phase III when development programs will be implemented particularly in industry and other branches directly associated with the development of technology and introduction of latest technologies.

    After commencement of reconstruction works, 164 sites have been opened:
