Operation Meteor

In 195 AC, the five Gundams were dropped to earth, the acts of terrorism focused on Alliance military outposts seen as the essence of Operation Meteor. It was only until Lady Une threatened to fire upon the colonies that one of the leaders of the rebel factions supporting the Gundams sent an open broadcast, eliminating all doubts that Operation Meteor was not a colony sanctioned act by explicitly saying so.

Unknown to everyone except those working directly with the Gundams, the real Operation Meteor was backed and funded by the Barton Foundation. Dehkim Barton and Quinze had been close aides of Heero Yuy and were by his side when he was assassinated. Though it is questionable as to whether Quinze wanted world domination as opposed to simply forcing people to realize the horror of war, Dehkim Barton from the start only planned on bringing both the Earth and the colonies under one rule, his.

The original plan was to use the Gundams to kill everyone on select colonies (one of which was Wufei's colony) and then force them to lose their equilibrium at the Lagrange points, causing the colonies to fall out of orbit and down to earth. During the mass panic and chaos, the five Gundams were to land and take control of the government, presumably the Alliance.

Dehkim recruited the five scientists, using their desire for Heero Yuy's revenge, to build the five Gundams. Apparently, the decision for pilots were left up to the individual scientists except for Doktor S, who by working on a L-3 colony, was closer to the Barton Foundation and was probably pushed into having Dekim's son, Trowa Barton, as the pilot.

At the Gundams' completion, all five scientists rebelled. Four purposely sent their pilots and Gundams down to Earth, Doktor S agreed to leave Heavy Arms in the hands of one of the technicians who had no intention of following through with Dekim's plans. Hence was born another 'Operation Meteor'.

At the end of 196 AC, Dehkim undertook Operation Meteor again, this time using the completed L3-X18999 colony as both hostage and threat to force the Earth Sphere Nation to comply with Mariameia's demands. Even a year ago, Dehkim had planned on using her as the puppet ruler of his solitary rule. Buying time with the hostage ploy and the decoy Mobile Doll units, he sent down numerous mobile suit units, consisting of a new model called Serpent Custom (which looks similar to the redesigned Heavy Arms), to secure the abandoned Presidential Palace in Brussels, home of the president of the Earth Sphere Nation.

This second Operation Meteor failed on two accounts. One, Dehkim did not count on the uprising of the civilians though he probably wouldn't have cared. Two, he relied too heavily on his troops, whose loyalty to Trieze and by lineage Trieze's daughter he was using, which in the end led to his execution at one of their hands.
