In certain more extreme cases legal action may be required especially if someone attacks your hair (such as with scissors and gum). In these cases you must contact the police immedietely and take photographs of the damage done. Your attack will not be ignored by the police because it is 'just hair' - it is a violent physical attack on your being and must be dealt with. One extreme case may be the gum was placed on your scalp resulting in your head being shaved to get rid of it. Another may be someone suprising you and cutting your hair off - this is also assault with a weapon even if you are not cut through your skin. These crimes are very serious.
Bullying has nothing to do with long hair and everything to do with power. Bullying should never be taken lightly as it can affect the rest of your life if it is not dealt with straight away.

If someone wants to bully or harass you, they will, regardless of how you look. They will simply pick on the most obvious features about you that they believe will hurt you. Growing your hair long and looking after it obviously takes patience and dedication and small minded idiots will use obvious loves such as long hair to attack you with with empty headed comments and putdowns.
