Strategy:
After defeating the ninja, take the elevator and go to the first floor. Go back to the Tank Hangar. When you get there, dodge the guards and the cameras and go upstairs. Enter the doors with the level 4 card and pick up the Thermal googles. Go back to the Nuke Bldg, take the elevator and go to B1. Get into the bathroom again and kill the guard.
Enter the door below. The guard patrolling the left corridor is actually Meryl (!). Get closer to her and she'll go away. Follow her. She will enter the right bathroom.
After talking to her, use the level 5 card to enter the door at the end of the hallway.
Tip:
Before you see Meryl, pick up some rations. After talking to her you won't be able to use the elevator to go back and pick up itens.
