Strategy:
After defeating Ocelot, use the level 2 card to open the level 2 doors. Be careful at the Fa-mas room (see the name on the door):
equip the cigs to be able to see the lasers. Just pass behind them to get the weapon.
Contact Meryl with the radio. Her frequency is 140.15.
Use the elevator to go to the Hangar (first floor) and wait for Meryl to contact you. She'll open the big door. Equip the cigs and enter the door. Watch out for the lasers, if you touch one you're dead.
