ALL organizations need the following; 1. # of teams for each league, 2. Coaches name and phone # for each team, 3. Money for county dues. ($60 per Org. and $10 per team) We will also need the tournament hosts to have a date and location for the tournament drawing. We also would like to have the Fall League sites. * Fall League organizational meeting will be August 19th, 7:00pm at Claridon Elementary school. . Rule reviews * The 80 line for the 8U and 10U league will be modified to 20 behind the bases. * The EP rule for the 12U and 14U. * The 3 innings per pitcher in the 10U league. 1 pitch is considered an inning. * The injury substitution rule for the 12U and 14U league. * International Tie Breaker for extra inning games. * In the 8U, the overthrow at 1st base was discussed again. After a lengthy discussion, the agreement was 1 base on the overthrow provided the throw was in the direction of the pitchers circle. This applies to all runners on bases. This was adopted by a 8-0 vote. * In the 10U, it was proposed to add halfway lines. Also it was discussed about when this applies. It is not when the ball leaves the outfielders hand. It is when the ball enters the circle. Adopted by 8-0 vote. * The 8 run per inning rule was clarified. ALL runs count on a play and you could score up to 11 runs in an inning. * The recommendation was to move to the optic yellow 11 Diamond softball at the 8U and 10U age. This was adopted by 8-0 vote starting with next year. This year either ball is acceptable. * The recommendation was to adopt a specific ball for the 12U and 14U leagues with raised seams. This was adopted by a 8-0 vote. The 2 ball were ASA Rawlings and the Dudley. Must have raised seams. * It was also stated that the age rule was not in the rules. Phil will add that to the rules. Other Items: * Phil stated that he was no longer to schedule umpires for the entire league. Each organization will need to get their umpires for the 12U and 14U leagues. * A concern was brought up about playing at Pleasant with the 5:30 and 7:00 times. Bob Swaney stated that they were working on that problem and thought the early games would start at 5 or 5:15. Phil stated that these games need to start on time with minimal warm-up time between innings. Pitchers only supposed to have 3 pitches to warm-up between innings after they start. * Girls not in the district need to be approved through the board so this doesnt get out of hand. * Phil brought up a concept of the number of votes by this board. We havent had a problem before but it could happen. After a discussion of different ways of doing so, 1 vote per organization will be allowed and the President would cast a tie-breaker if necessary. This was adopted by 8-0 vote. * 2 suggestions were made for games played: 1. 8U to play on another night because they play back-to-back and you cannot practice between games. After discussions, it was voted 8-0 to play them on Tuesday and Friday. 2. 14U games be moved from Friday night due to girls that play travel ball. After discussions, it was voted 8-0 to play them on Monday and Thursday. * Next meeting will be Monday, April 1, 2002 @RVMS cafeteria, 7:00pm. |
