D I S P E N S A T I O N

WHEREAS, a petition has been presented to me by Brothers Neil Shapiro, Scott
Sherman, Brian Moriarty, Howard Parsons and Edward L. King

Praying for a Dispensation to empower them to assemble as a legal CHAPTER of
THE PHILALETHES SOCIETY, with their promise to discharge the duties of the
Society and Freemasonry and to obey the laws of their Grand Lodge and The
Philalethes Society, and

WHEREAS, the said Petitioners have been recommended to me as Master
Masons in good standing and MEMBERS OF THE PHILALETHES SOCIETY,

THEREFORE, By virtue of the power invested in me as President of The
Philalethes Society, I do grant this DISPENSATION empowering our trusty and
well-beloved Brethren to form and open a CHAPTER OF THE PHILALETHES
SOCIETY under the name and title of

Telecom Chapter

To meet periodically via modem and wherever a meeting may be called
by the President

and empower them to establish bylaws, hold regular meetings, and
elect new members to their Chapter, provided they are Master Masons
in good standing and Members of The Philalethes Society, and

I HEREBY APPOINT

       Neil Shapiro as President of the Chapter
       Scott Sherman as Vice President
       Neil Shapiro as Secretary/Treasurer, pt

And charge them to return this Dispensation with a transcript of all Chapter
proceedings, a copy of the bylaws of the Chapter, along with the fee of $50, to
the Executive Secretary of the Society prior to January 1 of 1993 for 
examination by the Executive Board of The Philalethes Society for a Charter, 
which if granted, will be presented during the Annual Feast-Assembly-Forum in 
Washington, D.C.

This Dispensation to continue in force until the next Annual Feast and
Assembly unless sooner revoked by me.
