Born on New Home, Richter was noted for his skill in battle as well as his views on WarShips. In contrast to most SLDF designers, Richter argued strenuously against the mandate that SLDF WarShips incorporate huge cargo holds. He was famous for writing, "Cruisers should have no more than 45,000 tons of cargo room. Carrying huge amount of cargo is for transports. And Cruisers ain't transports." He endless agitated for his idea of a cruiser and eventually attracted a following within the Star League navy. Even though Gen. Kerensky disagreed with Richter's design philosophy (as an army man, he believed that the main function of the navy was to get ground forces where they needed to go), Richter eventually was able to get two of his projects approved. The first of these was the Sovremenyy -class attack cruiser, of which six were built before the Amaris Coup. But, while the ships were incredibly effective ships, their size and power also meant that they would function as part of the main fleet. This did not wholly satisfy Adm. Richter, who also wanted a cruiser that would be an effective raider, the model being Germany's WWI cruiser Emden (which wrecked havoc on British shipping in the Indian ocean for some months before finally being cornered and sunk). This idea, though odd to much of the SLDF Admiralty, was held promising enough to move them to authorize the Milwaukee -class light cruiser. Richter had wisely designed his cruiser to be easy to build with modular techniques, and his use of these ensured that the shipyard with most skill in modularity in large ships, Krester Ship Construction, was awarded the contract. The result was a superior ship whose 4G max acceleration made it an ideal raiding cruiser. One other positive feature of the design was it's effective anti-fighter ER and pulse laser batteries. Even General Kerensky was quite pleased by the design and seven of the ships ( Milwaukee, Chicago, Cleveland, Phoenix, Savannah, San Francisco, and Pittsburgh ) had been completed by early December 2766. On the 15th of that month, the eighth of the class, the Philadelphia , was completed and took on her crew to begin her trials at Krester's yards in the Bryant system. 11 days later Stephan Amaris's forces staged their coup for control of the Star League. Unable to escape the system due Bryant's large numbers of Caspar drones, Captain John Ramsey took Philadelphia and 2 modified Baron -class destroyers on a rampage through Krester's yards. By the time they were finally brought down by the drones they had succeeded in wrecking the yards and destroying the incomplete Warships (one Luxor, and two Kimagures) therein. The remaining 7 ships fought in numerous battles throughout the war to liberate the Hegemony, the most notable being Cleveland's destruction of 3 Rim Worlds-crewed Carson -class destroyers at Nusakan in 2773 (the same battle that saw the Avatar-class cruiser Aristotle recaptured by the SLDF). Though Cleveland survived the battle, her heavy damage lead to her being mothballed in a far corner of the system. Of the other ships, San Francisco, Savannah, and Chicago were destroyed during the campaign, and Milwaukee, Phoenix, and Pittsburgh left with the Exodus Fleet. Following the fleet's arrival at the Pentagon worlds, the three ships were mothballed. Adm. Richter, alive to the possibility of the ships falling into the wrong hands, mothballed Milwaukee and Phoenix in an empty star system three jumps away from Arcadia. The only map of their location was in the new Admiralty building on Eden. This task done, Richter retired with many of his crewmen to a series of commercial farms on Arcadia where he was when the Pentagon Civil Wars broke out. Distraught at the DeChevilier Massacre, and determined to prevent further slaughter of non-combatants, Adm. Richter and a hastily assembled crew had un-mothballed Pittsburgh (which had been in that system) before obeying Nicholas Kerensky's call for the Second Exodus. On Eden the evacuation nearly turned to disaster when the Sovremenyy - class cruiser Osmotritelnyy (commanded by the ur-Lyran Captain Hans von Roeder) attacked the JumpShips of the evacuation fleet. Adm. Richter elected to move to intercept the hostile ship hoping to draw von Roeder away for long enough for help to arrive. In the ensuing fight, Pittsburgh managed to get right aft of Osmotritelnyy and disable her engines, after which Richter refused von Roeder's surrender and pounded Osmotritelnyy to scrap as a warning of the fate awaiting those who turned against their lawful superiors. However, Pittsburgh sustained damage that left her unable to jump out of the system. With no time to repair her, the ship was placed into long-term orbit around Eden's star. Despite the praise he won from Nicholas for his victory, Adm. Richter did not live to test into the Clans' warrior caste. Three months after the fleet reached Strana Mechty, Admiral Ryan Richter contracted a severe case of influenza and died on April 2nd 2802. Ironically, two factions fighting over it destroyed the building containing the location of the other two Milwaukees the next day. ==Capabilities:== The Milwaukee was designed as raider and as such was quite fast: her 4G maximum thrust being unmatched by any non-SLDF cruiser. The ship carried two dropships (usually one assault ship carrying boarding parties, and one cargo ship). Milwaukee -class ships also had a full wing of fighters and four small craft. The ship was built for frontal charges and its Lamellor Ferro-Carbide armor was thickest there. The anti-ship arsenal featured a mostly-symmetrical layout of NAC-25s, NL-55s, and Heavy NPPCs. The nose had two extra NL-55s and a huge NAC-40 to give an extra knockout punch. The class also mounted a strong anti-fighter defense based on ER Large Lasers, and Large Pulse Lasers.
