The earth Embassy is the name of the economically self-sufficient community on earth that was described previously. It is the place where the work will be done to get human settlers to Mars.
The Fleet is a quasi-miltitary organization that will serve as the "Engineering General Contractor" for the MTM and will train and socialize those at the earth Embassy.
Each person at the earth Embassy will be required to purchase a "ticket to Mars". These funds, withdrawn from salaries paid, will fund efforts at the earth Embassy. With several thousand people at the mission to Mars, several billions of dollars can be raised and provide that other billions can be borrowed.
