Constitution of the Kingdom of Maoco

Article 1
Every inhabitant of the Kingdom of Maoco will be treated equally, regardless of their faith, religious beliefs, political beliefs, race, colour, sex or any other ground.

Article 2
Every inhabitants of the Kingdom of Maoco, aged 16 and older, has the right to vote at the Congress Elections when a County Representative of each county are elected. Every inhabitant of the Kingdom of Maoco may vote for a County Representative of the county he or she is registered in, at the County Representative election that is held every two years. Candidates for this election may only represent the county they are registered in, they must be older than 16 and may not be imprisoned or under suspicion. If a County Representative is found guilty after a trial during their term that position will become vacant, in which case there will be a re-election for that county within one week after the conviction, where a new County Representative will be elected for the remaining time until the next planned Congress Elections.

Article 3
Every inhabitant of the Kingdom of Maoco has the right of practising any religion or spiritual belief, individually or collectively, as long as it does not conflict with the law.

Article 4
Every inhabitant of the Kingdom of Maoco has freedom of speech, of the press, and they have the right of private meetings and the participation in unions and organisations, as long as it doe not conflict with the law.

Article 5
Every inhabitant of the Kingdom of Maoco has the right as an accused in all criminal prosecutions to a speedy and public trial, by an impartial jury of the Kingdom of Maoco within the county where the crime was committed, and to be informed of the nature and cause of the accusation; to be confronted with the witnesses against him; to have compulsory process for obtaining witnesses in his favour, and to have the Assistance of Counsel for his defence.

Article 6
The law can provide legislations in order to prevent or fight issues of national health and security.

Article 7
Every inhabitant of the Kingdom of Maoco has the right to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.

Article 8
Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the Kingdom of Maoco.

Article 9
Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted. Every inhabitant of the Kingdom of Maoco has the right to bring any violation of the above before the National Court, where the person in question has the right of a charge free Assistance of Counsel for his defence.

Article 10
Every inhabitant of the Kingdom of Maoco aged younger then 12 has the right to use charge free public education.

Article 11
The Kingdom of Maoco is ruled by the King of Maoco, who�s powers are transferable at any given time, only to the oldest legit and living child of the King, aged 16 or older. In absence of children, the rights of succession go to the oldest legit and living brother or sister of the King, and after that to their oldest child.
When no relatives are present, the King and the Congress Representatives must elect a new King unanimously, or they can then decide to change the monarchy into a Republic with an elected President, in which case every inhabitant of the Kingdom of Maoco should vote in order to elect a President. Only when more then 80% of the inhabitant of the Kingdom of Maoco have casted their votes, the person with the majority of the votes may be installed as the new President of Maoco.
The King of Maoco appoints Governors of the State for each of the ten appointed Counties of Maoco. The inhabitants of the counties elect their own County Representatives (see article 2). County Representatives assemble at least every week at Congress, where State issues are discussed and laws and legislations are presented. Motions need the majority of votes before they can become active. In important State issues also the majority of votes from the Governors are needed. The King or a representative acts as chairman of Congress, but will not take part in the voting, unless there is a tie, in which case the King can decide to either cast the deciding vote or to ask for a revote. The King may cast motions.
As the head of the State, the King is the highest in military rank. He can therefore appoint the members of the Military Staff.

Article 12
The army of the Kingdom of Maoco has to act according to the law and legislations. When rules or laws are broken the accused will have to stand trial in front of the Military Court, which is judged by the Military Staff. The rights of the accused are described in article 5.

Article 13
Every inhabitant of the Kingdom of Maoco has the right not to be executed or otherwise deliberately be brought to death in any case.
