Broad Objective

� To evolve a situation whereby everybody living in the programme area must have access to Basic Health facilities. Being healthy should be an active desire of everyone and not the passive result of being attended by the physician.

� To improve the quality of life and income earning abilities of the poor living here.

Immediate Objectives

� To create awareness to develop sustainable capacity of local community to participate in the design implementation and management of Infrastructure improvement, environmental care and social development programme for the benefit of majority.

� To enable low income people to obtain better quality health services from the public and private sector.

� To encourage income generation by the poor.

� To involve our youth in all relevant activities.

� To improve the status and meet the socio-economic needs of women.

� To evolve a strategy of assisting the line departments rather than building a parallel system.

Ours  is an innovative programme. There is an immense need to develop a �Shamsabad Model� suitable for Pakistan. The innovations will be done through our Research & Training Centre (RTC) which will thoroughly analyse the problems of first programme area and the available methods to solve them; and then, it will try to evolve more and more suitable methods through extensive research, both in social and technical sectors.  Initially, this centre will assist the community of first programme area in all developmental work by providing training and technical help. It will evolve an arrangement, which can enable effective interaction between qualified professionals and research institutions on the one hand, and the informal sector and low-income communities on the other. It will also develop strategies, which can be integrated into the planning mechanisms of our government.

When at its peak, this centre will provide training to NGOs, government agencies, members of donor agencies, and community organisations.


The working of RTC is based on Research & Extension method. We have selected two pilot areas (one from Urban and one from rural area) in first programme area. These will serve as �Demonstration Area�. Initial development work is being done here and will be extended gradually to other areas included in programme.

All efforts are being made to maintain proper documentation to ensure replication of this model elsewhere.
