Born in 27th October 1970 in Qingdao (Shan Dong Province). Daughter of shifu Liu Wen Yue, she started training Chang Quan in 1975.
Shifu Liu Xiao Hong then started training Tai Ji Quan under shifu Liu Cheng De and Tang Lang Quan under shifu Chen Xue Kun and shifu Sun Xue Po. Finally, she started training under shifu Wang Yuan Qian.
In 1987 (17 years old) she obtained gold medal in the Cangzhou International Wushu Tournament. In 1989 she got her certificate as tai ji quan master and again won the Cangzhou tournament.
In 1990 she obtained her Taiji Tang Lang Quan certificate and gold medal in the Qindao International Wushu competition.
In 1993 she obtained two first places in tang lang quan and weapons both the Jinan International Tournament and the Tang Lang Quan International Competition in Yantai.
Finally in 1994 she won again the International Tournament in Qingdao.
