Theme/Mood

: Camarilla settling into once sabbat territory while dealing with the growth spurt of newcomers. Political structure is now a couple of years old yet wracked with turmoil till recent. Paranoia high as everyone seems out to be the one in control. An almost Might-makes-Right atmosphere with a noticeable wildness about the area in general. The theme will more and more be focusing on the looming threat of the beast and the hopelessness of the vampiric condition. Interposed with this will be stories about hope and humanity. The prevalent mood will be dark and players are reminded that this is a game about personal horror, the mood will attempt to reflect the decay of human nature.

Character restrictions

: None, but ST is very strict about approvals. Must have good story and reason for being here. Proxy rules: Strong use of the Powerful characters clause. Any powerful characters are to be used as plot devices rather than killing machines. Must have a strong ST approved reason to stomp about. Approval must be attained for all special items or powers before game. Traveling players must include experience log along with all other character information.

Travel risks

: Garou in the outlying regions with a concentration of Anarchs and Sabbat to the East and South. All risks come in the form of Nomadic NPC packs that currently wander on the outskirts of the Cities. Former Sabbat city, not all of whom are gone.

Challenges

: Normal, however, if there are any specific rules questions, STs and narrators are assigned at the beginning of each night. If you receive a ruling from anyone else, it is merely a suggestion. You have the right to call for a Narrator or ST at any time about any thing.

Antagonists

: The old boys who actually reclaimed the city from sabbat and consider themselves to be the rightful rulers. Nomadic groups of Sabbat or Anarchs patrol the outskirts. Hunters are also lurking in the shadows waiting to strike and Werewolves hunt the borderlands and wild areas. Antagonists shall be based off rules supplied in the Laws of the Night and antagonists drawn from the other books will be rare. Many locations in Riverside are controlled by various supernaturals and players invading such territory will be met by an appropriate response. The various creatures are mainly Wraiths and Garou. Hunters with special powers have also been spotted in Riverside and represent the threat of Mortals to the Kindred.

Venue rules

: Every action has a reaction and the players do not live in a vacuum. Expect repercussions for everything. For the use of Presence Summoning; the victim is drawn to the user of the power not location and any use of out of character knowledge will be dealt with. This includes all uses of out of character knowledge which, will result in negative exp. awards. Several of the antagonists are used for flavor in the world of darkness and only are used to add mystery and paranoia into the game. Such antagonists would most likey be Wraiths, but others are possible, that might settle in the area. This is so that players will not feel overpowered by these entities and instead be used to increase role play. Therefore, cross venue approval for games will likely not be approved unless sufficient cause is given. Feeding challenges are run. If you win, you are at full. If you tie you are down 4 traits of blood and if you lose you start the night at half. Those that lose the test are allowed to hunt and must succeed on a standard test using whatever applicable traits to match their hunting style. Hunting removes the character from play for a predetermined amount of time and if done before game forces those to show up 15 minutes late.

Visiting character/plot policy

: Strong use of the Powerful characters clause. Any powerful characters are expected to be used only as plot devices rather than killing machines. Must have a ST approved reason to stomp about. Approval must be attained for all special items or powers before game by emailing CST in advance, not at time of use. Anyone attending games without giving ST in charge advance knowledge of such items will most likely find them denied.

Location

: The area that the venue is based on centers around Riverside city but also extends to include Norco, Roubidoux, Pedley, Mira Loma (and sky country), Moreno Valley, out to Palm Springs and the high desert. Also now Loma Linda, Redlands, and East San Bernardino. A short description of the city of Riverside in the World of Darkness:

The architecture of the city is almost entirely old and crumbling. Very few buildings seem to date past the early 80s, some seem as old as the 50s. In a sense Riverside is frozen in time and the derelicts of the past clutter the skyline. Even the new buildings have been designed with the past in mind and the conservative flavor of the city is represented in it's buildings. The dry design fits in with the grey sky and adds no sense of colour or life to the city. The downtown mall adds a splash of color to the dreary cityscape and is quickly lost under the buildings that rise above the area.

Apartment buildings rise out of the ground around the downtown area and huge office buildings dominate the skyline. Streets and alleys are cluttered with trash and debris. At night the homeless cluster around in whatever recesses they can find and dealers, prostitutes and beggars walk the streets without fear of the law. The majority of the downtown, all the way up to the 91 freeway is tall buildings that loom over the city streets. A small oasis lies almost in the middle of the sprawl, a walking mall that seems almost too clean and fresh amid the remains of decades. The walking mall is full of small restaurants, fast food and shops of various kinds making it the place to be during the week. The most significant place among the shops and stores is Dante's Descent, the new club and place to be which serves as The Rack to local kindred in the know.

Nearby the old museum takes up a whole city block and is dirty from disuse though many interesting exhibits are scattered over its three floors. The Mission Inn stands as a relic to an old past, not forgotten in southern California, and most importantly the Mission Inn is a known Elysium. Built in the fashion of the Missions that dot California it is a landmark that Riverside is known for and has housed many important people including a president or two. The Inn is well-maintained and sits next across a small street from the main city library. It also lies surrounded by the taller buildings of downtown. Across a small street sits the ancient library, a repository of old books with a Chinese style pagoda sitting in front.
