Garrisons:
Paris (big), Calais, Orleans, Ajaccio, Dunkerque, Lyon, Marseille, Cherbourg, Lorient, Beirut, Djibouti, Damascus

1er Armee reappears when Vichy goes. Either "Paul Reynaud" triggered by buying off Spain or the new French army after an Allied invasion. They begin as cadres and fill up with stockpiled French replacements (they use the same squads etc.) This means several things:
a) If this formation arises as a result of Germany buying off Spain the Allies had better have a corps or two spare to sealift in to prop up their new allies or they'll be wiped out by the Germans. After a few turns they'll be powerful units.
b) If the Germans betray Vichy sooner rather than later there'll be less replacements- less enthusiasm for starting up the war again, less time to rebuild etc.
c) The weak French government can't support more than five corps- but there are lots of willing recruits to pour into them, especially if France has been occupied for a long time.

Also rebuilt is a small navy and air force.

There is also a Corps which appears in North Africa when that falls, triggered by the fall of Algiers (?) which will happen automatically when Paul Reynaud is triggered.
