SUB: UNITY GOVERNMENT

There has been a lot of discussion going on in political circles about the need for a National Government. Former Premier, Moeen Qureishi is one such proponent. However, no one has come up with the composition of such a scenario. It is, therefore, suggested that a UNITY GOVERNMENT be set up, not only at the Center, but also in the four provinces. The personalities so selected will be from the present elected representatives. There will be no politically appointed advisors or special assistants.

The person selected to be the Prime Minister should be Humayun Akhter, the MNA from Lahore. His Cabinet will be as follows:

There will be more Ministers from FATA, from the smaller parties like JUI, JI, SSP, Minorities etc.

The four Chief Ministers will be changed too. Consensus candidates, acceptable to all major parties should be nominated. Shah Mahmood Qureshi, Nisar Khuhro, Salim Saifullah, and Jam Yousuf could be Chief Ministers of Punjab, Sindh, NWFP, and Balochistan, respectively.

The UNITY GOVERNMENT will stay in power for the rest of the term of the present government and will then resign before the next elections. The present President can stay on with a strict accountability on his extra-curricular activities, especially those which do not seem appropriate to the prestigious office of the President.

The surveillance and witch-hunting process will end and no steps will be taken to develop personality cults or to boost up the image of any political party.

The elected representatives will give all their time to the Parliament and will enact pragmatic and progressive legislation to ameliorate the needs of the citizens.

The media will be free in the true sense and will make sure that corruption, scandals, and shady dealings are highlighted and reported. The PTV and Radio Pakistan will also be really independent. A revamping of the judiciary, a complete overhaul of the archaic bureaucracy network, and a concerted program to accelerate the process of privatization will be initiated.

All recruitment in government agencies such as WAPDA, WASA, KWSB, KESC, PIA, etc will be banned. Private sector will be requested to become more involved in assisting the government to increase revenues and to curtail the wanton misuse of governmental facilities and expenditures.

The Armed Forces will play a decisive role in maintaining strict discipline and will ensure that the politicos do not make a mess of the country. In 1998, they can supervise the elections and guarantee the smooth transfer of power to the next elected government.
