One or two snipers operating in the MD DC & VA are doing just that. Their actions are causing the US Government to have probable cause to increase security in capitol area & conduct investigation nationwide & worldwide into possible connections to domestic & foreign terror groups.
Paranoid individuals those in the militia & anti government groups would suggest it is all part of a greater plan by the United Nation to disarm the Citizens of the United States of America.
There is even a hint that the FBI could have done more to prevent the terror attacks on September 11, 2001.
