Maine Reentry Network
Maine Department of Corrections was recently awarded a grant of $3 million over 3 years that will fund a program helping young adults transition from correctional facilities back into the community.  This program will assist youths age 16-25 and will utilize the FST format to prepare the young adults for re-entry back into the community.  To be eligible, juveniles must have been in a correctional facility for at least six months, while adults are eligible after spending one year in a facility.  This program will be piloted in Washington, Penobscot, Knox, and Androscoggin counties. Rental Assistance Coupon plus Care Pilot-Bangor
The RAC+Care pilot in Bangor went into effect on July 1, 2002.  This program provides fair market-value rent coupons for individuals that meet the HUD definiton of being homeless for at least 7 days.  Individuals being released from a correctional facility are eligible to receive RAC+Care if the facility can verify that a person is homeless upon release.  Four target groups are eligible.   For more information, contact Joe Locke at 947-9290.
Keeping Children Safe Downeast
Keeping Children Safe Downeast is a Washington County/Passamaqouddy collaborative dedicated to protecting young children from the devastation of abuse and violence in their homes and communities. They plan to achieve their goal by increasing interagency communication and cooperation to better serve families and children in Washington County, supporting social policies and organizational practices that will increase agencies' effectiveness in preventing and or responding to violence, increasing knowledge about the impact of violence and effective prevention and intervention, raising public awareness of the problem of violence in the lives of young children and motivating the community to support prevention and intervention solutions, and identifying and supporting effective prevention and intervention programs in Washington County. Keeping Children Safe Downeast is funded by the Office of Juvenile Justice and Delinquency Prevention and administered for Washington County by the Maine Department of Human Services, Washington Hancock Community Agency and the Regional Medical Center at Lubec. Mountain View Youth Development Center
Mountain View Youth Development Center was constructed as the primary facility for the detention of juvenile offenders accused of committing juvenile offenses pending court action. The facility is intended to replace the use of county jails as the primary detention locations for those detained from the Northern Region of the State of Maine.  This includes Aroostook, Kennebec, Waldo, Washington, Penobscot, Piscataquis, Hancock, Somerset, and Knox counties.  The facility has a maximum capacity of 40 juveniles, male and female, between the ages of 11 and 18. The facility will also house any juveniles committed to short-term sentences of no more than 30 days.  Staffing for this facility includes the Superintendent, Eric Hansen, the Director, Mr. Lawrence Austin, 36 staff, and contracted services for substance abuse, psychological treatment and medical services. A school and other services are provided on site.

Psychiatric Facility and School Transition Initiative
This statewide initiative aims to help kids transition from psychiatric facilities back into schools and communities.  Schools and hospitals work together to transition the child through increasing communication of all involved parties and use of a standardized process of transitioning a child from the hospital to the school.  This initiative is funded through the Regional Children�s Cabinets from Regions I, II, and III. FST Neutral Facilitators Program
Region III Children�s Cabinet sponsors an Family and Systems Teams (FST) Neutral Facilitators Program, where members of all the agencies working with a family come together with the family as equal partners and plan a comprehensive service and supports plan to meet the needs of the entire family. A neutral, trained facilitator provides the logistical and group dynamics support. Currently, Region III has trained over 100 facilitators and can provide FST services in all five counties.  Ongoing support to trained facilitators is provided through Wings.  This program also provides facilitator support through shadowing opportunities and facilitator meetings. Seatbelt Initiative
The Region III Children's Cabinet is pleased to support programs in local communities in Washington and Aroostook Counties to promote seatbelt usage, especially among teenagers.  Recent serious accidents and deaths in this region have highlighted the need for such services.  Local communities may develop a promotion program to best suit the needs and timeline of their community. The safety promotion can last from 1-30 days, and RCCIII has provided a list of community-based, school-based, and family-based activities including, but not limited to those suggested by the "Partners for Rural Traffic Safety Action Kit."   To view the Kit, click
