Regional Children’s Cabinet III Resource
Requests
2000 Process, Criteria
Thank you for your interest in improving the systems
of care for children and families in Region III (Piscataquis, Penobscot,
Hancock, Washington and Aroostook Counties). The Regional Children’s Cabinet
has a limited number of Resource Request options available for systems
infrastructure development opportunities for 2001. This year the RCC is NOT
accepting applications for specific direct client services development (such as
therapeutic camps or youth tours). Instead, we are soliciting proposals for infrastructure development, such as
cross-agency/discipline training activities.
Criteria
All applications must meet
the following minimum criteria:
ź
Reflect a collaborative
partnership involving multiple agencies or organizations across more than one
discipline (such as education, juvenile justice, mental health, child
protective services, domestic violence, public safety, welfare-to-work,
transportation, etc.) Partners must have been involved collaboratively in the
planning process and proposal development.
ź
Propose to enhance or
fill a significant gap in the current infrastructure for children and families.
ź
Address at least one of
the Maine Marks goals.
ź
Address which Maine
Marks Indicators of Well-being will be used to evaluate the success of the
proposal implementation.
ź
Describe in detail how
the results of the proposal will be measured. Results will be identified in
terms of results for children and families (i.e., This initiative will reduce
the number of children entering the state’s custody in Penobscot County by 5%
by 2003. Indicator #17)
ź
Be linked to Best
Practices in the professional community.
ź
Only one proposal from a
collaboration will be accepted during each calendar year.
ź
Each collaboration must
identify a key contact person and provide contact information.
ź
Each collaboration must
identify a fiscal agency who is or will become a State Vendor. The fiscal agent
is responsible for submitting an official invoice to receive payment.
Additionally, a six-month and one-year report indicating progress on the
programmatic goals and the outcome indicators as well as a budgetary/expenditure
document will be required to be sent to the RCC.

The proposed initiative
and activities will be conducted in Region III and will have a positive impact
on people in the region.
ź
The request is a
one-time cost and can support or will result in sustained outcomes without
additional RCC funds.
ź
The request will
demonstrate an exhaustion of all other possible resources (except other
grant/foundation proposals) for accomplishing the desired results. For example,
requests for activities that are Medicaid billable would not be accepted.
ź
The maximum funding will
be $5,000. Smaller requests are encouraged. If additional funds are needed to
implement the initiative, other funding sources and amounts should be
identified in a separate budget sheet.
Process
After applications are received and posted, the VISTA
volunteer will determine if the application is complete. Incomplete
applications will be disqualified and the organizations will be immediately
notified. Complete applications will be distributed to the Local Case
Resolution Committee covering the county impacted by the proposal. The LCRC
will review the proposal and submit a recommendation to the RCC along with
information about other similar initiatives in the county or other
organizations currently involved in similar activities. The RCC will then make
a final determination of which requests will be accepted. Some proposals will
receive financial support up to $5000. Others may receive information regarding
other potential resources, collaborative partners or area initiatives similar
to the one proposed.
The RCC will inform collaboratives in writing of
their status within 10 weeks after the application deadline.
Two funding cycles are available. The first deadline
is January 3, 2001, and awards will
be distributed starting March 1, 2000. The second round deadline is May 1, 2001, for awards given July 1.
If additional funds are available during the Fiscal Year 2002, an additional
round will be opened with a deadline of October
1, 2001, which awards given by December 1, 2001. All proposals must be
received in the RCC Chair’s office by 5 p.m. on the deadline date.
