The year is 2015. Much has changed since the late 20th century.
The US is recovering from another civil war:
Instigated by former President Geoffery Bannaker (2001-2003), the street gangs banded together and laid siege to most military instilations. Through bribery, extortion and his amazing powers of argument, he nearly took total control of the US, this included instituting martial law without need, banning all blade weapons three or more inches long (including the handle) and all firearms of over 22 caliber. What's worse, he announced the repeal of these harsh laws twice, each time on the same day of the year: April 1. He dissapeared during the midst of the Gangs War and was never heard from again.
The Great Mutate Plague: In early April, 2003, what seemed to be a mild flu with an unusual dermal pigmentation side-effect appeared; it was extremely contageous and seemed to strike the globe simoultaneously. By the middle of April, over half the global population was infected. At first, it only made people uncomfortable and give them temporary bloches of different colours on their skin, but on April 27, it claimed its first fatality; in the months to come, over a billion people would die as a direct result of the still-unnamed virus. Medical reports showed that the virus directly attacked the DNA of the victim, breaking it appart, thus reducing their victims to puddles of organic goo in a matter of weeks. Developmental Neogenics Amalgamated committed all of its resources to finding a cure for the disease. On Febuary 28, 2004, a cure was finally found... or so it seemed. All those given the cure showed remarkable improvement within hours; by the end of two days, they were healthy enough to go home and resume their lives. On March 14, one of those �cured� started throwing off bolts of electricity in a shopping mall. By the end of the next day, reports were coming in from all over the world of people displaying abnormal abilities and physical characteristics. By the end of the month, Developmental Neogenics Amalgamated had confirmed that this was an after-effect of the virus that had caused the plague; all those who were now �Mutates� (another tribute to modern gramatical prowess) had been infected with the plague, but not all who had had the plague would become Mutates.
Atlantis has risen: During the Great Quake of 2000,
all of North America west of the San Andreas Fault fell into the
ocean. At the same time, the lost continent of Atlantis rose out of the Atlantic Ocean, with all the ruins of the lost cities. For the first 3 years, it was studied by the scientists, then a mysterious multi-trillionaire bought it and set up a country: the United Federation of the Lost Continent of Atlantis, and set it up as a refuge for those hated by society. All people, especially mutates, are welcome as long as they
obey the laws.
