Here I'll look at Amano's concept art.  Now, I admit, it's VERY hard to tell much of anything from Amano's art.  There are, however, somethings that CAN be seen.
Here's Garnet, to the left, and Kuja to the right.  Notice the simlilarities?  They're both rather dreamy, rather coy.  They don't look like they really know how to fight that well, either.  Notice, how they're both touching their hair, a 'preening gesture'.

Look!  There's a canary!
Now, here we have Zidane.  Notice how he's NOT dreamy or coy.  Look at how he's standing: he knows how to fight,  Notice also how he's NOT touching his hair, or making -any- kind of preening gesture.  Also notice how he doesn't have very girly hips...  Kuja's feminine appearance in Amano's art can't be just because "that's how he draws them."
