Staff Of First Stages Ages No Name-Es  (ITEM)
So, I was making this really great staff when along came this nosey pseudo dragon; he wanted to know what I was doing.  I told him it was none of his business, but he just lingered there, like some sort of stupid lost puppy dog.  He had spotted the staff I was working on and wanted to know what it was.  So I held it up for him to see, "I call it the Staff Of Ages."  As he reached out to touch it, I yanked it back and turned my back to him, sure that he would get the hint and leave.  "What does it do?", he asked.  Sensing that I was never going to get any work done, I told him what enchantments I was working on.  "You shouldn't call it the Staff Of Ages, that doesn't sound right.", was the only thing he could think of to say.  "Oh, well, what would the all-mighty Annoying-I-now-know-more-about-magic-than-Stormy call such a staff?" I huffed back my response.  "Call it the Staff Of Stages." he said with one of his "helpful" smiles.  Turgil decided to pipe in from across the room, "Call it the Staff Of Firsts!".  "That is the stupidest thing I've ever heard in my whole life!", I shouted back as I threw the staff on the table.

So, now my staff has no name because some retarded half-pint excuse for a dragon and a do-gooder half-elf couldn't mind their own business and stay out of my tower.  I HAVE to get better guardians.  Which reminds me...how exactly did you get in here?  Nevermind....take the staff, and call it whatever you want!
Original Idea (Option #1):

A straight staff made out of ebony, the staff measures 7ft. in length and absorbs the first spell learned by a magic user in each level mark.  Up to nine spells total can be stored in the staff.  If the magic user only knows 5 levels worth of spells, then the staff will only have 5 spells, the first learned at each level mark.  Once the magic user learns spell in the next level, the staff will absorb the first spell learned for the new level.  Part of the magic of the staff is that the magic user needs to do nothing to place the spell, the staff does that automatically.

DM/GM SET THE LIMITS:  We recommend setting a limit to the number of times each day the spell can be cast from the staff.  (Example:  3 charges per day or each spell in staff can be cast only once per day.}  Also, decide if the staff has any pluses to it.  {Example:  Stormy has enchanted the staff with a +3 to hit.}
