REMARKS
ABOUT MEETING OF EIGHT LEADERS OF THE WORLD'S RICHEST COUNTRIES IN JAPAN
(OKINAWA, JULY, 2000.)
(Ilya Magid gives Clinton advice for his conversation with Putin at
the meeting).
There was a conversation between Putin and Shroeder (from Germany).
Putin told Shroeder, "Write off the debt which Russia owes you in
behalf of the former Soviet Union." (Russia is only inheritor of
the Soviet Union's debt. Russia did not incur that debt.)
Shroeder told Putin, "Here come together the leaders of the richest
countries; we forget debts only from underdeveloped countries", but
Shroeder promised to defer repayment of the debt for 5 years.
Instead
of an era of internationalism in the 17-19 centuries, but in the 20th
century, humanity entered an era of nationalism. The empires of England,
France, Portugal, etc. collapsed. The last big empire, the Soviet Union,
also collapsed. It lasted so long because there was a strong dictatorship.
After the 60's in the Soviet Union freedom of information began to appear
(copies were made easily; computers, radio of America, BBC, Helsinki agreement
(human rights)). Gorbochev appeared as a result. That destroyed the Soviet
Union.
Instead of the Soviet Union there appeared 15 independent states. Right
now Russia begins to crumble. Russians (except elite) lived under the
Soviet regime worse than other nationalities in the Soviet Union. But
Government, especially, after World War II, encouraged the Russian nationalism.
(Russian is the older brother among other Soviet nationalities it is similar
to America.) They said, "We are a superpower." and spend much
money for that status.
Putin has two ways to go forward.
All autonomous republics have to become independent states (Chechnya,
Dagestan, Tatars tan, Bashkortostan, Mordva, Kalmik, Tuva, etc.)
He could organize a dictatorship. That could continue in existence entirely
in Russia for several years; but that will hardly happen. Right now censorship
is organized hard. The spread of free information is impossible to stop
(internet, computers, the ease of making copies, etc.)
Clinton has to tell to Putin the following:
"Vladimir, America never was at war with Russia. In the time of the
Soviet Union, it wanted to spread communism throughout in world and we
resisted you. Right now we don't have a problem with Russia.
I want to suggest the following to you:
1. Together with the USA decrease the level of arms,
2. Secure human right in Russia, and
3. Make peace with Chechnya."
