Colonists - Colonists are used to introduce a number of citizens from the homeland into a new territory to increase loyalty.  Colonist Units are groups of 5000, rather than 1000.

Engineer Corps - Engineers can be used to improve infrastructure/production in a non-developed territory.

Education Cadre - Education Cadre are groups of teachers from the homeland which can be used to increase loyalty/technical skills to a colonized people.

Imperial Bureaucrats - Imperial Bureaucrats are used to improve production/logistics within a territory by use of Analytical Engines.

Missionaries - Missionaries are used to spread the faith of the homeland to the colonies, which can have varied outcomes.

Infirmari - Infirmari are a cadre of priests blessed with healing powers to heal the injured and protect against the spread of diease.
