Materials needed:
Program PSP 8 or 9
Plugin:
Ulead Particle
A tube
1 - Open your tube in PSP and
resize to 370 pixels in height
Edit > Copy > minimize
2 - Choose two colors from your tube as
foreground and background colors and make a
gradient as foreground color.
3 -
Open a new transparent image of
1024 x 400 or 800 x 400 pixels
Flood fill with the gradient.
4 - Effects > Plugins >Ulead Particle > Bubble,
with these settings:

-Adjust > Blur > Gaussian Blur = 28,000
6 - Effects > Reflection Effects >
Feedback, with these settings:
7 - Effects > Image Effects >
Seamless Tiling > Factory Defaults
8 -
Edit > Paste as New Layer
Move the tube into position
with
the Mover Tool
9 -
Add your watermark or name
Layers > Merge All (Flatten)
