PROTEST DOE SSFL/ETEC ALTERNATIVE CLEANUP PROPOSALS
PROTEST INADEQUATE AND INAPPROPRIATE DOE ALTERNATIVES

DOE Alertatives for SSFL/ETEC CLEANUP #1,2,3 are inappropriate
and inadequate measures which will not contain past or present
hazards from contamination, which, as is radiation's nature,
travels through land, soil, buildings, cars, passes through the
human body, permeates through concrete, and as enriched uranium,
plutonium military grade, is empowered by water and has a
lifespan exceeding 24,000 years: Such contamination has been
linked to cancers/deaths, both immediate and latent since the
beginning of documentation by the Manhattan project engineers,
scientists, and medical personnel, including Dr. J. Robert
Oppenheimer, here in CALIFORNIA, (University of California
Berkeley, both Southern and Northern California Campuses;
Southern Campus now known as University of California at Los
Angeles, UCLA), as well as in Los Alamos and other nuclear study
sites since 1942. As a longterm resident of the area since
childhood, who has been negatively impacted by the contamination
to which I was subjected for many years without my knowlege and
against my will, I protest the drafted DOE SSFL/ETEC Cleanup
Alternatives, #1,2,3, as a danger to public health, lands, water,
flora, fauna, etcetera. To publicy offer cleanup alternatives
which include leaving 98% of contaminated area as it is and
declare by documentation in DOE Draft Alternatives that one out
of every 3,300 persons in area will get cancer, (due to these
persons sensitivity to radiation), is heinous soothsaying, at
best akin to eugenics practiced by Adolph Hitler and the Nazi
Regime. To be aware that such injuries/death will occur and
asking the public to accept these alternatives is asking the
public to be complicit in a crime against humanity.
I am aware that these few DOE documents released to the public
with the scant history of the radiological/toxic production,
manufacturing, uses, disposal, storage, are misleading inasmuch
as nowhere is it stated that more than forty years of research
and information/data is not available as is exactly the case with
SSFL/ETEC history. There is no data covering more than forty
years of the SSFL/ETEC uses. I also recognize the Alternatives
#1,2,3, as a Federal Review of the activities/uses of areas' DOE
proposal for the contaminated site; this Federal Review is not
acceptable and is based upon much deliberately withheld and
nonexistent data and must be immediately submitted to the the
Attorney General's Offices for Federal Review as well as the
Federal Register for appropriate Legal Action. It is a crime
against the United States Constitution to ask permission from its
peoples to kill members of our communities by shifting the burden
of the past deaths caused by a direct link to the SSFL/ETEC
contaminated site and its operators, (who refused to notify the
neighboring communities of the poisons to which people, land,
water, flora, fauna, etcetera, were being exposed for more than
half a century), now attempting to shift the operators
responsibility to a public now unaware of the SSFL/ETEC history
of contamination and unaware of the
injuries/deaths/illnesses/cancers directly related to those
contaminated sites, in addition to further requiring the public
to approve DOE alternatives which clearly state that
deaths/cancers will be a direct result of the DOE Alernatives
#1,2,3.
I enclose DOE HREX document discussing radiological warfare
exampled by the spreading of product from nuclear reactor on the
ground as proof of the type of activities from SSFL/ETEC which
should have been documented but more than half a century's worth
of necessary documentation/data from sites' longterm activities
does not exist. It is an open field laboratory designed by
Werhner Von Braun and I am aware of his ties as he was known as
the Nazi Rocket Scientist, as well as heralded as Adolph Hitler's
"Secret Weapon", until Von Braun surrendered to the
Americans during WWII when he came to live in United States as
POW, employed by DOE/DOD. I do not give my permission or approval
to DOE Alternatives #1,2,3, for SSFL/ETEC Alternative Cleanup
Proposals #1,2,3, and I do not give my permission or approval to
accept the DOE Alternatives which allow the killing of any member
of the future community as a direct result of inadequate cleanup
of radiological/toxic facilities, and I close in memory of all my
friends who have died as a direct result of having been exposed
against their will and without their knowlege, to the
contaminants from the SSFL/ETEC site, as well as in prayers of
healings for my friends now battling cancers and diseases
directly related to SSFL/ETEC contamination .

halogenated solvent used at SSFL (project no.313150001, Ogden
Environmental.,Inc.)
One cup of trichloroethylene (TCE)contaminates six million
gallons of water. One gallon TCE contaminates more than 96
million gallons of water. Trichloroethylene
was used as a cleaning solvent at Rocketdyne, (now Boeing), where
it and other hazardous radioactive and non-radiactive toxic
substances and other hazardous materials and wastes have seeped
into the soil for years.

The original,
experimental, nuclear facilities on site at Rocketdyne, were in
fact a nuclear power plant which provided electrical power to
thousands of homes.
One thousand
megawatts provides power to 1.1 million homes. Each one of the
nuclear reactors at Rocketdyne provided one megawatt of power
with the exception of the sodium reactor (SRE) which provided 20
megawatts of power, enough power to provide electricity for
thousands of homes in an open field lab with no containment of
resultant radiation to the area. The amount
of toxic radioactivity and fallout released to the area from
nuclear and rocket/missile fuels remains unknown as Rocketdyne
remained unmonitored
for over fifty years.
Record keeping of many of the rocket/missile testing and use of
carcinogenic fuels do not exist.
Tests were conducted for the ARMY and AIR FORCE by
Rocketdyne for such missiles as Redstone, Minuteman, and
Peacekeeper. These missiles are nuclear missiles and are not part
of the space program. They are in fact, thermo-nuclear weapons
which are integral to Missilier activities.
Minuteman missiles contain three cylinders, and each cylinder
contains one thermo-nuclear warhead, totalling three
thermo-nuclear warheads for each Minuteman. The Peacekeeper
missile is also known as The One Hundred City Bomb: Peacekeepers
contain ten cylinders, each of which contains ten thermo-nuclear
warheads totalling one hundred thermo-nuclear weapons, thus the
named identity of One Hundred City Bomb.
Much fuel was used during the testing of these
missile engines which contributed multiple carcinogens to the
air, water, and soil in the contaminated area, consisting of an
open field lab and surrounding hills.
More than one
million gallons of trichloroethylene ,(TCE), was used to degrease
and clean engines and parts ecetera at the Rocketdyne Field
Lab,(SSFL), for 30 years, (1954-1983). Engines
were flushed with TCE and more than one half
of one million gallons of trichloroethylene
seeped from the soil to the groundwater beneath the lab, and the
Agency For Toxic Disease Registry,(ATSDR), has expressed concern
regarding potential deep fracture flow of this highly toxic
contaminant discovered at the groundwater level. (One
cup of TCE equals six million gallons of contaminated water. (One
gallon of trichloroethylene contaminates more than 96 million
gallons of water, multiplied by a minimum of 500,000 gallons of
TCE, as more than one million gallons of trichloroethylene were
used during the 30 year period, begining 1954 throughout 1983.
Rocketdyne officials state that half a million gallons of the
solvent were lost to the soil during the flushing process.
Studies have shown that trichloroethylene causes
brain and liver cancers and brain and liver disease as well as
nerve, kidney, heart, and immune system damage. TCE can cause
coma, death, and impair and damage fetal developement.
Due to the fact that Rocketdyne rountinely used TCE to flush
engines and test stands, the toxins washed into soil and
groundwater, consequently, the State Of California water
regulators required SSFL to recycle it in 1961.
Billions of gallons of water contaminated by TCE and other
contaminants and radionuclides, must be pumped and treated at the
Rocketdyne SSFL during it's cleanup which will continue beyond
the year 2006, according to Boeing spokesman Dan Beck.
Water from one of
the holding ponds at the Santa Susana Field Lab was used to
extinguish the Bell Canyon, Parker, Ahmanson, and Sage ranches,
11 June, 2000. What the contamination level of this water that
was used during the fire remains unknown.

Award of the Distinguished Service Cross. By direction of the
President, under the provisions of AR 600-45, 22 September 1943,
as amended, and under authority contained in Circular No. 32,
Headquarters European Theater of Operations, United States Army,
20 March 1944,as amended, the Distinguished Service Cross is
awarded to: *Captain WILLIAM C. FELKINS, JR.
*Captain WILLIAM C. FELKINS, JR., 387th Field Artillery
Battalion, United States Army, for extraordinary heroism in
action against the enemy on 31 October 1944 and 1 November 1944,
in Holland.
Captain FELKINS, displaying great personal courage, voluntarily
led a patrol across a river and into dangerous enemy territory to
drive off hostile troops and tanks which had taken a heavy toll
of an isolated infantry battalion. He personally adjusted a
devastating artillery concentration upon the enemy positions
which killed many Germans and forced the withdrawal of several
tanks. As the artillery fire lifted, Captain FELKINS, with
complete disregard for his own personal safety, advanced far
ahead of the patrol while subjected to intense machine gun fire.
As he prepared to lead a charge upon the enemy, he was fatally
wounded. Captain FELKINS' heroic actions resulted in the safe
withdrawal of 120 men, many of whom were severely wounded, and
enabled two companies to maintain their critical position until
the main bridgehead was later established. Captain Felkins
entered military service from Alabama.
