Usually, creating a game involves subclassing and extending the core framework so that it reacts to input from players (though Jabber messaging, RPC requests, or the SVG interface), and responds by advancing the game state (if appropriate) and then sending updates or other responses (including error messages) to clients (though messages, RPC, or SVG function calls). A good module framwork will supply an API to make all of these communication hooks easy to grab; writing the "meat" of them is the real challenge facing the module writer.
Generally speaking, this framework is written in the same language as the GameServer that will run the modules that it creates. However, through web-service technologies like SOAP, one can easily imagine a GameServer with the ability to instantiate game modules defined in any language.
