It would help a lot if you have watched the PV. Basically the PV is about Dir en grey being in a mental institute and kaoru is the narrator of this song.

He is dying, fast, and cannot even remember the girl who faithfully visits him all the time. She cries hard for him but he is unmoved.

Yet her smell triggers off his memory a little, but not enough. He thinks that he is the only one dying in there but according to the PV I think the rest of DEG dies with him. I really don't know what flower he's staring at though.

It seems very windy right? The sakuras were trembling in the wind and now they have dropped off and are blown and scattered.

Trust me, he's dying. But still the girl carries on looking after him.

All he seems to know is that he's dying and the cherry blossoms outside his window. Perhaps he has recalled her, the "single precious person", but the reality of his imminent death is more important. His little will includes wanting to be buried at the sakura tree...

He appreciates her, but room 304, his room, most probably, transports him silently, to? The nether world I suppose. "Forgetting you twice". Did a amnesia-causing accident occur to land him in a mental institute?

He's dead. "Sway in the wind with the cherry blossoms", signifies that he is like a spirit among the sakuras, remembering her love for him.

He flutters and flutters...
