CLUB BY-LAWS
ARTICLE 1
~ NAME
The name of this organization shall be Lake Wildwood
Women’s Golf Club (LWWGC), a member club of the Women’s Golf Association of
Northern California (WGANC)
ARTICLE
11 ~ PURPOSE
The
purposes of the club are:
1. To encourage
camaraderie between the Women of LWWGC and to promote interest and active
participation in the game of golf.
2. To conduct
tournaments within the Club.
3. To cooperate
with other clubs in furthering tournament competition in accordance with the
By-Laws of WGANC.
ARTICLE III ~ MEMBERSHIP
1. Any woman
member of the LWW Association who is in good standing is eligible for
membership by paying the annual dues as set down by the LWWGC. In case of multiple ownership of a lot, no
more that two (2) adult women in good standing per lot are eligible for
membership.
2. Each member
is entitled to one vote or may vote an absentee vote.
3. There shall
be five classifications of membership in the LWWGC.
a. Regular
Competitive Member: To become a competitive member, an applicant must have
a current USGA GHIN handicap index. The
competitive member must pay LWWGC dues, including tournament fund. She is eligible to compete in all LWWGC
tournaments and social events. New
applicants without established USGA handicaps must submit 20 attested scores to
establish an initial handicap and may not compete in tournament play until
their handicap is established.
Multi-Membership
Competitive: A Regular Competitive
member, who belongs to another WGANC club in addition to LWWGC, having all the
privileges of a Regular Competitive Member.

c. Associate
Member: To become an Associate member, she must pay LWWGC dues, minus
Tournament Fees. She is eligible to
compete in WGANC tournaments, open days and in the Invitational. She is also eligible to attend all LWWGC
social events. Only a competitive
member is eligible to become an Associate Member. She can at any time, upon paying the required fees, become a
Competitive Member again.
d. Multi-Member
Associate: An Associate member who is a member of another WGANC club in
addition to LWWGC having all the privileges of an Associate Member. See Section (c ).
e. Courtesy
Class: The purpose of this additional classification is to provide handicap
service only for any woman who is fully paid as a LWW Association Member. WGANC
computerized handicapping requirements are the following; a minimum of five
cards on scores made in 18 hole rounds, i.e., front and back. Courtesy Class members will be required to
pay WGANC computer service and an administrative fee to the LWWGC. Reserved starting times are for competitive
members only.

IV ~ DUES

Existing Club Members: Wishing to
renew their membership shall remit the annual Club dues and annual Northern
Association dues payable to the Treasurer by November 1 and be delinquent
November 15.
New Club Members: Wishing to
join with the new calendar year will also remit the above mentioned annual
dues. New members joining the Club
after January of the calendar year will pay prorated Club dues and annual
Northern Association dues.
Note: Prorated Club dues may not be used for
extended periods of absence. A member
may not resign and reinstate membership due to extended periods of absence.
ARTICLE V
~ MEETINGS
1. General
membership meetings will be held every month unless otherwise notified. The Executive Committee will be called to
meetings at the discretion of the Captain.
Additional meetings may be called at the discretion of the Captain and
the Executive Committee with prior notification.
2. A quorum to
transact business shall be 10% of the general membership.
ARTICLE
VI ~ NOMINATION AND ELECTION OF OFFICERS
1. The
Nominating Committee shall consist of five (5) members, one (the chairman) to
be appointed by the Executive Committee and four (4) to be nominated and elected by the general membership at the August
meeting for the following year.
A report shall be made by this committee at the September meeting and
the slate of candidates must be posted on the Club Bulletin Board until the
October General Meeting, at which time an election will be held.
2. It shall be
the duty of the presiding Captain to inform the membership that it is in order
to nominate from the floor before a ballot is taken, providing the permission
of the nominee has been obtained. If
there is more than one candidate for any office, a secret ballot must be
taken. A majority of the votes cast
shall elect a nominee.
ARTICLE
VII ~ ELECTIVE OFFICERS AND THEIR DUTIES

The
Officers of the LWWGC shall be elected at the October general meeting and shall
serve from January 1st through December 31st.
The
elected officers shall be: Captain, Co-Captain, Secretary, Treasurer, Handicap
Chairperson, Tournament Chairperson, Rules Chairperson and Membership Chairperson. The elective officers and the Committee
Chairpersons shall constitute the Executive Committee. The Committee Chairpersons will have no
vote. The Executive Committee will
direct the policies of this Club. The
immediate past Captain will act as an ex-officio member of the Executive
Committee but will not have a vote.
CAPTAIN: The Captain shall be officially in charge at all
regular and special business meetings of the Club and Executive Committee. She shall have the power to call General Membership
meetings and Executive Committee meetings.
She shall act as an ex-officio member on all committees. It shall be her duty to attend, or appoint a
suitable representative to attend the necessary out-of-town meetings held by
WGANC. It will be her duty to represent
the LWWGC on the LWW Association Golf Committee. Immediately upon assuming the office, she shall work with the Executive
Committee and appointed Chairpersons to establish the budget. She shall appoint, subject to the approval
of the Executive Committee, such committees, as she may deem necessary to
further the purposes of the Club. It
shall be her duty to send special notices from time to time to the members
according to the policy of the Club or by direction of the Executive
Committee. She shall handle all
correspondence in regard to the business of the Club. She shall, with the approval of the Executive Committee appoint
the following chairpersons:
1. Hospitality Chairperson: She
shall be responsible for food, arrangements of tables, decoration (if any),
etc. for the golf events according to the direction of the Executive
Committee. If requested, she shall work
in conjunction with the chairpersons of any golf event.
2. Publicity Chairperson: She shall
keep the appropriate local publication (s) posted, according to their
publication schedule, about club tournament results, upcoming events and
information pertinent to the Club and its members.
3. Historian: She shall take photos
at lunch meetings and important club events.
She shall maintain a Club photo/scrapbook containing pictures and
clippings of news items of interest regarding members of the Club. She shall post a picture of the current
year’s captain in the locker room with a nameplate below it.
4. Sunshine Chairperson: She shall
be concerned with the welfare of the membership and at such times as necessary,
send appropriate correspondence, flowers, or gifts as directed by the Executive
Board. A record of correspondence shall
be kept to include name, date and reason.
The chairperson shall also be responsible for arranging the annual
Christmas Luncheon charity drive as approved by the Executive Board.
5. Trophy Chairperson: She shall
maintain the most current information on the trophy plaques. She will work with the Tournament
Chairperson. The major awards to be
engraved annually are: President’s Cup, Hole-In-One, Club Champion/Runner-Up,
Senior Club Champion, Captain’s Trophy and Queen Bee.
6. Team Play Captain: She shall be
responsible for coordinating our inter-club Team Play, including attending
inter-club Team Play meetings, selection of team play members, collection and
payment of team play monies, etc. She
shall attend each Team Play event as scheduled or send a delegate to represent
her.
7. Open Day Coordinator: She shall
be responsible for posting notices of all Open Day Invitations and for sending
the Open Day Pre-entry forms to the Director in charge. She shall notify the participants of
acceptance to the event and provide any related information.
8. Bulletin Board & Locker Room Chairperson:
Keep locker room neat and organized.
She shall be responsible for the locker room supplies, such as hair
spray, creams, pins, towels, hygienic supplies and other necessities. She shall update the Bulletin Board as she
chooses.
9. Junior Golf Chairperson: She
shall take an active role in encouraging and promoting interest in the game of
golf to our junior golfers. She will
assist in obtaining a handicap for any junior girl that plays eighteen (18)
holes of golf (WGANC provides at no cost).
She will see that they become honorary members of our Ladies 18 Hole
Club. They will be included in the
club’s annual roster and allowed to play with the Ladies 18 Hole club on
Thursday. She will introduce them to
WGANC Open Days and promote their active participation in the Junior Golf Day
at Petaluma. To be eligible, the junior
golfer must be a member of a family that is a property owner in good standing.
10. Invitational Chairperson: She
shall head a committee to be responsible for all aspects of the Annual Club
Invitational Tournament, including theme, decorations, tournament format,
pairings, food, entertainment, side contest and budget. She shall provide a summary of the event
within 60 days of the conclusion. Said
summary shall include details such as what worked, what didn’t and
recommendations for any future Invitational.
The report shall also include a full budget summary.
11. WGANC Ambassador: She will be the general communication
conduit between WGANC and the Club’s Executive Board. She will assist in promoting participation in WGANC Open Days and
Tournaments.
12. WGANC Delegate: The Delegate (or her alternate) is the
official representative of the LWWGC at the WGANC Annual Meeting. She is the only representative from our Club
authorized to vote on official business conducted at the WGANC Annual Meeting.
CO-CAPTAIN: The Co-Captain shall act as assistant to the
Captain, assuming her duties in the event of her absence. In the fall, she shall be responsible for
publishing the annual club roster and tournament booklet, with the assistance
and approval of the Executive Committee.
She shall be responsible for organizing, facilitating and promoting
Bring-A-Friend to Play days, as well as the Christmas Dinner/Dance. She shall be responsible for the old and new
board celebration held in November. She
shall present the Captain’s gifts at the Christmas Luncheon.
SECRETARY: It shall be the duty of the Secretary to keep
accurate minutes of the Executive Committee meetings and all general
meetings. She shall e-mail or otherwise
deliver copies of the Executive Committee meeting minutes to all Committee
members for review and approval. She
shall post a copy of the monthly General Membership meeting minutes in the
locker room immediately following each General Membership meeting. She shall be responsible for all Club
correspondence at the direction of the Captain or Executive Committee.
TREASURER: Upon taking office, the Treasurer shall establish
the Club’s bank account with a signature card requiring three signatures: that
of the Captain, Co-Captain, and the Treasurer.
She shall also establish the Invitational account with a signature card
requiring three signatures: that of the Captain, Co-Captain and the
Invitational Chairperson. Checks drawn
from either of these accounts requires any two of the above signatures
respectively. She shall collect all
dues from the Membership Chair; all monies collected by the committees;
maintain current and accurate account records; authorize payment for all duly
authorized bills; and turn over an accurate and detailed financial statement to
the Club at the end of her term of office.
The end of the year records will be audited by the Auditing Committee
appointed by the Executive Committee.
The Treasurer will attend the monthly Board and General meetings to
present a status of the Club’s accounts and post the monthly budget report in
the locker room.
HANDICAP CHAIRPERSON: It shall be the duty of the Handicap Chairperson to
keep all records of handicaps up to date and to keep the handicaps posted on
the bulletin board. She shall provide a
list of members and their handicaps for the Northern Association and report to
the Club any changes according to the Northern rules regarding handicaps. She shall maintain handicaps in accordance
with the rules of WGANC. She must
handicap, upon request, a member of the LWW Association, and a non-member of
LWWGC, upon receiving payment for the WGANC handicap fee and handling charges.
TOURNAMENT CHAIRPERSON: The Tournament Chair shall organize all tournaments,
except the Invitational, Open Day and Bring A Friend to Play days. All tournaments will be governed by the
Executive Committee. She shall maintain
an accurate record of all tournaments, tournament rules and amounts of prizes
awarded. She shall post on the bulletin
board each month, a calendar of events for the current month as well as keep
all special events posted in advance.
She shall work with the Rules Chairman for advice on tournament
rules. She shall inform the Captain of
all committee meetings. She shall
communicate with Publicity to publish all tournament results. She shall have the authority to appoint a
Tournament Committee, to be chaired by her and to consist of at least six
additional members to assist her in all phases necessary to conduct successful
tournament play.
RULES CHAIRPERSON: The Rules Committee shall consist of three members:
The Rules Chairperson, the Golf Professional, and one additional member, who shall
be appointed by the chairperson with the approval of the Executive
Committee. It shall be the duty of the
Rules Chairperson and her committee to render decisions in regard to rules,
using the USGA Rules Book and local rules for confirmation. She shall post new rules on the Club
bulletin board and at the General Membership meetings, and explain rules that
will affect the Club. She shall also
act as advisor to the Tournament Chairperson regarding rules of tournament
play.
MEMBERSHIP CHAIRPERSON: She shall take applications from prospective members,
and coordinate the processing of applications between the Captain, Treasurer,
Handicap Chairperson and Tournament Chairperson. She shall keep the Captain, Secretary, Handicap Chairperson,
Tournament Chairperson and Treasurer aware of members whose dues are
delinquent. She shall greet all new
members and acquaint them with the procedures of the Club, introduce them to
the members and furnish them with copies of LWWGC Bylaws and current annual
roster. She will prepare and mail
Annual Dues letter, update annual membership information for the roster and
provide dues revenue to the Treasurer for deposit.
Note: All Committee and Board Chairs shall have
the authority to appoint an assistant(s) or co-chair.
ARTICLE
VIII ~ VACANCIES
Vacancies
occurring on the Executive Committee shall be filled by a majority vote of the
Executive Committee.
ARTICLE
IX ~ ELIGIBILITY
1. New members
joining the LWWGC with an established, verified handicap shall use that
handicap until the required number of scores are in the hands of the
Handicapper. Members without a verified
handicap may not compete in tournament play until their handicap is established.
2. To qualify
for the Club Championship Tournament, a member must have played in six (6)
organized club play days with the group within a rolling twelve (12) months
prior to the month of the tournament. (Amended 11/05)
ARTICLE
X~ PARLIAMENTARY LAW
Rules
contained in Robert’s Rules of Order shall govern all questions not specified
in the By-Laws.
ARTICLE
XI ~ AMENDMENTS
Amendments
to these Bylaws shall be presented in writing to be read at a general meeting
and then posted for two weeks prior to the following general meeting. A majority vote will amend the By-Laws.
USGA
EQUITABLE STROKE CONTROL (ESC)
This
procedure eliminates unrealistically high scores. It sets a maximum score that a player can post on any hole
depending on player’s Course Handicap.
The
following table will be used to set the maximum score for posting purposes.
