INTEGRATED DEVELOPMENT STRATEGIES: HERITAGE AS A RESOURCE FOR ECONOMIC DEVELOPMENT

 

 

CHAPTER I: ABSTRACT
 
The crowning glory of a nation is its culture and for most of the developing countries cultural creations, however expressed, will play an ever-increasing role in the development. Based on the fact that it is the only one that binds the nation, it is the source of identification and well being. A good conceptual grounding and conceptual competencies need to be put into practice and thus enabling the use of heritage as a capital that gives rise to economic growth and creation of employment opportunities.
 
This literature intends to provide a framework for organizing the various approaches to integrated planning based on the principle of sustainable development. The conceptual framework derived from the analysis herein, illustrates the importance of linkages between various planning levels and management strategies, its supporting tools and techniques in implementation.

DEFINITION OF TERMS
 
Cultural Diversity- The Article 1 of UNESCO’s Universal Declaration on Cultural Diversity defines it as a diversity that is embodied in the uniqueness and plurality of the identities of the groups and societies, which is making up the humankind. For the sake of defining here on a flimsy way, cultural diversity is a source of exchange, innovation and creativity just like biodiversity is for nature. In this sense, it is the common heritage of mankind and should be recognised and affirmed for the benefit of present and future generations.
 
Cultural Capital- The notion of capital beyond its (economic) terms, which emphasizes material, exchanges, to include “immaterial” and non-economic forms of capital, specifically cultural and symbolic capital. (Bourdieu, [Hayes 2003]). Bourdieu explains how the different types of capital can be acquired, exchanged, and converted into other forms. Because the structure and distribution of capital also represent the inherent structure of the social world, He argues that an understanding of the multiple forms of capital will help elucidate the structure and functioning of the social world.
 
Externalities- An external effect, or externality, occurs when the production or consumption decision of one agent affects the utility of another agent in an unintended way, and no compensation is made by the producer of the external effect to the affected party.

 

Sustainability- Development that meets the needs of the present without compromising the ability of future generations to meet their own needs.
 
Sustainable Development- encompasses economic growth, environmental protection/enhancement, and social inclusion. This concept lies at the heart of the strategy. The aim is to improve competitiveness and encourage economic growth, at the same time as protecting and enhancing its diverse environment, using resources prudently, tackling the causes of social exclusion, and recognising the needs and contribution of everyone.
 
World Heritage- The World Heritage Convention defined, "cultural heritage" as a monument, group of buildings or site of historical, aesthetic, archaeological, scientific, ethnological or anthropological value while "Natural heritage" designates outstanding physical, biological, and geological features; habitats of threatened plants or animal species and areas of value on scientific or aesthetic grounds or from the point of view of conservation.
 
Cultural District (1) - Borrowing the words from the “Italian” economists, geographers and sociologists, focus was given on the “territory” and “local” the endogenous factors of development and the socio-cultural features as the keys of its dynamism. The district composed of sets of individual activities or establishments that form a network. The territorial dimension of productive organisations also defined, as the “industrial district” is a conglomeration of small medium-sized companies bound by competition and cooperation leading to a cost-reduction in the local market.
