11 V 11 ADULT SOCCER LEAGUE

 

Divisions:                     Men’s Open, Women’s Open Age, Over 30 Men, Over 40 Men,

                                    COED OPEN, COED Over 35 Man-Over 30 Women

Days:                            Mondays, Tuesdays, Wednesdays and Thursdays

Dates:                          The league is year round, please call 253-5875 for current registration date.

Times:                          Games start times between 6 and 9:00 PM

Field Location:            Leavitt-Jaycee Park at 2100 E.St. Louis (Sahara/Eastern) and Ed Fountain Park

                                       At Vegas Drive and Decatur.

League Fees:               $400 per team plus $250 for officials’ fee for 9-10 games. Additional games $25.                                         

Late Registration Fee: $75 after registration deadline (call for current registration date).

Game length:               Two 30-minute halves with 5-minute halftime interval.

 

LEAGUE GOVERNING RULES

 

1.       FIFA rules with the following modified changes

2.       Teams must setup and take down soccer nets on their respective goal. Find nets and ladders at the goals closest to entrance. The 1st teams to play set nets up, the last teams to play take nets down and place them in the provided net bag and carry back with the ladder to the goal closest to the entance gate for pick up by league officials. $30 fine will be assessed to teams that fail to take net down and said fine is due prior the begin of their next game.

3.       Before Game Team manager must present team-line up card to the referee and each player must present current league player’s pass to referee check-in prior starting game or entering the field.

4.       All players must wear protective shin guards, mandatory as per FIFA rules.

5.       No Slide Tackles to the ball under any circumstances.

6.       Minimum 7 players per team to start the Game. For COED Divisions Min. 3 Men, Min.3 Women plus a goalkeeper of either genders. Maximum. Number of males on the field is 5, not including goalkeeper, more women are allowed if short on men.  Each Team Roster is allow to carry a maximum of 20 Players.

7.       In COED, A female, when on the attacking end must take all the free kicks and all male players, teammates of the kickers, must stay away from the ball at least 10 yards when a female is taking a free kick in the attacking side of the field. PENALTY KICKS are taken by a Female If Goalkeeper is a Female. If Goalkeeper is Male Both Male or Female can take the Kick. Corner Kicks, Throw-ins, Goal Kicks, Drop balls, Kick offs can be taken by any player.

8.       Unlimited Substitutions allowed only at any stoppage of play with the consent of the referee to enter and exit the field.

9.       Referee has last word on all calls (no protest will be allowed).

10.   Age Divisions Definitions are as follows:

·         Men’s Open, Women Open and COED Open: Players must be over 18 years old.

·         COED Over 35 Man - Over 30 Women: Men must to be Over 35 years old and Women Over 30 years Old, each team is allowed to have 5 Women under 30 years of age and One Men Between 33 and 35 years old.

·         Over 30 Men: Must be over 30 years old and each team is allow 5 mens over 25 years old.

·         Over 40 Men:  Must be over 40 years old and each team is allow 5 mens over 35 years old.

11.   Only players listed on the original team roster are permitted to play. Failure to due so will result in that games forfeit. The league director must approve any additions or deletions to the roster but no additions will be allowed after the beginning of the last league game of the season. $20 player’s registration will be required for any addition after team’s 3rd game of league play. Teams can challenge two players per game. Players may be asked to provide picture identification at any time.

12.   Any player who plays under an assumed name or misrepresents their eligibility status will be removed from the league and all games participated shall be forfeited.

13.   Any un-sportsman like conduct may result in suspension at the discretion of the league director.

14.   Franco the League Director will govern all rules not covered.

LAS VEGAS SOCCER LEAGUE GUIDELINE OF THE STANDARD DISCIPLINARY MEASURES ADOPTED.

 

The following are the Standard disciplinary  measures used in the Las Vegas Soccer League:

 

Receiving Two Cautions (Yellow Cards) in the same game = 1 game suspension.

Preventing an obvious scoring opportunity to an opponent = 1 game suspension.

Misconduct = 1 game suspension. Minimum 2 games for persisting Misconcodut after a red card is shown.

Serious foul play = Minimum 1 game suspension.

Violent Conduct = Minimum 3 games suspension to life.

Foul and Abusive Language to an opponent = Minimum 1 to 3 games suspension to 3 months.

Foul and Abusive Language to an official = Minimum 3 games suspension to 6 months.

Assault or Threaten to assault an official = Minimum 3 months to Life.

 

The above standard sanctions are for 1st time offenses. 2nd and/or 3rd time offenses are subject to increase the duration of the suspension depending on the type of infractions committed. Players and teams they could be placed on probation and are subject to permanent suspension depending on the seriousness of the incidents and infractions committed.

 

If a player(s) that has been suspended is found playing for whatever reason during his suspension period the team that he is playing for will forfeit that game plus an additional 3 points penalty will be deducted from that team season standings and in addition the player caught will receive an additional two games suspension added to the original sanctions previously assessed. Repeated similar violations will also constitute probation and/or suspension to the team for which that player(s) is signed up with at the time the infraction occurred.

 

Disrupting, interfering, obstructing, preventing and disobeying the procedures, rules and guidelines of the league whether on the field or out the field, during a game or after a game or at any other times it is subject to disciplinary actions to that player, person, manager, team that has infringed and violated the normal course of the league standards in any form and sanctions from 1 week to 1 year suspensions may be imposed at the discretion of the league official depending on the seriousness of the offense and as he deem necessary and appropriate.

APPEALS

All disciplinary measures sanctioned they can be appealed to the league. An appeal submission fee of $50 per incident and occurrence is required with a written statement requesting the appeal with a general description of the incident in detail and a list of witnesses that will attend the hearing and their contact information must be submitted. The League will set a place, time and a Disciplinary Board of at least 3 persons that have no interest in the division of the team requesting the appeal and/or the league overall and totally unbiased for which they will hear the case at the hearing set and listen and review all witnesses, statements and reports regarding the incident(s) and at conclusion they will decide whether to reduce, increase or let alone the verdict original imposed by the League.

EARLY TERMINATIONS

In the event a game is terminated early due to the fault of player(s) of one team, the team of that player will lose the game at least 1-0 or if the score was greater at the time the game was terminated. In the event a game is terminated early due to the fault of player(s) of both teams the game will result in a double forfeit or after review of reports from the referees and witnesses not belonging to either teams the score will stay the same as it was at the time the game was terminated upon the discretion of the league committee. More sanctions may be imposed depending on the seriousness of the incident and teams are subject to probation and/or suspension.

FEES

All fees paid to the league and officials are non-refundable after the 1st game of the league is played and season schedule already draft. A team that fails to present themselves for 3 consecutive games in the programmed schedule will be removed completely from the league and all games shall be forfeited.

GAME CLOCK and FORFEITS

If teams are not ready by kick off time the referee will wait 10 minutes before starting the clock.

Teams have 15 minutes after kick off time to be ready to play. If not ready to play with a minimum of 7 Players, in Coed Divisions Minimum 3 Women and Minimum 3 Men’s Plus Goalkeeper (either sex), the game will result in forfeit. For 6:15 PM Only Games a forfeit is declared at 6:40 PM.
