Introduction

The GEF secretariat works functionally independent from its three implementing agencies, the UN Development Programme, the UN Environment Programme and the World Bank.It provides grants and funding to recipient countries for projects and programmes that protect the global environment and promote sustainable economic growth.


Major Objectives

The GEF basically supports projects which are beneficial for the environment in one of the following areas:

EXPAND.GIF (860 bytes) biological diversity

EXPAND.GIF (860 bytes) international waters

EXPAND.GIF (860 bytes) stratospheric ozone

EXPAND.GIF (860 bytes) Projects strongly related to the above areas concerning land degradation, primarily           desertification and deforestation are also eligible for funding


Who is eligible to apply for funding

to be eligible to apply for grant and funding the country needs to be a party to the Climate Change Convention or the Convention of Biological Diversity.

The following entities are eligible to apply and submit a concept paper to execute a medium-sized project:


Project Finance

the Climate Change Convention or the Convention on Biological Diversity are eligible to provide financial assistance to participating countries through their financial mechanism.

through a country programme the participants might be able to borrow money from the World Bank or receive technical assistance grants from UNDP.

Note:

EXPAND.GIF (860 bytes)Medium-sized projects should not fund a series of smaller, related and/or complementary projects instead of one larger project.

EXPAND.GIF (860 bytes)Medium-sized projects are not allowed to exceed financing beyond US$25,000.

EXPAND.GIF (860 bytes)Medium-sized projects with co-financing are mor likely to be approved than projects with minimal or no co-financing.

EXPAND.GIF (860 bytes)Grants should be spent on expenditure necessary to carry out in-country activities, this may also include provisions for project-related administrative costs

EXPAND.GIF (860 bytes)Funds should not be spent for the executing agency's general administrative overhead.

EXPAND.GIF (860 bytes)The GEF will not provide budgetary financing for the staff or activities of international organizations or other internationalbodies

 


Preparation of the proposal

All projects are in accordance with the operational program. The operational program is a conceptual and planning framework for the design and implementation of a set of projects to achieve a global environmental objective in a particular area.

The GEF defined 10 operational programmes:

1. Biodiversity

1.1. Arid and semi-arid ecosystems

1.2. Coastal, marine and freshwater ecosystems (including wetlands)

1.3. Forest ecosystems

1.4. Mountain ecosystems

2. Climate Change

2.1. Removing barriers to energy conservation and evergy efficiency

2.2. Promoting the adoption of renewable energy by removing barriers and reducng implementation costs

2.3. Reducing the long-term costs of low greenhouse gasemitting energy technologies

3. International Waters

3.1. Waterbody-based program

3.2. Integrated land and water multiple focal area

3.3. Contaminant-based program

Where to submit your proposal

The project proposers should submit their concept papers to

  • the country offices of UNDP
  • Headquarters of UNDP
  • regional and outposted offices of UNEP
  • headquarters of UNEPheadquarters of World Bank
