THE HITLER-NASSERISM AND THE IMPOSSIBLE NEGOCIATION

 

LIBERATION. In 1917 the allies won the First Great War and they rescued of the hands of Turkey (Ottoman Empire) great extensions of territories that was incorporating since at least the Fall of Constantinople in 1453. Those territories included part of Balkans, Greece, Mesopotamia and Palestine. This last one was under Turkish domain since 1517. With free Palestine, governed soon afterwards by the Great-Britain, through mandate of the League of the Nations, Jews of several parts of the world were motivated to migrate for the area, buying lands and increasing the contingent of Jewish families that already lived there.

RETALIATION. In little time the great reaction to that consequence of the allied victory was made to notice, with the installation of Hitler's government in Germany, in 1933. The Austrian Hitler, whose childhood received indoctrination of certain old Catholic bias stating that "the Jews killed Jesus Christ", he grew feeding in himself a reckless anti-Jewish fanaticism. From 1933 to 1945, that mental deformation produced the most brutal persecution that the Jews ever suffered in the whole history. The Palestine Civil War and the Spanish Civil War, from 1936 to 1939, were both inspired by the Hitlerism. After Hitler's death in 1945 and the officialization of the State of Israel in the territory of Palestine in 1948, the representations of the Arabian-Palestinian populations refused to divide the area and to make official an Arabian-Palestinian State beside a Jewish State. On that same year, a war of great proportions had room, with the objective of eliminating the State of Israel. As result, Jordan started to dominate the Arab portion of the territory to the east of Jerusalem and Egypt started to dominate the Strip of Gaza.

DISCIPLE. In 1967, a bold follower of the Hitlerist politics of extermination, Gamal Abdel Nasser, Egyptian president, that welcomed in Cairo the Nazi criminal Aribert Heim, Doctor Death, convinced the governments of Syria and Jordan to resume the fight to suppress Israel of the map. After the nationalization by Egypt of the Channel of Suez and the consequent blockade of the access of Israel to the Red Sea via the south, the Israeli armed forces decided to answer to the lunges of Nasser and after a month of fence the Six Days' War had beginning, with the general Moshe Dayan as the commander of the army. The result was the incorporation by Israel of the oriental portion of the city of Jerusalem and of the territories of West Bank, the Hills of Golan and the Strip of Gaza. The area of Sinai, also conquered, it was returned to Egypt in its following government, a few years later. The Hitler-Nasserism, continuation of Hitler's politics for part of new religious fanatics, suffered a heavy defeat in 1967.

UNCONSCIOUS. The Hitler-Nasserism is a threat for Israel, but it represents threat still larger for Arab States, since the intended elimination of the State of Israel - efficient to herd deceived religious followers -, in case it will come to execute itself one day, it will simply mean the war declaration against all the Jews of the world, and that means war of the Islamism against all the western world. Besides, the Hitler-Nasserism is destroying little by little the positive image left by the Arab culture in the golden times of Baghdad, with the science of Al-Khowarismi and Al-Hazem, with the literature and the art of so many illustrious people. The fanatic attempt of restoring in the third millennium the medieval theocracy, no the science and the art, represents an unconscious politics of self-destruction. If they feel that only the western governments would offer resistance to their clerical war is because it was never possible to them to see that the Chinese government, which commands 20% of the inhabitants of the Earth and fight daily against theocracies, it already has a very defined side, which is not that of the religious fanatic. In a confrontation of world proportions, the western countries would count for a lot with the Chinese so many how the allies counted for a lot with the Russians in the Second Great War. That alliance doesn't depend on the instauration of the regime of civil freedoms in European molds and that change in China doesn't depend, as one have been thinking, of the destruction of its political system: the country can establish independent justice and freedom of expression without the western regime of many parties, since one guarantees the governance and the no-lifelongness of the rulers.

DISPROPORTIONATE. The answers of Israel to their enemies' systematic attacks have been much more violent than the received attacks because the Israeli government has clarity that the inverse situation would eliminate the country certainly, and that the balance doesn't exist in war. Such hard answers are lamented in the whole world and they get to create hate in the imprudent ones. But, once the international political forces didn't find a way for preventing the nutrition of the religious fanaticism nor of the increase of the warlike power of Israel, new conflicts has ever proceeded since that time. The problem is that, as Sun Tzu has alerted, for not exhausting the national treasure, the general owes, first, to avoid lingering war and, second, to forage the enemy. From the Arabian-Palestinian there is nothing to forage, while the extended war per decades weakens Israel.

ANTI-NEGOTIATOR. In 2005 Israel stopped occupying the territories of West Bank and of the Strip of Gaza, assisting to international demands, but that just opened space to do the religious fanatics arm themselves more and more and present themselves as victorious forces before the eyes of the local populations. The one that the international political forces, including the administration of the United Nations, didn't take into account is the fact that no negotiation model is functional when at least one of the two fighters in a dispute is dipped of religious fanaticism. The proposers of theocratic regimes should be heard - and also tolerated when they don't give themselves to the practice of murders or warlike actions -, but they should never be respected in their pretensions of governing. For safety of the nations, all of the theocratic governments should be substituted by laic governments and none new theocratic regime should be admitted, as well as president for life, same laic he should not be admitted, in any republic. To avoid the mortal threat of the theocratic regimes and for life presidencies, it should be the priority objective of the United Nations, starting from the present century. Or then UN will continue spending efforts in work of Sisifus.

GEOGRAPHY. In the specific case of the Arabian-Palestinian State, it seems very clear that he was not made official, at least until the beginning of 2009, because the geographical separation of the two territories, Gaza and West Bank, favors the political-doctrinary separation of the leaderships of the two areas. In Gaza, the theocratic fanaticism grew and solidified itself. Or that kind of leadership is neutralized, substituting it, or the Arabian-Palestinian State won't be configured. As Egypt didn't accept to receive again the territory of Gaza in 2005, and the National Palestine Authority doesn't have how defeating the fanatic, there are only two viable ways: (A) the UN governs Gaza permanently, through a governor-general and with peace troops, as international territory, or (B) two different Arabian-Palestinian States are formed, West Bank and Gaza, under imposition of the international political forces that there is not theocratic govern, that their constitutions are laic, guaranteeing freedom of religious faith without parties with religious names, and that is instituted automatic impeachment to any president or any premier whom commits action to characterize break of the separation religion-State. After a lot of decades, finally, the populations of Gaza, Israel and West Bank can enjoy an era of peace and progress, without the risk of repeating the war between Pakistan and Bangladesh. (The State of Vatican, that is not nation, of national children, but just a formal State under theocratic regime, it should have special status in the United Nations, abdicating of maintaining itself as an ordinary member.)

ADJECTIVE. To call the terrorists' religious fanatic lends to them a seriousness that they don't deserve to have, and still helps them to win followers, whom won't feel fanatic, but "terrorists", frightful ones of their supposed enemies.

THE WORLD GOVERNMENT'S NEW EINSTEIN PROJECT

 

Being known that the three motors of the history (of the human tragedy) are

(i) the for life government,
         (ii) the no-separation religion-State and
         (iii) the Versailles-Weimar Effect - chief of State installed in city without secular status of capital -,

facts easily verifiable, the Einstein Project (this is the version 5) is elaborated - of the idea of Albert Einstein of a world government's organization -, which several points of the four previous versions are improved in. The World government's Einstein Project requests these 10 items:

1. World president with office assumed in the UN at every January 1, and official residence in Washington-DC.
         2. Presidency by man in odd year and woman in even year, with shift of the five continents*.
         3. Premier (Secretary-General) said World-Premier, with four years mandate, not five years.
         4. Release of a scriptural currency, with worth of 1 dg of gold, to serve as parameter for contracts.
         5. Veto in the world government to: A) own body of armed forces, B) Constitution, C) printed money.
         6. Formation of the Scientific Council of the UN, an advisory organ with ten members scientists**.
         7. Establishment of mechanism for reception of vacant inheritances (50% for Unesco and Unicef).
         8. Campaign for the prohibition of: SHORT GUN (coward), distilled drink to largest than 21 years-old, theocracy.
         9. Treatment of lunatics to the fanatics (B. Russell) and installation of an international government in Gaza***.
         10. Only voice right in the UN, not of vote, to countries under for life government (more than ten years).

*The official presidential residence is in city that should possess the secular historical status of national capital, so that the terrible Versailles-Weimar Effect is avoided (it is enough to observe what happens to Myanmar, in Asia, and to Nigeria, in Africa, with their new capitals). One shouldn't, therefore, establish the Presidency in New York, that is not capital national secular, although in it one should maintain the Secretary-General. (But there are alternatives to Washington: Paris, for instance - before it loses the status, in 2100, if it be not the presidential capital of the European Union. In the case of deciding for Washington-DC, it will be necessary the approval of the USA's government.) It becomes illegitimate and usurper any World President whom is not ratified by the General Assembly of the UN, or that doesn't leave the office on January 1 of the following year after the exercised mandate. The Presidency is alternated among (1) North America, (2) Center-South America, (3) Middle East/Africa, (4) Asia/Oceania, (5) Europe. In every year, besides ratifying the next president, the General Assembly indicates, for the following year, what country, in the continent of the time, will indicate through its national parliament the person for the world presidency. (In the absence of that indication by the parliament, it is suitable, for default, the last constitutional president of this treated country that have vested his successor constitutionally or, in the case of constitutional monarchy, the own monarch.) The annual World President's residence in Washington SOLVES in one time both the problem of the war and the one of the economical instability in the several countries of the globe (that is scientific). At not having the presidency in the fixed capital, or to have it in capital without secular status, or, still, to have it in character of longevity, it is a thousand times preferable there not to be a world presidency.

**The ten basic sciences participate in the Scientific Council: Mathematics, Astronomy, Physics, Chemistry, Biology, Ethology, Psychology (clinic/didactic), Psycho-sociology (economics/ethnology/politics), Semiotics and Psycho-linguistic. Each one of the ten scientists representatives should be from a different country (never two scientists of a same country).

A Constitution of the UN is not promulgated, but just the "Law of Succession and Government". The world government's constant inspiration should be the book "Speech on the Voluntary Servitude", by Etienne De La Bo�tie (of 1548).

Arthur C. Clarke foresaw for the year of 2010 the world government's installation.

With a President of annual mandate and Premier of four-annual mandate (the Secretary-General, who should have mandate of four years without re-conduction starting from 2014 - refinement of the 'Einstein Project' for the UN), the countries members start to have an example to proceed and the citizens of the five great continents start to live a Regime of Civil Freedom sponsored by the central power of the world, constituted on that organ which the humanity took three millennia to build, the United Nations Organization. The maximum period of warranty of healthy relationship between boss and subordinates is of four years.

Republics under for life government are source of tragedies. They mean the talented individuals' death (Maiakovski Effect). The lifelongness is the preamble of the genocide, unless the ruler has very weak personality. Therefore the UN should remove the vote right to republics that are under for life presidencies or under presidents or first-ministers with more than ten years in the office (or to monarchies with for life first-ministers, or ones with more than ten years in the office - Vatican becomes considered monarchy, and its secretary of State, premier), as form of showing that there is a healthy way. (The laboratory of the Social Psychology has as report of the experiments the historiography.)

Among the condemned systems they should be, therefore: (A) the absolutist monarchy; (B) mandate of longevity (more than ten years), or for life, of presidents of countries or of first-ministers; (C) suspension of the Regime of Civil Freedom out of warlike imperative; (D) federation with presidentialism of direct election (contradiction); (E) residence of the chief of State in capital without historical status (Versailles-Weimar Effect), like Abuja. The UN should begin permanent campaign for the separation religion-state (the no-separation generates terrorism). Fanatics prefer to be called 'terrorists'. It's suitable to inform always the critics that negotiation models don't work before strugglers dipped of religious dogmas (whom look for building theocratic dictatorships).

***Qana-Golan. The State of Israel is formal creation of the UN, that, therefore, should protect it, and the most immediate way is the creation of the safety's belt: the area of the Golan and one more strip of 10 km of width to the south of Lebanon (5 km of Lebanon and 5 km of Israel) should become the International Strip of the Qana-Golan, managed by the UN through a governor-general, suitable for the UN itself, one at every year, of no-theocratic States of the neighborhood: Jordan, Iraq, Lebanon and Kuwait, being formed the embryo of a federation of those four States - J-I-L-K, with presidential capital in Beirut. If Syria turns a laic no-for life democracy, it also enters, forming the federation J-I-L-K-S. A great democratic federation neutralizes the insurgence. The Peace Army should build a great highway uniting Jordan to the sea Mediterranean, for having the control of the International Strip (that can receive the name of Strip of Al-Khowarismi, homage to the Arabic-Persian who invented the algebra). The UN should stop managing the territory when it gets a period of at least thirty years without wars or skirmishes in Middle East. Without that, Israel will continue reacting, in order to not repeating the destiny of Latin Kingdom of Jerusalem (1099-1187). The UN should urge Israel to place 1917 as the year of its liberation - having the Nazism as the first reaction to that fact -, and to consider 1948 as the year of the formalization of the State; in 2017 it is made the party of 100 years of the liberation.

Gaza. For having government's experience, not of an NGO, the UN needs to administer a territory, permanently. The suggestion is it be the Strip of Gaza. The UN, through Safety's Council, guarantees the formal creation of the State of the West Bank, sovereign, with the demand that the Strip of Gaza be transformed in international territory, under administration of the UN. The Strip of Gaza was taken of Egypt by Israel, that four decades later has 'restituted' it for the... Palestine National Authority. The result of that went a tragedy for the territory. The University of the UN should have an unit there. The children should learn at the school three languages since the six years of age: English, French and Arabic. Starting from the twelve years, and up to the seventeen, French is substituted by Latin. The Premier Secretary-General lives in New York and the Governor-general lives in Gaza, answering before to the Secretary-General. Or the UN governs Gaza, with the Peace Army, in a laic mode, either, by staying in the area, it only sanctions in that territory the nourishing of fanatics.

Remark. A configuration less revolutionary, and more feasible, for the installation of the world presidency is choosing country only for the years Zero and 5, keeping the four following years of the lustrum with four great federations of the Safety's Council: years 1 and 6 - China; years 2 and 7 - USA; years 3 and 8 - Russia; years 4 and 9 - European Union. The president of the year in focus lives in Washington, but he continues exercising the presidency of his country. In the years 4 and 9, the General Assembly chooses the country to exercise the presidency in the coming year, and the chief of State of that country lives in Washington during the whole year of mandate. This president of the years Zero and 5 should not be a president in last year of mandate in his country, nor president with nine years or more in the position. When choosing the country, the General Assembly should take into account this situation. Theocracies: the Vatican, State which isn't a nation, because it hasn't national children, it should have status of UN's special member, not of ordinary member, as the nations; so, no nation officially under theocratic regimen should be accept as a full member, because the theocratic dictatorship is the diving into the darkness of the death.

WHY THE VANTAGE OF THE CATHOLICISM IS NOT NOTICED

 

It is something very evident that, for the group of learned attitudes and cultivated precepts, the religion which degenerative diseases or criminal tendencies fewer happens in is the pure Catholicism, be Roman, be orthodox, i. e., the Catholicism without the spiritualists' psychophony and without the Pentecostalism of the charismatic ones. And in the whole world the treasure of the practice of the songs in Latin should be rescued, because the unhappy Pentecostal habit of giving to effusions 'in strange languages' it has been attracting the fragile Catholics, lacking of the religious use of a language that is not his speech of the day by day. The catechesis of the third millennium owes, therefore, to begin of those points: (1) formation of production cooperatives in the parochial communities, (2) persecution to the addictions, (3) exigency of explanatory reading, (4) intensive use of the great broadcastings and (5) practice of the songs in Latin.

THE TRIBUTARY REDUCTION

 

If there is tolerance with worn-out bad of the public resources, there won't be success in the fight for the reduction of the tax burden. PRIVILEGE. Occupants of certain positions abuse the prerogative of inventing expenses and creating increases of remunerations, since the presidency of the republic. Larger transparency in the planning of the actions is the sacred medicine against the nonsense.

NOMENCLATURE. The Russian term 'nomenklatura' designated the privileged layer of employees of the Soviet system. Let us call of 'high nomenclature' the swelling in the system of nominations for public positions of high wages in positions of trust, and of high wages in provision positions for contest.

AUCTION. The 'fixed' auction is the auction that is annulled in the justice by injunction of a losing contestant, who competes in the following edition and... wins. Algorithm: one who enters in the justice to annul the auction result is impeded of competing longer. Like this, only for high public spirit somebody will try to annul a result, and not for useless interests. For the end of the industry of preliminary, it is enough to institute that a preliminary is valid just if it is signed by two judges, of different districts, or of different tribunals, being excepted the Supreme Court.

WASTE. All the education of the youths should be addressed for the practice of the elimination of the waste, even in the simplest actions, as use of the pencil or of the snack. In the public service, don't liberate works whose relationship cost-benefit is hazy or have value very loud. Don't liberate works not to have a minimum warranty of continuity in subsequent administrations. The paradigm of the national waste is the cement that gets lost in the baseboard of the constructions. EXAMPLE. The bad example is always present when the rulers are unprepared and they are surrounded of advisers of the same level. The first type of bad example is the cynic use of the privileges. But, even when there is censorship in that field, the unqualified ruler can present bad example, case of the leaders who change the official residence for cities without courtly sustentation, like Weimar, Raven and Shanghai (it doesn't need to be for Versailles or Brasilia).

DILAPIDATION. Projects that the ruler gets to approve in the parliament seeking to the distribution of material goods, for poor or for rich, they represent the end of the hope of any tax rationality. Payments of immense amounts of interests are to sustain who should never sit down in ruler's chair. But the society has been tolerating and one doesn't have seen a way of clearing the voter's mind. For the entrepreneurs, it remains to scream always and every time with stronger voice, until one day the vector of the misconduct is reverted.

BRACKET. Beside the excessive burden, the second providence - the first is to demand 'reduction' instead of 'reform' - is to condemn without shyness the numeric illiteracy that it is behind the call 'progressive bracket'. The author of the law wants 20%, establishing that remedied given two houses and the rich also given two mansions. Now, a romantic deputy, semi-illiterate, demands that the richest is taxed in a larger bracket: 40%. Questioned by the wisest deputy on the reason of the difference, because the rich would have to give four immobile, and no two as the remedied, the semi-illiterate noticed the 'injustice' of his proposal and agreed with the taxation in two mansions. With romantic semi-illiterates, therefore, one should negotiate in terms of number of raw brown sugar, and not in terms of reasons, because that for them is an impenetrable concept.)

ANTICIPATION. The natural persons are taxed in Income-Tax always in an anticipated way, a lot of times collecting more than owe. In practice, they sustain the government's machine. For reducing the immense privilege of the legal entities, the value of 1/12 of the half of presumed Income-Tax of the entity should be deposited monthly for the tax collection, as anticipation, that nor gets to be a progress, because the generating fact happens along the whole fiscal year, not only in the final swinging. That would pass to be in force after the application of the 'tributary reduction', which would lever the businesses and the earnings.

INTERESTS. Lowering the interests means to show that one is free from sustaining the cost of the Versailles-Weimar effect. Like this, the ruler should be forced to find the exit, signing and vocally declaring the commitment of the renouncement after a year of mandate in case he doesn't get to reduce the tax to the constitutional limits. REASONS BECAUSE THE STATE DOESN'T SUSTAIN THE POOR

 

The dream of many romantic is to see the State to guarantee the basic mechanisms of subsistence of the destitute ones, in way to establish a world without poverty. That is not the government's pattern in the several countries not because it is a good idea. The idea is sordid.

ISONOMY. The great fight of the human species has two prow motors: the search of the freedom and the search of the isonomy. A political system that discriminates the citizens, giving goods to the persons in need, and only to them, it contradicts the heart of the humanity's larger perspective. Therefore it is that no serious individual proposed provisions donation or equivalent as government solution of the problems of the poverty. EDUCATION. Deputy Condorcet proposed universalized public teaching, as noble and constructive government investment. It is treated of offer of intangible goods, which can at least be measured in their final results. Aristotle says the teacher wins for the time dedicated to the action, because the value of the teaching cannot be computed. It is not a present for the family nor for the student, because it is treated of expense seeking to the progress of the science and of the social progress. KATRINA: PRIVATIZING PUBLIC SERVICE IS RACISM

 

After 1979, with the Tatcherism and the 'Reaganomics', many political they started to see the privatization of the public services as decision fully justifiable. The fall of the Wall of Berlin, in 1989, destroyed the argument of that ones opposed to the privatization following a closed, dated doctrine, of doubtful consistence. And many that felt leftists started to struggle for a politics of public alms for the poor.

It is necessary, therefore, to put the things in the place, the one that means reach the synthesis between two antagonistic currents that, to maintain in its endless collision, they will continue to throw the countries in equally tragic revolutions and against-revolutions.

And the one that one can see clearly now is that the privatization of the public services carries with itself two ignominies, that transform it highly in condemnable decision: first, it deviates, in an irresponsible way, the business community of its appropriate field, that is this of the production; second, he eliminates the job warranty for the blacks, what is constituted in programmed misfortune for immense portions of the citizens from America.

For an analysis of that first problem, we should notice that, if the objective of the company is to gain better profits, it is very easy to attract the business community for the exploration of services as distribution of electricity - not of production of energy -, mail, distribution of water, public transportations, schools, hospitals and banks, and they will escape from the productive sections, as well as the monkey escapes from the dry, hard coconut when it sees ripe banana ahead.

And according to the canons of the economy, registered by Adam Smith, it is not the service that creates wealth, but the production of goods. To motivate the entrepreneurs to change production for privatized public service doesn't get to be, because, a strategy of development.

The second aspect of the subject was clear for the whole world during the passage of the hurricane Katrina for Louisiana, with the destruction of New Orleans. The middle class and the high middle class people they escaped from the city in their cars as soon as the meteorological services announced the possibility of total flood of the place. The poor could not escape in the certain time and the one that one saw was that the blacks remained in the city, in the four following days to the breaking of the dike and the consequent immersion of the city-symbol of the jazz. Now, it was there the face of the 'reaganomics', the politics of downsizing of the State begun by president Ronald Reagan and continued in the following administrations.

When the public services are in the hands of the State, the blacks render contests and they get employment. They obtain jobs with very more easiness than in the private section, when they have to argue with whites and they are ignored. Is that a supposition that there is racism in the private section? No: it is not a supposition, it is fact. Therefore it is that Washington, an artificial capital, has in its demography 70% of black inhabitants. There it is the federal public services got where. If the blacks were accepted without problem in the dispersed companies at the country, it would not have happened their convergence for the capital. The phenomenon is observed from the arctic ice to the Earth of the Fire.

Among the Brazilians, until the beginning of the decade of 80, when there was a lot of contest for employees of the public services, as health and education, the blacks found a way there of solving their social life. Some blacks are seen still in the schools and in the hospitals, employed on those times. With the dissolution of the public services, the intransigent dispute in the contests for the few occupations that remained practically make unfeasible a future perspective for the groups that more need that. THE FUTURE OF THE PARTY OF THE WORKERS

 

The Party of the Workers (PW or, in Portuguese, PT: 'Partido dos Trabalhadores') was divided in more than a dozen of tendencies (leaderships, with their followers). Some of those tendencies formed the group that arrived at the power in January 2003.

We can call that people of group of the retropwists. They are the last expression of the udenism (from Union Democratic National, or National Democratic Union), because its doctrinal outline begins of the following principles:
         (i) Defense of the antifederative, direct presidentialism;
         (ii) 'Eternal vigilance' on the strange administrations;
         (iii) Public alms for the beggars;
         (iv) Support to the private schools (where the udenist children study);
         (v) Scorn for the merit, with opening and prize for the flattery and the illicit;
         (vi) Subtraction and reduction of the worker's warranties;
         (vii) Horror and escape to the manual work, on the part of entrepreneurs, intellectuals and former-workers.

The retropwists dominated the staff of the party and they created an infernal machine of collection of resources, aiming at the permanence in the power for decades and more decades, overcoming the party of the Zapatist Revolution of Mexico.

One discovered finally that they didn't just collect resources using illicit methods, but also bought consciences using those torrential resources. Through of that process they approved a reform of the social security what stole the public employees' rights. Other difficult votings were due easily with that scheme.

The Party of the Workers to have horror to the competition and, even so, to participate in majority elections, this seemed a paradox. After July 2005 it was clear the horror continued in those participations, because it is proven there was never on the part of the party respect to the rules of the competition.

The revelation of the process of the tips provoked an unprecedented political crisis, which dropped the staff of the party and the Minister-boss of the Civil House. Not without reason, because it was the first time in the history that a party took the individuals' place in the transport of illicit businesses. Then proposed of withholding of the registration of the party appeared, amid the investigations with views to the withholding of the parliamentarians' mandates involved in the crooked deals.

That idea of extinction of Party of the Workers is the worst political proposal which one can present.

With annulled registration, the most courageous militants will go back to the no-supporting social groups that will lose their official political expression: landless laborer groups, syndical centrals and factions of the armed forces. That will be something very much more dangerous for the society than the expression of any ideas in a organized, legalized politician party.

The second reason to justify the permanence is the one of the loss of the hope of great part of the population, what believed sincerely in the proposals of Party of the Workers. The party needs to continue, legally, for the voters they collect seriousness, purify the party of the opportunists' blockade and transform it in a clean association to struggle for its space of performance in the political arena of the country.

Of the citizens' three political divisions, juridical, scientificist and moral lines, this party is the most legitimate spokesperson of the first current, the juridical, or justinian line. The second line, the cientificist, or platonic, it needs to have its conquered, enlarged space, for the good of the country, but this depends on the permanence open and made official of the justinian line, much more than of the moral or spartan (lawyer Licourg) party.

But if it goes for Party of the Workers to leave of being udenist, migrating for the platonic democratic laborism (A - struggle for the full job, and with signed work-notebooks; B - increasing of the wage and of the worker's income; C - combat to the prejudice against the manual works, cultivating them as matter in the school; D - nationalization of the public services; E - precedence of the official school, with respect and support to the merit), it is better than it disappears, for another association to occupy this place. The one that she don't must is to just cultivate the cientificist and moral lines, without the contradictory of the juridical line.

THE FALL OF THE FRENCH PUBLIC SCHOOL (THE 'LUN')

 

BEGINNING. Pythagoras invented the school. Before him there was the literacy cycle, that was the 'paideia' in Greece, infantile teaching, and that could not be called school in the sense that we understood it today. Who wanted to continue in the studies and to be formed had to enter in a iniciatical temple for the hands of a mystagogue and to turn a magician, and this neither could be called school. Thales of Mileto , merchant, fifty years older than Pythagoras, demonstrated theorems of Geometry for the first time, inventing, with this, the science. Pythagoras noticed that it would be important to create an institute to form the youths in the most advanced and more recent area of the knowledge, that was the speculative science, and he invented for this the words 'Mathematics' and 'Philosophy' (obviously, Pythagoras still mixed science and religion, but it would be to want too much to imagine that he could have created the school as an laic organ already in its birth). The demagogues need to know that if it is to use the school to do the individual to turn an eminent literature reader, school disturbs; if it is to use the school to do the individual to win money in his youth, school disturbs too much. Then, what serve school for? Now, for that Pythagoras destined it.

UNIVERSALITY. It was not different the objective of Condorcet when, as president of the National Assembly in Paris in the auspicious years of the French Revolution, he wrote, he made to approve in the parliament and, soon afterwards, he published in the Official Diary the project of public and free teaching for all. CONVERGENCE. Paris was, in 1792, the center of the world science. At least 90% of the science produced in the world was happening there. Condorcet, Laplace, Lagrange, Lazare Carnot, Sadi Carnot, Lavoisier, Monge and Legendre lived together. D'Alembert had died nine years before and Cauchy was just born the year of the Revolution, three years ago. But, sixty years after that, the world center of the scientific activity became London.

SABOTAGE. The Condorcet's perspective was to elevate the apprenticeship of the science and the art to the maximum of progress after the warranty of the access to all the children of the several social layers to the regular school. However, the implantation of the free teaching for all in France embedded a tragedy: the demagogy of the leveling underneath (LUN), a fact no foreseen by Condorcet. It cannot have healthy development of the science if there are not identified excellence centers since the level of the Junior High School, centers created with base in the meritocracy.

RESCUE. To liberate the school of the saboteurs' claws, beginning the healthy cultivation of the support to the merit, it is enough to settle and make respected the entrance exams, to the Junior High School, to the Senior High School and to the University, with popularization to the whole people of the positive results of the schools. The teachers and the families will take charge of the well done work. It is not necessary, nor advisable, that there be differentiated curricula, therefore the isonomy should be guaranteed. But the gained results will show which centers present better facts in exact sciences, which centers carry out more in biological sciences and which do better in arts or sports. And the ideal is that the best schools are overcome by units that make a work much better, and no that they are overcome for they have been dropped, as it happens in the romantic pedagogues' system.

FOUNDATION. The meritocracy, condition of the democratic progress, depends on the isonomy, because without it the competition civilized turns to the apprenticeship of the rude competition of the natural selection. The three pillars of the social progress are, therefore:

* Competition

* Mobility

* Discipline

The absence of one of those three bases does an illusion of the progress. Without civilized competition, the mobility and the discipline will only happen for authoritarianism, a politics that dies with the tyrant that implements it.

UNGALLICIZATION. Did Condorcet commit error? No. He didn't just foresee the misfortune of the leveling underneath. The mounted ministry for Napoleon was the most scientific of the humanity's history, because almost all of the ministers were scientists (Condorcet and Lavoisier would be among them, it was not the thirst of blood of the romantic Robespierre). But, ever since, the significant products of the scientific creation of that country can be counted in the fingers, and theses difficultly can be found in the field of the Physical Sciences or of the Mathematical Science, old French glory. Who murdered Evariste Galois in 1832, practically murdered the exact science in the country, because, after that, just Henri Becquerel, dead in 1908, and the extraordinary engineer Jules-Henri Poicar�, that died in 1912 as the most creative mathematician of his time, shone there. Marie Curie, that lived up to 1934, was of Polish origin, as we know, and she had a magnificent daughter, Irene Jolie-Curie, that discovered the possibility of the fission of the atom. But while Italy produced along the 20th century the more famous two physical nuclear of the world, namely Enrico Fermi - method of fission of the atom - and Carlo Rubia - clean atomic plant -, nothing close of that happened in France.

ISLANDERS. Between 1940 and 1945, it was in London that the scientific intelligence supplied the instruments for the resistance to the Nazism, while France let to dominate. Before that, the same Germanic blood had already defeated Napoleon III in 1871.

DESTRUCTIVITY. The beneficiary population of the official teaching should always be alert against the demagogues. For them the central aim of the school is to form readers (all we know that for that the Municipal Library is much more efficient, without demerit to the serious and necessary work that the school has been doing in that sense); they impede the school units of competing in quality; they don't admit that the students learn how to compete amongst themselves (one of the reasons for the romantic ones want not the notes to be numeric); they are minimizing the emphasis in the basic sciences and they impose barriers to the families so that they don't escape from the social stratification imposed by the system of effective production, which they would do for registering their children in schools of better quality in neighborhoods better located.

MALTHUSIANISM. However, only two ways exist to arrive to the discipline and these are the dictatorship and the salutary competition. It is necessary to choose for one of those two ways, and the romantic ones that deny them, looking for a third one, commit harm-youth's crime, because not to learn to compete it means to be at the mercy of the old rude competition of the natural selection, that won't leave the scene just because anyone dreams with this. Besides, to prohibit the competition for the improvement necessarily means to install the competition for the worsening.

TELEOLOGY. The school delineated by Plato, Euclid, Boetius, Gevert, Roger Bacon, Galileo, Condorcet, John Dewey and Bertrand Russel has another character, because they knew because Pythagoras invented it. When the school forms the citizen until the top of the academic hierarchy, this is contracted as scientist. It is the professor. Before of that top the individuals are taken advantage in the society as leaders, judges, parliamentary, liberal-professional, teachers, technologists, technicians, entrepreneurs, artists, artisans, sportsmen, employees, merchants, industrial workers and employees for tasks. The ones that deny that the paper of the school is to form the scientist owe convince themselves that those that reach the apex of the academic scale do it to dedicate to the science. As scientists they are contracted, therefore, it is to that end that the school is destined, although in the United States they are called 'Philosophic Doctors'. Otherwise we could guarantee a 'good' primary course to the whole population and to close the other teaching degrees, as the nut dictator Pol Pot made in Cambodia.

THE PHILOSOPHY OF THE ROMANTIC 'TEACHING'

 

The Brazilian philosophy of teaching constituted illustrious citizens' serious concern along the centuries, and among those we can remind Jose� de Anchieta, Jose� Bonifacio de Andrada e Silva, Sylvio Romero, Miguel Couto, Benjamin Constant de Oliveira, Ruy Barbosa, Fernando de Azevedo, Cecilia Meirelles, Anisio Teixeira, Gustavo Capanema and the 'prophet of education', Senator Darcy Ribeiro, defender of the 'automatic promotion', term which he used in his bill of Guidelines and Bases (the Law of the Education, Graph of the Senate, 1992). However, only three Brazilians are the inspiring of the romantic philosophy of 'education': Jarbas Passarinho, Marco Maciel and Paulo Freire. Nobody could find strange the tripod formed by a man of the Military Regime, one of center-right and one of left, because the composition of the thought of this trio is what forms the base of the education ideology of the auto-entitled Romantic Club. Paulo Freire, that had good ideas never reminded, he doesn't deserve such followers! But some few romantic politicians disagree of the faith standard of this club - the justice could be made.

The ten principles (some explicit ones other not so much) of the romantic philosophy of teaching are the followings:

1. A long primary - The first diploma the student should receive after eight or nine endless years of education, as Jarbas Passarinho wanted, because to give the diploma of primary for ten year-old children it is to invite them to stop studying (nobody knows from where they found this idea).

2. Taboo of the competition - Publishing results to compare different actings from students or schools is inconvenient (Paulo Freire, in the implied sense). When general exams are applied, each student's results, of each school or of each area should be concealed the public, to avoid the invigoration of the competition spirit - but in the sport it can, as in Cuba! (They didn't inform to the romantic ones that in the sport the competition is the one of the nature state and another forms is that they would represent new learning, as mechanism of superation of the brutality of the natural selection, without the one that, in the exit of the soccer stadium, the youth will try to kill the other.)

3. Tests for anything - The evaluation is very important and the student will make tests of any sorts things out, never returning in white, not having need to give any usefulness their results (Passarinho, in the implied sense). The student will make the test for the test. If he doesn't attain note, any consequence there will be for him, because the teacher is who owes to strive to teach that the student was not able to or he didn't want to learn.

4. Promote them free - If the student doesn't obtain note in the evaluations of certain matter, even so he should be spared of continuing learning those contents, since provided the necessary reinforcement classes inside of the same school year. The following year, magicly, he will be dominating those subjects in whose evaluation he didn't obtain note (Paulo Freire, in the implied sense).

5. Viva the bureaucracy! - The teachers should have three hours of weekly meeting and several bureaucratic and Byzantine centers should exist in the education system, as the Delegacy of Teaching, CENP's (Coordenatory of Teaching and Pedagogic Norms) and other, for giving power to the pedagogy (Paulo Freire, in the implied sense).

6. Gift of materials. - Tangible goods - clothes, books, notebooks, food - they should be, no borrowed or donated, but given really to the students of the public schools, indiscriminately, by lost fund, for characterizing the 'active gratuity' (Marco Maciel). This will be good for the formation of the children's character - Maluf and the Take-Milk who say it! (Nobody informed to the romantic that just the gift of intangible goods is educative!)

7. Relaxed programatic content - Minimum curriculum should not be obligatory, but just indicative curriculum (Jarbas Passarinho). 8. Delenda numbers! - The result of the evaluations should be given with literal mentions, which are qualitative (Jarbas Passarinho, in the implied sense), and never with numbers, because anybody knows what the student has to learn to count with numbers! (Nobody informed to the romantic ones that literal mentions are grossly quantitative, that numeric notes are qualitative and that the rejection to the numbers is a prejudice resulting from the five hundred year of the Iberian fight for the expulsion of the Arabs.)

Romantic staff could be infiltrated in the CENP's and in the secretaries' cabinets, so that all the parties swallow this philosophy, without distrusting!

BECAUSE DIRECT 'ELECTION' IS NOT DEMOCRATIC

 

When a poor country conquers the statute of the presidential direct 'election' (the only rich country with such a device is France), it starts to cultivate the impression that it reached the political nirvana. Questions don't fit, nor from within nor from out, because the astronomically wasteful infantile game has airs of sacred institution. Now in the beginning of the 21st century, more two countries received that Trojan horse of their smart politicians: Afghanistan and Indonesia. It is not gotten to be the abyss, but it is at least the slide which takes to him. It is not at random that it enchants so much to the weak ones.

Until the 21 years-old I was ardent defender of the presidential direct 'election', because I imagined that in that system the best choices would be made. The one that did distrust me was not the reading of the classic text of the dialectical materialism against the French system nor a sudden adhesion to the election for collegiate members in the discretionary systems. The distrust came for the fact of seeing in Mexico a country walking with wide steps for the crying mediocrity, this country being the one which the statute of the presidential direct 'election' won the safest configuration in, so much that it crossed unharmed the 20th century, from the Zapatist Revolution, suffering the first disturbance just when it happened the official candidate's murder for a mad one, former-witness of Jehovah, fact what took the government's party to articulate the Ernesto Zedillo indication, whom won the dispute, but it was the last in the immaculate line of victories of the Revolutionary Institutional Party. In the following 'election' the government lost, seeing to be ordained president the entrepreneur Vicente Fox, whom, in the agreement with United States and Canada, through the NAFTA (North American Free-Trade Association), he saw his country increase GDP until becoming the first of Latin America (all it needed was to surrender to the United States). The system of the Mexican direct 'election' continues intact, the one that allows foresee this economical growth won't bring with himself other progresses.

The presidential direct 'election' is not election nor it is democratic. The voter whom suffrages the suitable name makes fool's paper, because the candidate is, necessarily, different from him: he has to be very famous, which, except a millionth of the population, the voter is not. The system of presidential direct 'election' of the Military Regime was not democratic exactly for the same reason: the candidate to be homologated was different of the members of the electoral collegiate, because he had to be a soldier of high patent. When Doctor Ulysses enrolled, he made his campaign as the 'anti-candidate', since he knew his candidacy was not valid in practice.

It is important to have in mind that the opposite of the dictatorship is not the presidential direct 'election' - institute today favorite for the poor Muslim countries and formerly adopted by General Stroessner's dictatorship -, but the institution of the 'regime of civil freedoms', preferentially free of the presence of longeval rulers, never taken by for life governments.

The fight for the restoration of the presidential direct 'election' in 1984 was very important, because it represented the attempt of an about-turn in the effective dictatorial system, but it meant, in the reality, to change the blot for the stain, the mistake for the disaster.

Argument Manheim. Karl Manheim said: When the democratic election occurs, it happens among equals, but in the counting of the votes it stands out one of the contestants as winner and, immediately, he turns himself different from the others, for being the elect; to this we called the 'contradiction of the democracy'. Now, it is clear for Manheim that democracy only exists if it happens among equals, not only after the election, but, mainly, before it. It is not what is seen in the presidential direct 'election'. The 'contradiction of the democracy', for Manheim, is the obligatory transformation of the elect in a different individual. To this type of 'election', what happens among individuals previously unequal in essence, as it is the case of the presidential direct 'election', we called the 'perversion of the democracy'.

Argument Plato. Plato said: The maximum number of inhabitants of the Polis is that in which the voters can be known and to be heard by all in the agora, so that they don't vote just for hearing to say, and the number of those voters is 5040 (factorial of seven). He also said: Who that intends to be government, by himself, doesn't have merit to govern. Now, for besides the Polis, the one that should exist is the league, or the federation, and the elect representatives in the agora are that what are assigned of the relationship between the Polis and the league. Systems different from that are not democratic.

Argument Luke. The apostle Luke said: Then they lied down lucks regarding them and the luck fell on Mathias (for succeeding Judas Iscariotes), and with common vote he was counted with the eleven apostles. Luke is mentioned here because it shows the insert of the Christians in a certain culture. Now, it was practical common in Old Greece to choose candidates for draw, this indicating that all were essentially equal. We should not defend the turn of the draw, but the indication of candidates to the presidency in the direct regime is very far away of happening among essentially equal people, since they need a marketing differential which is inexistent in the whole mass of the electorate.

Argument Jefferson. Thomas Jefferson said: The General Government is so only limited to the foreign businesses and this will like this be able to be reduced to a very simple organization, with few employees. Now, who 'elects' a direct president is looking for an Ayatullah, a powerful boss of the nation, and this will yield to the temptation of the unitary State, turning the federation just paper rule, no an institution in fact. And it is difficult not to develop spots of madness after receiving the suffrages of forty million voters.

Argument Piaget. Jean Piaget said: The individual learns in the interaction with the middle, developing his intelligence starting from the assimilation of the processes and concepts he lives. Now, to learn democracy just acting in the role of guarantor of ready plates which the parties present him of four in four years, without having the smallest idea of how to participate in the configuration of those electoral assemblies, it means that the citizen assimilates, in the reality, the inverse of the democracy.

Argument Nash. John Nash said: It is necessary there to be balance among the players of a departure, so that it has sense. Now, we didn't need to observe the specific case of the prisoner's game, but if we saw the election inside as a honest situation of the theory of the games, the presidential direct 'election' will be very distant of that. Besides having to be very different from the voter, the candidate, for levering his fame, has to spend inconceivable fortunes, in a race of wastes that arouses envy in the upstarts' baskets of garbage in all the world.

Argument Comte. Auguste Comte said: The boss should indicate the successor. Now, nor the Pope's election, institution that already reaches two millennia, works in that way. The 'indicate', in Comte, means 'decide', something that would be only plausible if the theological determination was accepted, thing that Comte himself detested. Comte, whom wanted to change the democracy for the 'sociocracy', left in his proposition the base for terrible dictatorships. Some that indicated the successor were: Generalissimo Franco, that decided for the monarch Juan Carlos de Borb�n; Papa Doc, that indicated the son Baby Doc; Fidel Castro, that indicated the brother Ra�l Castro. Other great dictators, like Hitler, Mussolini and Stalin, they could not make use of that prerogative. Of the arguments against the direct 'election', the worst is the one of Comte, but it cannot be ignored. Remember that President Geisel indicated the General Figueiredo as candidate for being sacred by the electoral collegiate, judging legitimate the comtiste proposal. It was not. The one that the boss can do is to propose the successor, not to impose.

Argument Deming. W. E. Deming said: We should not depend on the inspection in mass to reach the Quality, and slogans, quotas and goals should be abolished. Now, we had in the direct 'election' a perverse marketing, in that the famous candidate needs to be not the best, but that what congregates the average of the incautious voter's hidden or obvious prejudices. By this way, the voter won't suffrage the candidate whom is equal to him in essence, but whom is equal in socially built mediocrity. The marketer has to sell the product not through the total quality, but through the emotional interaction with the low instincts of the population. Therefore, instead of improving the society, that system deteriorates it.
