Since nobody has really offered to be my staff (wich is ok becuase I never really asked) I'm not sure if these work. But I imagine they do becuase these are the things that I would look for in staff :)

What rules should I put?
It's up to you! But don't be too soft. If need need an image host/hostess then you must put that down. If you need PSP 8 then ask them if they can make images with that program for your site.
When choosing:
1.Chose trustworthy people. Going to thier site or friends site and finding out what he or she is really like may help.
2.Make sure they fit the requirements
3.If you want a person with Jasc animation shop or something similar, then make sure they have good knowledge in that aerea.
4.Always ask for a sample of thier work, if it is graphic or design (HTML) related :)
5.Compare him or her to somebody else. It helps you decide, if they have skills in roughly the same areas.
6.To a test job. So, if they pass that - they're in!
7.Always ask why they want to do the job.
8.See how active they've been on your site. Commenting on your blog 3 times a week, signing your g/b, wich pages have they been to etc.
9.Never settle for THIER price, if they don't like your price - bye bye. I know that sounds evil, but you don't want sloppy staff, lol. That leads me to another point (see number ten)
10.Make sure you have about 5 to 15 people applying. (Depends on how many you want) Don't keep them waiting TOO LONG (like months and months) just until you have enough people and you're ready to reply, becuase if they wanted the job badly enough, they would wait. It's not being evil either becuase nobody likes being pestered, do they? And every time they pester you, give them a "mark". Three "marks" means that they're application has been canceled - adjust to your liking :)
