In the future, where people live in domed cities sprinkled over the planet, where there are only a little nature left, wolves are believed to be extinct for 200 years. Only one man believes they are living among humans, decieving their eyes with some kind of sorcery to survive. His name is Yaiden Quent. He has sworn revenge against wolves for killing his family and his only goal is to hunt down wolves with the help of his dog, Blue.

Soon after Quent arrives at a domed city, a white wolf tumbles into the streets. He's hurt bad but it gets even worse when Quent shoots him, believing that he is a wolf. Quent was right but no one believes hm. While captive in a cage at a laboratory, Kiba meets Hige, a light tan-colored wolf who wears a collar around his neck. When Kiba convinces Hige to come with him to Rakuen he breaks out of the cage easily and goes past the security by decieving their eyes.

Kiba finds the key to Rakuen in the laboratory he just broke out of. She is a flowermaiden named Cheza, but when he and Hige found her she was being stolen by a Noble named Darcia.

After that he meets Toboe, a naive young wolf who lives on the streets and eating out of garbage cans. He wears four silver bracelets on his right wrist. When Toboe meets Leara, a girl who gives him some food, and accidentally reveals his true self, she is terrified forever and Toboe runs away with Kiba and Hige to find Rakuen.

Tsume, a gang leader who found Kiba first resting in a tree, helps them get away from the cops who are shooting at them as they leave the domed city, not that he had any choice. Tsume's gang had raided quite a few trains and all were caught except Tsume. When he follows them out to the gate but stops at the walls, Toboe convinces him to come with them.

As the story gets more and more serious they drag along a few humans, too. Some are killed along the way although everyone dies at the end. Nobles get in their way and keeps trying to steal Cheza, then Darcia turns out to be a wolf who killed Quent's family.

At the end Darcia tells Kiba that everyone in the world had been a wolf before, either they are reborn as humans and don't remember the fact they used to be a wolf, or they used to be a wolf who tried to fit in the human world and forgot about their true forms and never went back. Hige, Toboe, and Tsume are reborn as humans and don't remember that they were wolves, but when Kiba is reborn (I think) he remembers this and goes on to look for his Rakuen.
