In the North American League, things look like they're finally winding down. At the beginning of the week, the Orr Division was extremely tight, with every team within a few points of a playoff berth. Now it looks as if the Seattle Tsunami are all but gone, dropping behind by 10 points to the 4th place Red Deer Avros who incidentally have three to four games in hand over the rest of the league. Following close behind the Avros are the West Coast Express (5 points) and the Calgary Grizzlies (7 points). Red Deer and Brandon are currently tied with 75 points and will need a strong finish to maintain their playoff positions. But there is still room for any team to take the #1 seed as 11 points separates Iowa from 4th place. Over in the East, two teams have locked up playoff spots. The Labrador Moose and Alaska Aces have clinched and can not do any worse than a 4th place finish. Despite the good new, both teams have been battling each other all season for the number one seed. With just four point separating them, Labrador can still pull it off, but they'll need some help as the Aces have three games in hand. If clinching is good, finding out that you've been eliminated must be bad. The young Hartford Whalers discovered that they will be golfing when the playoffs begin. On the bubble are Kentucky and Kent Kounty, but only the Killer Kittens have any real chance of playing bonus hockey. ************************************************************************** Constitutional Proposals By Scott Shigemi An ugly three weeks has me thinking about the penalties associated with late managers, and over used players. Expect to see me ask for some new amendments regarding both forms of laziness. Here's a sneak peek at what I'm working on for the next constitutional ballot. Infraction Points Starting in 2004, infraction points (IP) will be given out to managers who fail to meet deadlines on league matters. The enforced deadlines are for submitting computer managers for a team's away games, late game reporting and failure to vote on league ballots. What do IPs do? At the time of the draft, a team with accumulated IP will lose draft position equal to the number of IPs they've acquired. For example, a team that was late with their computer manager twice would have two IPs, dropping each of their draft picks by two points. But to be fair, a team cannot drop out of the round. If you're drafting 13th out of 14 teams, you'd stop at 14th place. If multiple teams have IP, the team with the most IP picks last. If Team A has 5 IP, Team B has 2 and both teams end up at 14th, Team A will pick last. If a team accumulates 10 IPs during the season, the Commissioner may suspend the owner and replace him with another, starting with the associate who's been on the waiting list the longest. The commissioner may also turn the team over to be run by the league. Player Over Usage In addition to the penalties already in place, when a player is found to have been over used in a game, the team that had the over used player will forfit any points they may have earned in the standings. The game for the opposing team will be counted as a win at the end of the season. ************************************************************************** Game Usage Reminder With the season going into the second half, here's fair warning about player usage. Taken from the Constitution: * - Any player that has played 70 or more NHL games is unlimited in the regular season. * - Any player that has played 69 games or less NHL games is limited to their actual number of games played in the regular season. * - Goalies are limited in games to their actual number of completed NHL games played in the regular season. What happens if you over use a player? Taken from the Constitution: * - Any team that has extended a player beyond league rules in the regular season or playoffs will be subject to the following penalties. 1-3 games over usage; player is suspended for 1-3 playoff games. Over 3 games the player is lost immediately to free agency and available in the next draft. Double check your games played before sending out your block 7 manager! I'm sure you'd kick yourself if you ended up losing Yzerman or Pronger. Don't forget that goaltenders are limited to their actual games played.
