Taking just a few messages that were posted to the list and adding them to the end adds a little more bulk and can provide you some free advertising space. ************************************************************************** Important Dates July 23, 2003 - Possible that Strat Hockey cards will begin to be mailed. 2004-05 - NHL possible lock-out? ************************************************************************** WSHL World League Register Well, it's done, I finished the first register for the World League last week. It includes all the players that were drafted and their history from the first season, not including the playoffs. I'd like to get my hands on a completed post season export that includes the stats from all the games that were played through the finals. If I get it, I'll update the register with those stats. When the North American League begins play next fall, I'll work on a register for that part of the WSHL. Hopefully someone from the World League will take over and update their register while continue with the other. Despite all the hard work that goes into it, having this little bit of history is fulfilling and tangible. If you're wondering about how much work there is in doing the updates, there shouldn't be too much. Using the stuff that's already in there, you can simply copy the format and adjust the information. ************************************************************************** All-Star Ballot I'm sort of disappointed, only one person submitted a list. I'll extend the deadline until Thursday, after that you'll have to live with what I come up with along with the one other submission. Combining this sad turnout with Mike's constitutional changes, and we might think about instituting penalties on league voting. How does "Infraction Penalties" sound to you? They're given out for not voting on league issues, being late with game results and manager files. I know it's the off-season, but seriously how hard is it to submit a few names or vote on a ballot? E-mail me a list of who you think deserve to be All-Stars from the WSHL's inaugural season 2002-03. Choose a player from each position and for both leagues if you want. I've tried to collect all the proposals and the vote results where I could find them. Maybe Mike can fill in the blank numbers? I'd make a suggestion for next year, put all the proposals together and have a comittee look them over before sending them to be voted on. Having one large ballot might work better for voting than three small ones. WSHL CONSTITUTION RULE AMENDMENT VOTE ------------------------------- 1. Regular season player availability: "C" Passes with 8 votes to 6 against "A". A – Leave the rule as it is now – 60+ NHL games played can play the whole season, 59 and under play exact game total. B – Allow players to play all games and use the injury function offered in the game. C – Change to 70+ games played can play the whole season and those 69 and under play their exact NHL played total. D- Add 10% to each players NHL game total and play that amount. ------------------------------- 2. Player over usage penalties: "A" Passes by a vote of 8 to 6. A- 1-3 games and player is suspended for 1-3 games in the playoffs. Over 3 games, the player is lost to free agency and available in the next draft. B- Any over usage and player is immediately lost to free agency and available in the next draft ------------------------------- 3. Playoff eligibility: "A" Passes with 11 votes A- Leave the rule as it is now were players games played are prorated (not goalies) 0-10 – 1 game (per series) 11-20 – 2 games 21-30 – 3 games 31-40 – 4 games 41-50 – 5 games 51-60 – 6 games 61-82 – All games B- Allow all players to participate fully but play with the injury function ------------------------------- 4. Double Shifting Forwards: "A" Passes by a vote of 8 to 6. A- Leave the rule as it is now – One forward double shifts in the 3rd and OT B- Eliminate double shifting of forwards ------------------------------- 5. Double Shifting Defensemen: "A" Passes by a vote of 8 to 6. A-Leave the rule as it is now-5 def with one d double shifting each period B-Eliminate double shifting of def and go with 6 d ------------------------------- 6. LRP’s Rule for 2004 season: "B2" Passes by a vote of 9 to 5 for the others. A- Leave the rule as it is now – rounds 11-17 of each round are LRP’s B- Eliminate LRP rule and go with set player protection B1- 12 B2- 14 B3- 16 B4- 18 Vote B1 to B4 for your choice of player protection limits. This rule does NOT affect our protection setup for the upcoming draft. ------------------------------- 7. Number of teams to make the playoffs: "A" Passes by a vote of A-7, B-4, C-1, D-2. We will have two divisions of 7 teams. As it stood with 6 teams in each division 4 or 6 teams in each division made the playoffs. A- Leave it at 4 teams from each division B- Make it 5 of 7 teams from each division. The 4th and 5th place teams would play a 5 game series to advance C- 5 teams from each division make the playoffs but we reseed for the playoffs. The first place teams from each division would be 1, 2 then the rest would be by record. D- 4 teams from each division make the playoffs and we reseed like above. E- All teams make the playoffs but we use a bye system. (I.e. the higher you finish the less rounds you play. The top teams as an example wouldn’t come into the picture until the final 8 as an example.) ------------------------------- 8. Goalie playoff usage: "A" Passes by a vote of 8 to 6. A- Leave the goalie rule as it stands now. B- Modify one section of the existing rule to allow any goalie with a fatigue rating over 5 to participate in all playoff games. ------------------------------- 9. Free Agent Waiver Pool Commissioner change, no vote required. If a team chooses to claim a player off waivers a player must be dropped from your roster. Additionally the claimed player becomes a free agent at the end of the season. ------------------------------- 10. Goaltender Fatigue Commissioner change, no vote required. The Remove if Fatigued function may be used this year but you will still be required to watch your usage! ------------------------------- 11. Uncarded Players See #14, Rights of Retention Vote Players who are injured or retired and do not receive a card may be protected in your 10 of 20 protected group. ------------------------------- 12. Pulling of the Goaltender Commissioner change, no vote required. Pulling the goalie will be allowed for the last 3 cards of any period. ------------------------------- 13. Draft Format "B" Passes by a vote of 12 to 1. The draft format will be put to a vote. I will exept votes for the draft format until Thursday. The options are: A - Leave the method as Serpentine (1-14, 14-1) B - Have only the first year as Serpentine and then fall back to the traditional 1-14, 1-14 method. ------------------------------- 14. Rights of Retention "2A" Passes by a vote of 10 to 6 for option number 1. 1. To not have a ROR rule and leave the protection limit at a firm 14. 2. To have the ROR rule with the maximum games played limit: a - 20 games skaters / 10 games goalies b - 30 games skaters / 15 games goalies c - 40 games skaters / 20 games goalies The majority choice will be the winner. To refresh, you may protect up to 3 injured or rookie players over your 14 game limit if their NHL game totals did not exceed this number. Goalies will be half the choosen number ie. If 20 games (a) was chosen, then 10 would be the goalie game limit. (which is also the min that a goalie may play to participate in the WL and NAL league playoffs) ************************************************************************** Award Names Mike is still taking suggestions on award names.
