"Since his birth, he had been made to follow strict rules. Phillipe was Romany, a gypsy, and scorned because of it. Only two options were available to him: he could follow in his father's path and become a thief, or he could turn around and be the exact opposite. Two paths, good or bad, praised or scorned, respected or reviled." From After the Fall
Born in 1790, in the harsh galleys of Toloun, Javert was faced with foul horrors of life as soon as he opened his eyes. Both one of the Romani as well as an illegitimate child, he had to overcome those barriers to be seen as barely acceptable. Casting aside the "sins" of his parents, he pushed himself forward, and after forty years of struggling, succeeded in become a repsected official. By age 50, he was ranked Inspecteur First Class.
The utter lack of dicipline as a child, led Javert to be as rough and cold as the bitter seaside town he was born in. He never missed a button nor a criminal's sentence. However, his severity toward himself above all else became his undoing. Obsession set in, and then, and complete sense of failure.
In the end, the foul waters of the Seine washed away any concerns or doubts he had left....

The Revolution in Les Miserables takes place in 1832. It is based upon
the "Three Glorious Days" in July, 1830.
Javert is against the Revolution, standing as a strong opposing force to the Ami, after learning their plans in full detail as a spy.
