In order to protect the general public from the dangerous use of Pan-magic, all mages known as Shifters must be registered with Parliament and fitted with a bracelet so as to easily identify them should they break any laws established by Parliament and the King in regards to the proper use of magic.

The bracelet will allow constant surveillance as to the whereabouts of the wearer. They will be extremely painful to remove, should a shifter manage to remove it an immediate alert will sound and law enforcement will be sent to the last known location.
