The reasoning and fear behind this law is still widely spread today.
Miss Browning proposed it after a series of purported attacks by werewolves in more rural areas. Mind you the attacks were investigated and while some people had suffered bites it was never reported as to whether they were Lycan in nature. There has always been a measure of discrimination against werewolves (as well as other magical beings who were once mages), and so the incidents seemed a fine time to suggest restrictions, or at least registration. There was no argument against the law, though Parliament had rewritten it several times before it was passed as they wanted a more laissez-faire relationship with the wolves. Don't tread on us and we won't tread on you, was the general attitude of the day.
